【摘要】：運(yùn)用文獻(xiàn)資料、邏輯分析等方法,以整體性治理理論為視角,闡述整體性治理理論的內(nèi)涵及研究過(guò)程,結(jié)合全民健身公共服務(wù)供給的碎片化困境,提出整體性治理的路徑。研究認(rèn)為,全民健身公共服務(wù)是國(guó)家為了增強(qiáng)全民體質(zhì)、改善人民生活所實(shí)施的重要舉措。但是在全民健身公共服務(wù)的供給和治理中存在碎片化困境,政府和社會(huì)共同供給的局面混亂,供給信息碎片化導(dǎo)致決策機(jī)制不完善,標(biāo)準(zhǔn)化體系尚未形成。提出構(gòu)建政府社會(huì)協(xié)同供給機(jī)制,以信息化供給拓寬公眾參與決策的路徑,構(gòu)建標(biāo)準(zhǔn)化服務(wù)體系的創(chuàng)新治理模式。
[Abstract]:By using the methods of literature and logic analysis, this paper expounds the connotation and research process of holistic governance theory from the perspective of holistic governance theory, and puts forward the path of holistic governance combining with the fragmentation dilemma of the public service supply of national fitness. It is believed that the public service of national fitness is an important measure to strengthen the physique of the whole people and improve the people's life. However, in the supply and governance of the public service of national fitness, there is fragmentation dilemma, the situation of the government and the society together supply chaos, the fragmentation of supply information leads to imperfect decision-making mechanism, and the standardized system has not yet been formed. This paper proposes to construct the mechanism of government social cooperative supply, to broaden the path of public participation in decision-making with information supply, and to construct the innovative governance model of standardized service system.
