【摘要】：長(zhǎng)期以來(lái),使用興奮劑被當(dāng)作運(yùn)動(dòng)員追逐個(gè)人利益的手段。隨著奧林匹克運(yùn)動(dòng)的不斷發(fā)展,興奮劑問(wèn)題已經(jīng)產(chǎn)生了新的變化。近年來(lái),俄羅斯因大規(guī)模服用興奮劑而陷入了世界性的信任危機(jī),在全世界范圍內(nèi)飽受爭(zhēng)議。俄羅斯興奮劑風(fēng)波的產(chǎn)生體現(xiàn)了新時(shí)期興奮劑問(wèn)題發(fā)展的新趨勢(shì),并引發(fā)了人們對(duì)公正與偏見(jiàn)的重新思考。盡管,國(guó)際奧委會(huì)在做出處罰決定的過(guò)程中受到諸多爭(zhēng)議,但最終,國(guó)際奧委會(huì)對(duì)俄羅斯的處罰焦點(diǎn)重新回歸到涉及興奮劑的部分項(xiàng)目和部分運(yùn)動(dòng)員上,這一過(guò)程體現(xiàn)了奧林匹克反興奮劑工作的發(fā)展趨勢(shì)和變革方向。本文采用了文獻(xiàn)資料法、專家訪談法、案例分析法,運(yùn)用沖突理論視角,以現(xiàn)代奧林匹克運(yùn)動(dòng)中的興奮劑問(wèn)題為中心,著重研究了歷屆奧運(yùn)會(huì)中的興奮劑陽(yáng)性情況,分析奧林匹克運(yùn)動(dòng)中興奮劑問(wèn)題層出不窮的原因及影響,以俄羅斯禁賽事件為例,討論奧林匹克運(yùn)動(dòng)在新時(shí)期出現(xiàn)的興奮劑問(wèn)題的新趨勢(shì)。同時(shí),探究奧林匹克反興奮劑工作發(fā)展情況,分析國(guó)內(nèi)外現(xiàn)代奧林匹克運(yùn)動(dòng)中反興奮劑工作的現(xiàn)狀及趨勢(shì),為探討我國(guó)奧林匹克反興奮劑工作的發(fā)展道路提出建議。研究認(rèn)為:第一,當(dāng)前奧林匹克運(yùn)動(dòng)中的興奮劑問(wèn)題不僅是體育問(wèn)題,也涉及國(guó)家形象與政治問(wèn)題,興奮劑問(wèn)題在新的時(shí)期成為了各國(guó)之間政治權(quán)力較量的手段,這一現(xiàn)象要求奧林匹克反興奮劑工作必須更加公平化、透明化;第二,現(xiàn)代奧林匹克運(yùn)動(dòng)中興奮劑問(wèn)題屢禁不止不僅受體育政治化、商業(yè)化因素的影響,同時(shí)也與對(duì)體育精神的誤讀、科學(xué)技術(shù)的異化等因素息息相關(guān),在競(jìng)技體育與國(guó)家實(shí)力、國(guó)家形象密切相關(guān)的今天,興奮劑問(wèn)題的影響不容小覷;第三,隨著世界反興奮劑工作力度的不斷加大,檢測(cè)出的興奮劑陽(yáng)性情況卻呈現(xiàn)出逐年攀升的趨勢(shì)。因此,奧林匹克反興奮劑工作仍需進(jìn)一步擴(kuò)大檢查規(guī)模、優(yōu)化升級(jí)檢測(cè)技術(shù)、不斷更新禁用清單、不斷加大處罰力度,積極應(yīng)對(duì)興奮劑在新時(shí)期出現(xiàn)的新問(wèn)題;第四,我國(guó)反興奮劑工作思路不斷提升并已取得卓越成效,但仍需不斷提升自身反興奮劑工作水平,始終堅(jiān)決反對(duì)興奮劑,捍衛(wèi)體育精神,重視興奮劑影響,加強(qiáng)全球合作以應(yīng)對(duì)各種形式的挑戰(zhàn)。
[Abstract]:Doping has long been used as a means for athletes to pursue their personal interests. With the continuous development of the Olympic Movement, the problem of doping has produced new changes. In recent years, Russia has fallen into a worldwide crisis of trust because of its massive doping use, which has been controversial all over the world. The emergence of Russian doping crisis reflects the new trend of doping problem in the new period, and causes people to reconsider justice and prejudice. Despite the controversy over the IOC's decision to punish Russia, in the end, the IOC's focus on Russia returned to some of the events and athletes involved in doping. This process reflects the development trend and reform direction of the Olympic anti-doping work. In this paper, the methods of literature, expert interview, case analysis and conflict theory are used to study the positive situation of doping in the past Olympic Games, focusing on the doping problem in the modern Olympic movement. This paper analyzes on the causes and effects of doping problems in the Olympic Games, and discusses the new trend of doping problems in the new period, taking Russia's suspension of competitions as an example. At the same time, this paper probes into the development of the Olympic anti-doping work, analyzes the present situation and the trend of the anti-doping work in the modern Olympic movement at home and abroad, and puts forward some suggestions for the development of the Olympic anti-doping work in China. First, the doping problem in the current Olympic Movement is not only a sports issue, but also a national image and political issue. The doping issue has become a means of political power contest among countries in the new period. This phenomenon requires the Olympic anti-doping work to be fairer and more transparent; second, the doping problem in the modern Olympic movement is not only affected by the politicization of sports, but also by commercial factors. At the same time, it is also closely related to the misreading of the sports spirit, the alienation of science and technology, and so on. Today, when competitive sports are closely related to national strength and national image, the influence of the doping problem cannot be underestimated; third, With the increasing of anti-doping in the world, the positive situation of doping is rising year by year. Therefore, the Olympic anti-doping work still needs to further expand the scale of inspection, optimize and upgrade testing technology, constantly update the list of banned, constantly increase punishment, and actively respond to the new problems of doping in the new period; fourth, China's anti-doping work has been continuously promoted and has achieved remarkable results, but it is still necessary to continuously improve its own anti-doping work level, always resolutely oppose doping, safeguard the spirit of sports, and attach importance to the influence of doping. Strengthen global cooperation to meet various forms of challenges.
