高校健康校園平臺構建研究

【摘要】:一個國家的綜合國力和國際競爭力越來越取決于全面發(fā)展的高素質人才的培養(yǎng),而健康是高素質人才的物質基礎,是其他素質的載體。為此,世界各國在對人才健康素質的提高上都以積極的態(tài)度采取對策,并根據本國國情制定了由政府組織實施的健身計劃。但是關于健康校園方面的內容卻較少涉及,關于健康校園的整體框架和測評的指標體系沒有研究進展,健康促進措施仍限于醫(yī)療保健層面。最為關鍵的是健康校園不應該只是學生的健康,教師與學校其他職工的健康也是至關重要的。目前最為缺乏的是針對健康校園三個層次(學生、教師、職工)健康促進的整體規(guī)劃和內涵建設。因此,在建設健康校園中如何綜合考慮三個層次的因素,構建比較科學、完善、適合我國高校發(fā)展目標的健康校園平臺是“中國校園健康行動”面臨的新課題。本研究通過文獻資料法、實地調查、邏輯分析、數理統(tǒng)計等方法,試圖在已有研究成果的基礎上探索構建適用性較廣的高校健康校園平臺方案,以促進我國健康校園的建設與發(fā)展。研究主要從高校健康校園平臺建設的評價體系涉及到的評介目的、評價原則、評價主體、評價對象和評價指標等五個方面來構建高校健康校園評價的基本框架,即在結構上是一個包括“目標層、準則層、要素層和指標層四個結構體系”。其中,目標層主要聚焦于高校健康校園平臺建設的總體目標;準則層涉及到高校健康校園平臺建設的硬實力和軟實力。要素層涉及到高校公共體育課、課外體育活動、學校體育競賽、校園體育文化活動(校工會項目協(xié)會活動)等;指標層則是針對要素層四個領域確定的權重指標。高校健康校園平臺系統(tǒng)的評價目的在本質上必須體現(xiàn)高校管理的價值取向,即堅持個性化和統(tǒng)一化相融合的基本方向。而高校健康校園預警體系主要是根據當前大學生體質普遍下降的問題和某高校教師健康現(xiàn)狀個案的分析認為:非常有必要在高校構建起健康校園的預警體系,并就其功能的不同,將高校健康校園的預警體系劃分為信息部、預警部、控制部三個職能分部,在各個分部下面再分別設立相應的具體工作部。從高校健康事件預警體系的運行流程看,這個過程主要由評估和調整風險容忍度、收集風險管理初始信息、進行風險識別和評估、制定風險管理策略、提出和實施風險管理預案、風險管理的監(jiān)督與改進等組成。通過校園健康預警體系的設立,對大學生和教師的健康水平進行有效的監(jiān)控與管理,以此來跟蹤大學生和教師健康水平的變化,從而為有效干預大學生和教師健康水平弱化提供警示,以達到提高高校教職員工與學生的健康水平和生活質量,促進我國高校健康校園建設和發(fā)展。最后,研究從健康校園建設視角就如何實施校園健康管理提出建議,旨在為我國教育、體育、衛(wèi)生部門制定方針政策提供參考。
[Abstract]:The comprehensive national strength and international competitiveness of a country depend more and more on the cultivation of high-quality talents with all-round development, while health is the material basis of high-quality talents and the carrier of other qualities. Therefore, the countries all over the world take positive measures to improve the health quality of talents, and according to their national conditions, make the fitness plan organized by the government. However, the contents of the healthy campus are less concerned, the overall framework of the healthy campus and the index system of evaluation have not been studied, and the measures of health promotion are still limited to the level of medical and health care. The most important thing is that a healthy campus is not just the health of students, but also the health of teachers and other school staff. What is most lacking at present is the overall planning and connotation construction of health promotion for the three levels of healthy campus (students, teachers and staff). Therefore, how to comprehensively consider the three levels of factors in the construction of healthy campus, and how to construct a healthy campus platform which is more scientific, perfect and suitable for the development goal of Chinese colleges and universities is a new subject of "healthy Campus Action in China". Through the methods of literature, field investigation, logic analysis, mathematical statistics and so on, this study attempts to explore and construct a suitable healthy campus platform for colleges and universities on the basis of existing research results. In order to promote the construction and development of healthy campus in China. The basic framework of university healthy campus evaluation is constructed from five aspects: evaluation purpose, evaluation principle, evaluation subject, evaluation object and evaluation index, which are involved in the evaluation system of the construction of university healthy campus platform. That is to say, it consists of four structure systems: target layer, criterion layer, element layer and index layer. Among them, the goal layer mainly focuses on the overall goal of the construction of healthy campus platform in colleges and universities, and the criterion layer relates to the hard power and soft power of the construction of the healthy campus platform in colleges and universities. The element level involves the public physical education class, extracurricular sports activities, school sports competition, campus sports and cultural activities (school trade union project association activities) and so on; the index layer is the weight index which is determined for the four fields of the element layer. In essence, the purpose of evaluation of university healthy campus platform system must embody the value orientation of university management, that is, adhere to the basic direction of integration of individuation and unification. On the other hand, the early warning system of healthy campus in colleges and universities is mainly based on the general decline of college students' physique and the analysis of the current situation of teachers' health in a certain university. It is very necessary to set up an early warning system of healthy campus in colleges and universities. According to its different functions, the early warning system of healthy campus in colleges and universities is divided into three functional divisions: information department, early warning department and control department, and corresponding specific work departments are set up respectively under each branch. From the view of the running process of the early warning system of university health events, this process mainly consists of assessing and adjusting the degree of risk tolerance, collecting the initial information of risk management, carrying out risk identification and evaluation, and formulating risk management strategies. Propose and implement risk management plan, supervision and improvement of risk management. Through the establishment of the early warning system of campus health, the health level of college students and teachers is monitored and managed effectively, so as to track the changes of the health level of college students and teachers. Thus it can provide warning for effective intervention on the weakening of the health level of college students and teachers in order to improve the health level and quality of life of teaching staff and students in colleges and universities and promote the construction and development of healthy campus in colleges and universities in China. Finally, the paper puts forward some suggestions on how to carry out campus health management from the perspective of healthy campus construction, aiming at providing reference for China's education, physical education and health departments to formulate policies and guidelines.
