【摘要】：隨著計(jì)算機(jī)技術(shù)、網(wǎng)絡(luò)技術(shù)、多媒體技術(shù)的不斷發(fā)展,基于Internet的現(xiàn)代遠(yuǎn)程教育在干部教育領(lǐng)域得到了廣泛應(yīng)用。網(wǎng)絡(luò)學(xué)習(xí)環(huán)境中師生時(shí)空分離,在職干部在網(wǎng)絡(luò)學(xué)習(xí)中的自覺能動性和自我控制能力相對較弱,不能滿足網(wǎng)絡(luò)學(xué)習(xí)的要求,學(xué)習(xí)質(zhì)量難以保證。在職干部是特殊的成人群體,他們大部分擔(dān)當(dāng)著相應(yīng)的領(lǐng)導(dǎo)職務(wù),進(jìn)行網(wǎng)絡(luò)學(xué)習(xí)有著鮮明的特殊性,面對這個(gè)特殊的群體,應(yīng)該采用必要的監(jiān)控策略,確保在職干部現(xiàn)代遠(yuǎn)程教育得以順利的進(jìn)行。本文主要針對這一問題進(jìn)行研究和論述,試圖從網(wǎng)絡(luò)學(xué)習(xí)中在職干部的自我監(jiān)控和外部監(jiān)控入手,尋找提高在職干部遠(yuǎn)程學(xué)習(xí)質(zhì)量的監(jiān)控策略。 首先從實(shí)踐出發(fā),對目前吉林省和長春市領(lǐng)導(dǎo)干部遠(yuǎn)程教育網(wǎng)絡(luò)學(xué)習(xí)的監(jiān)控進(jìn)行調(diào)查分析,指出對在職干部進(jìn)行學(xué)習(xí)監(jiān)控的必要性。在元認(rèn)知理論、建構(gòu)主義學(xué)習(xí)理論、學(xué)習(xí)過程模式理論和成人學(xué)習(xí)理論等指導(dǎo)下,針對目前在職干部現(xiàn)代遠(yuǎn)程教育監(jiān)控策略存在的問題,借鑒國內(nèi)外有關(guān)遠(yuǎn)程教育的理論和實(shí)踐結(jié)果,從在職干部的實(shí)際需求出發(fā),分別從各級黨委政府、在職干部本身、網(wǎng)絡(luò)學(xué)習(xí)平臺、教師、學(xué)習(xí)同伴的角度構(gòu)建了以自我監(jiān)控為核心、外部監(jiān)控為保障的監(jiān)控策略體系。在自我監(jiān)控中,可以在學(xué)習(xí)前運(yùn)用設(shè)置學(xué)習(xí)目標(biāo)、選擇學(xué)習(xí)策略、規(guī)劃學(xué)習(xí)時(shí)間、預(yù)測學(xué)習(xí)效果的監(jiān)控策略,在學(xué)習(xí)中運(yùn)用自我記錄、自我提問、自我評價(jià)策略,學(xué)習(xí)后運(yùn)用自我總體評價(jià)、自我反思、自我強(qiáng)化策略;在外部監(jiān)控中,運(yùn)用以網(wǎng)絡(luò)學(xué)習(xí)平臺、教師、學(xué)習(xí)同伴為監(jiān)控主體的,在信息獲取與分析、評價(jià)與反饋、強(qiáng)化環(huán)節(jié)的一系列監(jiān)控策略,主管干部教育培訓(xùn)工作的各級黨委政府也要對在職干部網(wǎng)絡(luò)學(xué)習(xí)實(shí)施評價(jià)、激勵(lì)和考核。通過實(shí)施全面的監(jiān)控,確保在職干部網(wǎng)絡(luò)學(xué)習(xí)的質(zhì)量,提高在職干部的綜合素質(zhì),以適應(yīng)時(shí)代發(fā)展的潮流,從根本上貫徹黨的基本路線,實(shí)現(xiàn)黨的奮斗目標(biāo)。
[Abstract]:With the development of computer technology, network technology and multimedia technology, modern distance education based on Internet has been widely used in the field of cadre education. The self-conscious initiative and self-control ability of on-the-job cadres in online learning are relatively weak, which can not meet the requirements of e-learning, and the quality of learning is difficult to ensure. The in-service cadres are a special adult group. Most of them are responsible for the corresponding leadership positions, and the network learning has a distinct particularity. In the face of this special group, we should adopt the necessary monitoring strategy. To ensure the success of modern distance education for serving cadres. This paper mainly studies and discusses this problem, trying to start with self-monitoring and external monitoring of in-service cadres in network learning. To look for the monitoring strategy to improve the quality of distance learning for serving cadres. Starting from practice, this paper investigates and analyzes the monitoring of distance education network learning of leading cadres in Jilin Province and Changchun City, and points out the necessity of monitoring the learning of serving cadres in metacognition theory. Under the guidance of constructivist learning theory, learning process model theory and adult learning theory, this paper aims at the problems existing in the monitoring strategy of modern distance education for serving cadres. Drawing on the theoretical and practical results of distance education at home and abroad, starting from the actual needs of serving cadres, from the party committees and governments at all levels, the in-service cadres themselves, the network learning platform, teachers. A monitoring strategy system with self-monitoring as the core and external monitoring as the guarantee is constructed from the perspective of learning peers. In self-monitoring, we can set learning goals before learning, choose learning strategies, and plan learning time. Monitoring strategy of predicting learning effect, using self-recording, self-questioning, self-evaluation strategy in learning, applying self-overall evaluation, self-reflection, self-reinforcing strategy after study; In the external monitoring, a series of monitoring strategies, which are based on the network learning platform, teachers and learning peers, are used to obtain and analyze information, evaluate and feedback, and strengthen the links. Party committees and governments at all levels in charge of cadre education and training should also carry out evaluation, encouragement, and assessment of online learning for serving cadres, and ensure the quality of online learning for serving cadres through comprehensive monitoring and control. In order to adapt to the trend of the development of the times, carry out the basic line of the Party and realize the goal of the Party, we should improve the comprehensive quality of the cadres in service.
