【摘要】：西安,作為我國西北地區(qū)的文化重地,現(xiàn)在這座城市的文化底蘊之深厚,城市居民文化素養(yǎng)較為深厚,大眾居民的體育意識較強。近些年來,隨著西安市經(jīng)濟的不斷發(fā)展,大眾居民在對體育健身及其娛樂的需求也在隨之增加。面對目前出現(xiàn)的這一現(xiàn)狀,西安市正在逐步地建設(shè)集中為體育健身設(shè)施、體育健身體系、體育健身活動和體育健身服務(wù)等內(nèi)容的基本公共體育服務(wù)體系,開展實施了并積極地逐步建成“15分鐘體育健身圈”的活動。本研究從體育公共服務(wù)視角下西安市體育社會組織發(fā)展研究作為研究對象,運用了文獻資料法、數(shù)理統(tǒng)計法、訪談法等研究方法,選取了西安市五個行政區(qū)和兩個區(qū)縣,對目前西安市體育社會組織現(xiàn)狀進項調(diào)查和研究,對其類型、活動開展、經(jīng)費場地設(shè)施及大眾參與等方面進行綜合分析,找出其制約因素并提出對策研究,使其為大眾參與體育鍛煉形成較為良好的基礎(chǔ),從而在體育公共服務(wù)視角下更好地為大眾提供服務(wù)。通過調(diào)查和研究,得出以下結(jié)論：1.通過對體育社會組織和體育公共服務(wù)內(nèi)涵的研究,可以看出體育社會組織自身具有的號召力,體育公共服務(wù)的建設(shè)中體育社會組織具有不能被代替的作用和相對獨特的優(yōu)勢。2.回顧了西安市體育社會組織的發(fā)展,逐步地體現(xiàn)出在不同階段西安市體育社會組織的發(fā)展也在穩(wěn)步增長。3.通過訪談和調(diào)查來看,西安市體育社會組織發(fā)展較好,市民普遍愿意參與到活動中來。得益于西安市政府及體育行政部門加強的“—區(qū)縣一體育品牌”融合發(fā)展的戰(zhàn)略。4.就目前在體育公共服務(wù)視角下,西安市體育社會組織發(fā)展中存在的問題如進行分析。5.西安市相關(guān)的體育行政主管部門應(yīng)該順應(yīng)目前我國政府職能轉(zhuǎn)變的基本要求.將體育公共服務(wù)作為主要職能。6.依托體育公共服務(wù),西安市體育社會組織逐步地走向更好的發(fā)展,并將成為體育公共服務(wù)的主體。
[Abstract]:Xi'an, as a cultural center of northwest China, is now a city with a deep cultural background, a deep cultural literacy of urban residents and a strong sense of physical education among the general public. In recent years, with the development of Xi'an economy, the demand for physical fitness and entertainment is increasing. Facing the present situation, Xi'an is gradually building a basic public sports service system focusing on the contents of sports fitness facilities, sports fitness systems, sports fitness activities and sports fitness services. Carried out the implementation and actively gradually built the "15-minute physical fitness circle" activities. From the perspective of sports public service, this study takes the development of sports social organization in Xi'an as the object of study, and selects five administrative regions and two districts of Xi'an by using the methods of literature, mathematical statistics, interview and so on. This paper investigates and studies the current situation of sports social organization in Xi'an, analyzes comprehensively its types, activities, funds, venues and facilities, and public participation, finds out its restrictive factors and puts forward some countermeasures. To form a better basis for the public to participate in physical exercise, so as to provide better services to the public from the perspective of public sports services. Through investigation and study, we draw the following conclusion: 1. Through the study of the connotation of sports social organization and sports public service, we can see that sports social organization has its own appeal, sports social organization can not be replaced in the construction of sports public service and has a relatively unique advantage. This paper reviews the development of sports social organization in Xi'an, and gradually reflects the steady growth of sports social organization in Xi'an in different stages. Through interviews and surveys, Xi'an sports social organizations develop well, and citizens are generally willing to participate in the activities. Thanks to the Xi'an municipal government and the sports administrative department strengthens "- district county one sports brand" the integration development strategy. 4. At present, under the angle of public sports service, the problems existing in the development of sports social organization in Xi'an are analyzed. The relevant sports administrative departments in Xi'an should conform to the basic requirements of the transformation of government functions. Sports public service as the main function. Depending on the sports public service, the sports social organization in Xi'an is gradually moving towards better development, and will become the main body of the sports public service.
