【摘要】：采用文獻(xiàn)資料法等研究方法,在全面了解和宏觀把握當(dāng)前我國(guó)各層級(jí)基本公共體育設(shè)施的建設(shè)內(nèi)容、建設(shè)標(biāo)準(zhǔn)、服務(wù)內(nèi)容、服務(wù)范圍及服務(wù)標(biāo)準(zhǔn)的基礎(chǔ)上,提出了"十三五"期間我國(guó)不同層級(jí)行政區(qū)基本公共體育設(shè)施應(yīng)建設(shè)的場(chǎng)地類型、建設(shè)標(biāo)準(zhǔn)、配建類型及其覆蓋率的基本要求。研究認(rèn)為:"十三五"期間我國(guó)基本公共體育設(shè)施建設(shè)應(yīng)選擇室內(nèi)與室外兩種場(chǎng)地類型,并采用基本配置和選擇配置兩種建設(shè)形式,以公共體育場(chǎng)、全民健身中心(綜合性文體中心站)、多功能健身場(chǎng)地、燈光球類場(chǎng)地、籠式球類場(chǎng)地、拼裝式游泳池、健身步道(或綠道)7種場(chǎng)地——即"兩形式、兩類型、七種類"的體育場(chǎng)地建設(shè)為主,提出70%的縣擁有公共體育場(chǎng)和全民健身中心、80%的街道擁有多功能健身場(chǎng)地(或籠式球類場(chǎng)地)、80%的鄉(xiāng)鎮(zhèn)擁有燈光球類場(chǎng)地、100%的城市社區(qū)和100%的行政村擁有便捷體育設(shè)施的公共體育設(shè)施覆蓋率基本要求,進(jìn)而提出我國(guó)不同層級(jí)基本公共體育設(shè)施的建設(shè)標(biāo)準(zhǔn)和服務(wù)半徑,為國(guó)家體育總局宏觀指導(dǎo)和規(guī)劃"十三五"期間我國(guó)基本公共體育設(shè)施的建設(shè)工作,為著力推進(jìn)我國(guó)城鄉(xiāng)基本公共體育場(chǎng)地設(shè)施的均等化提供政策決策和理論依據(jù)。
[Abstract]:On the basis of comprehensive understanding and macroscopic understanding of the construction content, construction standard, service content, service scope and service standard of basic public sports facilities at various levels in China, This paper puts forward the site types, construction standards, construction types and basic requirements for coverage of basic public sports facilities in different administrative regions of China during the 13th Five-Year Plan period. The study holds that: during the 13th Five-Year Plan period, the construction of basic public sports facilities in our country should choose two types of indoor and outdoor venues, and adopt two kinds of construction forms, namely, basic allocation and selective allocation, in order to build public stadiums, National Fitness Center (Integrated Sports Center Station, Multi-function Fitness Center, Lighting Ball ground, Cage Ball ground, assembled Swimming Pool, Fitness Walk (or Green Road) 7 kinds of venues-"two forms, two types," The construction of seven kinds of sports venues is the main one. It is suggested that 70% of counties have public stadiums and national fitness centers 80% of the streets have multi-function fitness venues (or 80% of villages and towns have lighting ball games, 100% of urban communities and 100% of administrative villages have convenient sports). Basic requirements for coverage of public sports facilities, Furthermore, it puts forward the construction standards and service radius of basic public sports facilities at different levels in China, which will guide and plan the construction of basic public sports facilities in China during the 13th Five-Year Plan period. It provides policy decision and theoretical basis for promoting the equalization of basic public sports facilities in urban and rural areas.
