【摘要】：本文主要是對建國以來減輕學生負擔的政策進行解讀，從中概括各個歷史時期出臺的減負政策的主要內容，并最終發(fā)現(xiàn)我國減輕學生負擔的政策在社會大背景的不斷變化中，呈現(xiàn)出這樣的變遷趨勢：減輕學生負擔的政策在我國歷史發(fā)展的各個時期有不同的側重點；減輕學生負擔政策的內容日益明確具體化；減輕學生負擔的政策主體從政府決策到社會大眾參與；減輕學生負擔的政策其折射出的價值取向正從注重社會需求向注重個人需求傾斜。 我國減輕學生負擔的政策仍然存在著相關政策制定時對學生負擔“一刀切”、減輕學生負擔的政策在執(zhí)行時出現(xiàn)偏差以及減輕學生負擔的政策在實施后監(jiān)督機制不力等一系列問題，導致我國減輕學生負擔的政策出臺后遲遲難以得到很好地效果。由此，，本研究從“重新構建學生負擔減輕的目標進行；尊重利益攸關方的主體地位；以及完善相關監(jiān)督機制等”三方面提出改進建議。
[Abstract]:This paper mainly explains the policy of reducing the burden on students since the founding of the people's Republic of China, summarizes the main contents of the policy of reducing the burden of students in various historical periods, and finally finds out that the policy of lightening the burden of students in our country is constantly changing in the social background. The policy of lightening students' burden has different emphases in each period of our country's history development, the content of lightening student's burden policy is more and more clear and concrete. The policy subjects of reducing students' burden are from government decision-making to social participation, and the policy of reducing students' burden reflects the value orientation from emphasizing social demand to paying attention to individual demand. The policy of lightening the burden on students in our country still has a "one-size-fits-all" approach to the burden of students when the relevant policies are formulated. A series of problems such as the deviation in the implementation of the policy to lighten the burden of students and the weak supervision mechanism after the implementation of the policy of lightening the burden of students have led to the delay in getting good results after the policy of lightening the burden of students has been issued in our country. Therefore, this study puts forward some suggestions for improvement from three aspects: reconstructing the goal of reducing students' burden; respecting the main position of stakeholders; and perfecting the relevant supervision mechanism.
