基礎教育資源均衡發(fā)展中的政府責任研究

【摘要】:基礎教育具有培養(yǎng)人才、改善民生,為社會提供服務等基本功能,是民生工程的一項重要組成部分,我國綜合國力的提升、中華民族實現(xiàn)偉大復興都離不開基礎教育。我國一直都秉承優(yōu)先發(fā)展教育的理念;A教育隨著我國經濟、政治、文化的發(fā)展也得到了飛速發(fā)展,成就顯著。鑒于我國人口基數大并且疆域遼闊,社會經濟發(fā)展在各個地區(qū)之間并不均衡,使得在基礎教育資源方面也出現(xiàn)了發(fā)展不均衡的問題。我國基礎教育資源發(fā)展不均衡的問題主要表現(xiàn)在校際之間,城鄉(xiāng)之間、階層之間、地區(qū)之間以及學生之間。導致目前這種基礎教育資源發(fā)展不均衡局面的原因是多方面的,不過政府責任缺失無疑是其中的關鍵原因;A教育資源發(fā)展不均衡,就會導致社會公平的缺失,會給我國經濟發(fā)展和社會和諧穩(wěn)定帶來隱患。我國基礎教育資源發(fā)展不均衡的政府責任問題是本文重點研究的內容。本文深入分析了我國基礎教育資源出現(xiàn)這種不均衡現(xiàn)象的主要原因,對政府責任和這種不均衡現(xiàn)象之間的關系利用一般均衡理論、宏觀非均衡理論和政府責任主體理論展開分析,闡明在均衡發(fā)展基礎教育資源方面政府的責任缺失以及應然責任,并提出具體的對策和措施。
[Abstract]:Basic education has the basic functions of cultivating talents, improving people's livelihood and providing service to the society. It is an important part of the project of people's livelihood. The promotion of our country's comprehensive national strength and the great rejuvenation of the Chinese nation can not be separated from basic education. Our country has been adhering to the idea of giving priority to the development of education. With the development of economy, politics and culture, basic education has made remarkable achievements. In view of the large population base and vast territory in our country, the development of social economy is not balanced among different regions, which makes the development of basic education resources appear unbalanced. The unbalanced development of basic education resources in China is mainly reflected in the inter-school, urban-rural, class, regional and student. There are many reasons leading to the unbalanced development of basic education resources, but the lack of government responsibility is undoubtedly the key reason. The unbalanced development of basic education resources will lead to the lack of social equity and bring hidden trouble to the economic development and social harmony and stability of our country. The problem of government responsibility for the unbalanced development of basic education resources in China is the focus of this paper. This paper deeply analyzes the main reasons for the imbalance of basic education resources in China, and makes use of the general equilibrium theory to analyze the relationship between government responsibility and this imbalance. Based on the analysis of macro disequilibrium theory and government responsibility subject theory, this paper expounds the lack of government responsibility in the balanced development of basic education resources, and puts forward some concrete countermeasures and measures.
