【摘要】：城鎮(zhèn)地區(qū)間義務(wù)教育資源投入差異的來源包括教育經(jīng)費支出和地區(qū)間產(chǎn)品、服務(wù)的價格差異兩個方面。在教育公平和教育財政轉(zhuǎn)移支付的討論中,如果直接比較各地學(xué)校的教育經(jīng)費支出,研究得出的結(jié)論將失去真實性。在義務(wù)教育階段,人員投入是最重要的教育資源投入,因此有必要對我國城鎮(zhèn)地區(qū)義務(wù)教育人員經(jīng)費生均支出進(jìn)行調(diào)整,獲得真實人員投入情況,并對其差異進(jìn)行研究。但目前還沒有出現(xiàn)適合我國實際情況的較為精確的調(diào)整方法�；诖髽颖救霊粽{(diào)查數(shù)據(jù),通過借鑒國外可比工資指數(shù)法構(gòu)建模型進(jìn)行的實證分析發(fā)現(xiàn):我國地區(qū)間義務(wù)教育人員經(jīng)費價格調(diào)整指數(shù)變異性大,因此對人員經(jīng)費支出進(jìn)行價格調(diào)整是必要的;各省份城鎮(zhèn)地區(qū)間義務(wù)教育人員投入真實差距小于義務(wù)教育人員經(jīng)費支出的差距;各省份城鎮(zhèn)地區(qū)間生均義務(wù)教育人員真實投入的差距仍然存在,經(jīng)濟發(fā)展緩慢地區(qū)的學(xué)齡兒童仍然獲得更少的義務(wù)教育人員投入,應(yīng)該繼續(xù)貫徹執(zhí)行對貧困地區(qū)的義務(wù)教育轉(zhuǎn)移支付政策。
[Abstract]:The source of the differences in the investment of compulsory education resources among urban areas includes two aspects: the expenditure on education and the price difference between regional products and services. In the discussion of educational equity and financial transfer payment, the conclusion of the study will lose authenticity if the education expenditure is directly compared. In the stage of compulsory education, personnel input is the most important educational resources, so it is necessary to adjust the average cost of compulsory education in China's urban areas get real expenditure, personnel input, and to study their differences. But at present, there has not been a more accurate adjustment method suitable for the actual situation in China. Based on a large sample of the household survey data, through foreign comparable wage index method to build the model of the empirical analysis found that among the areas of our country compulsory education funds price adjustment index variability is large, so it is necessary to make price adjustments in personnel expenditures; the continuous urban areas of compulsory education into the compulsory education gap is less than the real people personnel expenditure gap among urban areas; the provinces per student compulsory education personnel real investment gap still exists, the slow pace of economic development in school-age children still get less compulsory education staff input, should continue to implement the policy of compulsory education in poor areas of transfer payments.
