【摘要】：為了進(jìn)一步推進(jìn)我國(guó)青少年體育治理體系和治理能力的現(xiàn)代化,需要對(duì)域外發(fā)達(dá)國(guó)家的青少年體育治理經(jīng)驗(yàn)進(jìn)行借鑒。運(yùn)用文獻(xiàn)資料法、內(nèi)容分析法等研究方法,通過(guò)對(duì)英國(guó)青少年體育政策的治理結(jié)構(gòu)及制度分析,研究發(fā)現(xiàn):1)英國(guó)青少年體育政策的制定者多元化;2)運(yùn)行機(jī)制體現(xiàn)為國(guó)家主導(dǎo)、地方及學(xué)校有限分權(quán)的治理模式;3)政策治理目標(biāo)體現(xiàn)為促進(jìn)兒童表現(xiàn)力、養(yǎng)成體育習(xí)慣以及形成強(qiáng)健的體格;4)政策治理工具形成了以法律和體育課程標(biāo)準(zhǔn)為主,激勵(lì)工具與能力工具并行的態(tài)勢(shì)。其對(duì)我國(guó)青少年體育治理體系和治理能力現(xiàn)代化的啟示是:1)青少年體育政策的制定者需要在政策框架內(nèi)充分與各個(gè)利益相關(guān)者經(jīng)過(guò)協(xié)調(diào)、議價(jià)以及妥協(xié),才能真正形成推動(dòng)我國(guó)青少年體育發(fā)展的合理的政策工具;2)理順運(yùn)行機(jī)制,將青少年體育治理目標(biāo)多元化有助于凝聚社會(huì)共識(shí)、增進(jìn)體育認(rèn)同、減少政策阻力、增強(qiáng)政策實(shí)效以及擴(kuò)大我國(guó)青少年體育政策的邊際效應(yīng);3)需要進(jìn)一步構(gòu)建協(xié)同化的青少年體育政策工具體系,以形成我國(guó)青少年體育政策權(quán)威工具法定化、激勵(lì)工具多樣化、能力工具標(biāo)準(zhǔn)化以及學(xué)習(xí)工具的指導(dǎo)化。
[Abstract]:In order to further promote the modernization of youth sports governance system and governance ability in China, it is necessary to draw lessons from the experiences of juvenile sports governance in overseas developed countries. Through the analysis of the governance structure and system of the youth sports policy in Britain, the author finds out: 1) the diversity of the British youth sports policy makers; 2) the operating mechanism is the governance mode of state leading, local and school limited decentralization, 3) the goal of policy governance is to promote children's expressiveness, develop sports habits and form strong physique. 4) the policy governance tool has formed the situation that the law and the physical education curriculum standard are the main, the incentive tool and the ability tool are parallel. The enlightenments to our country's youth sports governance system and the modernization of governance ability are: 1) the policy makers of youth sports need to coordinate, negotiate and compromise fully with all stakeholders within the framework of the policy. Only then can we really form a reasonable policy tool to promote the development of youth sports in our country; 2) straightening out the running mechanism, diversifying the goal of youth sports governance will help to gather social consensus, promote sports identity, reduce policy resistance, enhance the effectiveness of policy and expand the marginal effect of youth sports policy in our country; 3) it is necessary to further construct a coordinated system of adolescent sports policy tools, so as to form a legal system of adolescent sports policy authority tools, diversification of incentive tools, standardization of ability tools and guidance of learning tools in China.
