體育治理背景下上海市單項(xiàng)體育協(xié)會(huì)發(fā)展現(xiàn)狀及對(duì)策研究

【摘要】:隨著我國(guó)政府不斷由大而全的政府、劃槳型政府向“有限”、“有效”、“善治”型政府轉(zhuǎn)變,就體育領(lǐng)域而言,體育勢(shì)必要順應(yīng)社會(huì)改革的發(fā)展大勢(shì),建立與社會(huì)發(fā)展相協(xié)調(diào)的新型體育管理體制。伴隨著社會(huì)經(jīng)濟(jì)的深刻變革,國(guó)民生活水平日益提高,人們更加關(guān)注自身身體和心理健康。黨和國(guó)家開始轉(zhuǎn)變治國(guó)理政的理念,不斷豐富治理的內(nèi)涵,倡導(dǎo)將治理理念與體育的有機(jī)融合,重塑政府與社會(huì)的互動(dòng)關(guān)系,引導(dǎo)社會(huì)力量積極參與體育事務(wù)的管理。單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)作為社會(huì)力量的重要組成部分,是實(shí)現(xiàn)體育治理體系和治理能力現(xiàn)代化的關(guān)鍵因素,單項(xiàng)體育協(xié)會(huì)改革是我國(guó)體育管理體制改革的必須選擇。上海市憑借得天獨(dú)厚的區(qū)位優(yōu)勢(shì)、繁榮開放的體育文化氛圍,單項(xiàng)體育協(xié)會(huì)的發(fā)展數(shù)量和質(zhì)量均在國(guó)內(nèi)排名前列,因此加快上海市單項(xiàng)體育協(xié)會(huì)發(fā)展不僅是加快建設(shè)體育強(qiáng)國(guó)的催化劑,又是推進(jìn)政府職能轉(zhuǎn)變的有效途徑,也是促進(jìn)該運(yùn)動(dòng)項(xiàng)目可持續(xù)發(fā)展的重要手段,還是提升市民體育參與感的長(zhǎng)久之計(jì)。本研究以上海市單項(xiàng)體育協(xié)會(huì)發(fā)展現(xiàn)狀為研究對(duì)象,采用文獻(xiàn)資料法、問(wèn)卷調(diào)查法、專家訪談法、數(shù)理統(tǒng)計(jì)法等方法,對(duì)上海市單項(xiàng)體育協(xié)會(huì)發(fā)展情況作了走訪調(diào)研,進(jìn)而了解上海市單項(xiàng)體育協(xié)會(huì)發(fā)展現(xiàn)狀,存在問(wèn)題以及影響因素,再結(jié)合體育治理背景下上海市單項(xiàng)體育協(xié)會(huì)的基本內(nèi)涵、特征及功能等基礎(chǔ)上,同時(shí)借鑒發(fā)達(dá)國(guó)家單項(xiàng)體育協(xié)會(huì)的先進(jìn)做法與經(jīng)驗(yàn),提出完善上海市單項(xiàng)體育協(xié)會(huì)的基本對(duì)策。研究發(fā)現(xiàn)在上海市單項(xiàng)體育協(xié)會(huì)發(fā)展過(guò)程中,奧運(yùn)項(xiàng)目協(xié)會(huì)與非奧運(yùn)項(xiàng)目協(xié)會(huì)存在著些微差異,但在組織機(jī)構(gòu)、人員任命、決策方式、經(jīng)費(fèi)來(lái)源等方面與體育行政部門聯(lián)系密切的現(xiàn)實(shí)情況普遍存在。在其發(fā)展過(guò)程中面臨的主要問(wèn)題有:“以人為本”的理念未能深入貫徹、政府與協(xié)會(huì)關(guān)系尚未徹底理清,“行政化”傾向依然明顯、協(xié)會(huì)自身獨(dú)立發(fā)展能力弱、運(yùn)行機(jī)制建設(shè)尚不完善、有關(guān)法規(guī)政策滯后。影響上海市單項(xiàng)體育協(xié)會(huì)發(fā)展的主要因素有六類:內(nèi)部運(yùn)行機(jī)制、社會(huì)支持力度、活動(dòng)組織水平、管理體制、保障機(jī)制、社會(huì)因素等。針對(duì)上述上海市單項(xiàng)體育協(xié)會(huì)發(fā)展過(guò)程中存在的主要問(wèn)題和影響因素,結(jié)合發(fā)達(dá)國(guó)家單項(xiàng)體育協(xié)會(huì)的發(fā)展共性特征基礎(chǔ)之上,從政府、協(xié)會(huì)自身、公民、媒體等四個(gè)維度出發(fā)提出上海市單項(xiàng)體育協(xié)會(huì)發(fā)展的基本對(duì)策:從政府層面:深化體育行政體育改革,切實(shí)轉(zhuǎn)變政府職能。從協(xié)會(huì)自身層面:規(guī)范協(xié)會(huì)內(nèi)部的管理體制和運(yùn)行機(jī)制;從社會(huì)層面:認(rèn)可、支持單項(xiàng)體育協(xié)會(huì)工作,共享體育資源;從媒體層面:弘揚(yáng)體育文化,強(qiáng)化輿論監(jiān)督。
[Abstract]:With the continuous transformation of our government from a large and integrated government, a paddle government to a "limited", "effective" and "good governance" government, in the field of sports, sports is bound to conform to the general trend of social reform. Establish a new sports management system coordinated with social development. With the profound changes of social economy, people pay more attention to their physical and mental health. The Party and the country began to change the idea of governing the country, enrich the connotation of governance, advocate the organic integration of the concept of governance and sports, reshape the interactive relationship between the government and society, and guide the social forces to actively participate in the management of sports affairs. As an important part of social power, single sports association is the key factor to realize the modernization of sports governance system and governance ability. The reform of individual sports association is the necessary choice for the reform of sports management system in our country. By virtue of its unique geographical advantages, Shanghai has a prosperous and open sports culture atmosphere, and the development quantity and quality of individual sports associations are in the forefront in China. Therefore, speeding up the development of individual sports associations in Shanghai is not only a catalyst for speeding up the construction of a powerful sports country, but also an effective way to promote the transformation of government functions, and an important means to promote the sustainable development of the sport. It is also a long-term solution to enhance the citizen's sense of participation in sports. In this study, the development of individual sports association in Shanghai was investigated by using the methods of literature, questionnaire, expert interview, mathematical statistics and so on. Then we can understand the current situation, existing problems and influencing factors of individual sports associations in Shanghai, and then combine the basic connotation, characteristics and functions of individual sports associations in Shanghai under the background of sports governance. At the same time, draw lessons from the advanced practice and experience of developed countries' individual sports association, put forward the basic countermeasure of perfecting Shanghai individual sports association. The study found that in the development of individual sports associations in Shanghai, there are some differences between Olympic and non-Olympic sports associations, but in the organization, personnel appointment, decision-making, Sources of funds and other aspects of the sports administrative departments are closely linked to the reality of widespread existence. In the course of its development, the main problems are as follows: the concept of "people-oriented" has not been thoroughly implemented, the relationship between the government and the association has not been thoroughly clarified, the tendency of "administration" is still obvious, and the independent development ability of the association itself is weak. The operation mechanism construction is not perfect, the relevant laws and regulations policy lags behind. There are six main factors that affect the development of individual sports association in Shanghai: internal operating mechanism, social support, activity organization level, management system, security mechanism, social factors and so on. In view of the main problems and influencing factors existing in the development process of the above-mentioned individual sports associations in Shanghai, and on the basis of the common characteristics of the development of individual sports associations in developed countries, from the government, the associations themselves, the citizens, The basic countermeasures for the development of individual sports associations in Shanghai are put forward from four aspects: from the government level, deepening the reform of sports administrative sports and changing the functions of the government. From its own level: standardize the internal management system and operating mechanism of the association; from the social level: recognize, support the work of individual sports associations, share sports resources; from the media level: carry forward sports culture, strengthen supervision by public opinion.
