【摘要】：在大型的體育賽事、博覽會(huì)上,我們會(huì)發(fā)現(xiàn)賽場(chǎng)、展覽會(huì)上除了運(yùn)動(dòng)員、裁判員、交易商品的商人外,還有一道亮麗的風(fēng)景----志愿者。顯而易見,志愿者已經(jīng)成為大型活動(dòng)必不可少的角色�，F(xiàn)代社會(huì)文明程度的標(biāo)志之一就是志愿服務(wù),西方發(fā)達(dá)國(guó)家的志愿服務(wù)機(jī)制已非常的健全,志愿服務(wù)能有力的推進(jìn)社會(huì)的建設(shè),群眾參與社會(huì)公共事務(wù)非常的便利。經(jīng)過幾十年的發(fā)展,我國(guó)的志愿服務(wù)也小有成就,分布在城市社區(qū)服務(wù)、環(huán)境保護(hù)、醫(yī)療衛(wèi)生、農(nóng)村扶貧開發(fā)、大型會(huì)議(賽事)等領(lǐng)域。有了志愿者這個(gè)龐大的隊(duì)伍,他們對(duì)緩解社會(huì)矛盾、促進(jìn)民族團(tuán)結(jié)、維護(hù)社會(huì)安全穩(wěn)定、建設(shè)服務(wù)型社會(huì)等方面起到了很大的作用。這對(duì)于新疆這個(gè)區(qū)情復(fù)雜的地區(qū)來說,是一股強(qiáng)有力的中堅(jiān)力量。目前,在大型體育賽事的志愿服務(wù)上,我國(guó)是發(fā)展中國(guó)家,前進(jìn)道路上面臨很多困難。從最基層的來說,國(guó)民志愿服務(wù)意識(shí)還沒有完全形成;再者,政府沒有制定完善的法律程序去制約國(guó)民行為,這足以體現(xiàn)出重視程度不足;最后,定位到志愿者管理系統(tǒng),即志愿者的招募、培訓(xùn)等工作,招募不到專業(yè)的人才、培訓(xùn)工作不細(xì)致、工作熱情不高、服務(wù)保障跟不上等問題。這些都是我國(guó)志愿服務(wù)道路上亟需解決的問題。本文運(yùn)用文獻(xiàn)資料法、實(shí)地調(diào)查法、問卷調(diào)查法、數(shù)理統(tǒng)計(jì)法、訪談法,以服務(wù)于第十三屆全國(guó)冬季運(yùn)動(dòng)會(huì)的志愿者為研究對(duì)象,對(duì)第十三屆全國(guó)冬季運(yùn)動(dòng)會(huì)志愿者服務(wù)活動(dòng)進(jìn)行了調(diào)查研究,論文從志愿服務(wù)工作的主角----志愿者的角度入手,分析了在第十三屆全國(guó)冬季運(yùn)動(dòng)會(huì)志愿者服務(wù)過程中,從招募、募選、培訓(xùn)、上崗、激勵(lì)到服務(wù)結(jié)束各個(gè)環(huán)節(jié)的具體服務(wù)情況,并根據(jù)服務(wù)過程中所遇到的問題,給出了相應(yīng)的解決對(duì)策。根據(jù)研究所得出的結(jié)論:1.十三冬志愿者服務(wù)取得的成功(1)志愿者招募對(duì)象的選擇精準(zhǔn)到位;(2)擁有高素質(zhì)的大學(xué)生志愿者;(3)后勤保障工作到位;(4)促進(jìn)志愿服務(wù)氛圍的形成,構(gòu)建新疆和諧穩(wěn)定,發(fā)展新疆經(jīng)濟(jì)。2.十三冬志愿者服務(wù)的不足(1)志愿者培訓(xùn)內(nèi)容過于單一;(2)志愿者崗位安排不明確;(3)志愿者專業(yè)性的缺乏針對(duì)以上問題,提出了改進(jìn)十三冬會(huì)志愿者服務(wù)水平的措施:(1)做好前期人力資源規(guī)劃工作;(2)優(yōu)化志愿者招募方式、募選環(huán)節(jié)嚴(yán)格把關(guān);(3)制定科學(xué)的志愿者培訓(xùn)計(jì)劃;(4)制定與志愿者有關(guān)的獎(jiǎng)勵(lì)制度;(5)啟動(dòng)相應(yīng)機(jī)關(guān)、學(xué)校達(dá)成志愿者合作的共識(shí);(6)培養(yǎng)志愿服務(wù)意識(shí);(7)鼓勵(lì)高校學(xué)生積極參與志愿服務(wù)活動(dòng)。
[Abstract]:In the large sports events, the fair, we will find the venue, in addition to the athletes, referees, trading goods businessmen, there is a beautiful scenery - volunteers. Obviously, volunteers have become an indispensable role in large activities. One of the symbols of modern society civilization is the volunteer service, the West hair The voluntary service mechanism of the country has been very sound, voluntary service can vigorously promote social construction and the masses participate in social and public affairs very conveniently. After decades of development, our volunteer service has also been small, distributed in urban community services, environmental protection, medical and health, rural poverty alleviation and development, large-scale conferences (events) and so on. With a large team of volunteers, they have played a great role in alleviating social contradictions, promoting national unity, maintaining social security and stability, and building a service-oriented society. This is a strong central force for the complex area of Xinjiang. China is a developing country, facing many difficulties on the way of advancing. From the most grass-roots level, the consciousness of national volunteer service has not been fully formed; moreover, the government has not formulated a perfect legal procedure to restrict the national behavior, which is enough to reflect the lack of attention; at the most, the volunteer management system, that is, the recruitment of volunteers, is developed. This is an urgent problem that needs to be solved on the road of volunteer service in China. This paper uses literature, field investigation, questionnaire, mathematical statistics and interview to serve the Thirteenth National Winter transportation. As the research object, the volunteers of the Thirteenth National winter sports meeting were investigated. From the perspective of volunteers, the paper analyzed the recruitment, recruitment, training, induction and service in the volunteer service of the Thirteenth National Winter Games.
