【摘要】：教師交流政策作為城鄉(xiāng)義務(wù)教育一體化教師政策的重要組成部分,其執(zhí)行情況影響著政策目標(biāo)的達(dá)成,制約著城鄉(xiāng)師資力量的均衡,牽制著農(nóng)村教育的發(fā)展。本文以國家試驗區(qū)為研究案例,對教師交流政策目標(biāo)、政策執(zhí)行差距及其背后的作用機(jī)制進(jìn)行分析,發(fā)現(xiàn)教師交流政策在執(zhí)行中遭遇目標(biāo)變異、過程變異和效果變異。而教師交流政策執(zhí)行偏差背后的作用機(jī)制主要表現(xiàn)為四個方面:一是低模糊-高沖突的政策本身屬性易致執(zhí)行阻滯,二是執(zhí)行監(jiān)控不力使自由裁量權(quán)下的"道德風(fēng)險"凸顯,三是政策執(zhí)行中的"二元思維"導(dǎo)致城鄉(xiāng)學(xué)校地位關(guān)系異化,四是激勵機(jī)制失效促成教師"生存戰(zhàn)略"下的"選擇行為"與"一線棄權(quán)"。
[Abstract]:As an important part of the integrated teacher policy of urban and rural compulsory education, the implementation of teacher exchange policy affects the achievement of policy objectives, restricts the balance of teachers in urban and rural areas, and hinders the development of rural education. This paper takes the national experimental area as a case study to analyze the goal of teacher communication policy, the gap of policy implementation and the mechanism behind it. It is found that the teacher communication policy is subject to objective variation, process variation and effect variation in the implementation of the policy. The function mechanism behind the deviation of teachers' exchange policy is mainly manifested in four aspects: first, the low fuzzy-high conflict of the policy itself is easy to block the execution, the second is the weak implementation of monitoring, which makes the "moral hazard" highlighted under the discretion. Third, the "dual thinking" in the implementation of the policy leads to the alienation of the relationship between urban and rural schools, and the fourth is the failure of the incentive mechanism to promote the teachers'"choice behavior" and "first-line abstention" under the "survival strategy".
