【摘要】：教育是人力資本密集型事業(yè),教師是最重要的教育生產(chǎn)要素,人員經(jīng)費(fèi)在教育經(jīng)費(fèi)支出中占支配性地位。20世紀(jì)末以來(lái),我國(guó)小學(xué)人員經(jīng)費(fèi)比例經(jīng)歷了一個(gè)先上升后下降的過(guò)程。與國(guó)際水平相比,我國(guó)小學(xué)人員經(jīng)費(fèi)比例遠(yuǎn)遠(yuǎn)偏低。各省份小學(xué)人員經(jīng)費(fèi)比例差異很大,且在2002年后一直擴(kuò)大。與一般模式不同,我國(guó)各省份小學(xué)人員經(jīng)費(fèi)比例高低沒(méi)有受到教育發(fā)展水平的影響。教育經(jīng)費(fèi)的充裕程度、教育質(zhì)量和財(cái)政自主性,是顯著影響各省份小學(xué)人員經(jīng)費(fèi)比例的重要因素。應(yīng)該將以人為本的理念落實(shí)到教育經(jīng)費(fèi)的配置上,提高小學(xué)的人員經(jīng)費(fèi)比例和教師薪酬,在優(yōu)化支出結(jié)構(gòu)的基礎(chǔ)上提高教育經(jīng)費(fèi)的使用效率。
[Abstract]:Education is a human capital intensive enterprise, and teachers are the most important factor of education production. Personnel funds have dominated the expenditure on education since the end of the 20th century. The proportion of primary school personnel funds in China has experienced a process of first rising and then decreasing. Compared with the international level, the proportion of primary school personnel funds in our country is far lower. And it has been expanding since 2002. Different from the general mode, the proportion of primary school personnel in our country is not affected by the level of education development. The adequacy of education funds, the quality of education and the autonomy of finance, It is an important factor that significantly affects the proportion of personnel expenditure in primary schools in various provinces. The people-oriented concept should be put into practice in the allocation of educational funds, and the proportion of personnel and funds in primary schools and the salaries of teachers should be increased. On the basis of optimizing the expenditure structure, we should improve the efficiency of the use of education funds.
