【摘要】：競(jìng)技體育建設(shè)與全民健身建設(shè)長(zhǎng)期以來(lái)被視為我國(guó)體育系統(tǒng)發(fā)展的核心問(wèn)題。競(jìng)技體育與全民健身的健康可持續(xù)發(fā)展是實(shí)現(xiàn)我國(guó)體育事業(yè)全面發(fā)展且早日完成體育強(qiáng)國(guó)目標(biāo)的重要途徑。競(jìng)技體育系統(tǒng)與全民健身系統(tǒng)既同屬于我國(guó)體育大系統(tǒng)之內(nèi),又分別以兩個(gè)獨(dú)立的系統(tǒng)存在,兩者都由眾多子系統(tǒng)構(gòu)成,因此二者發(fā)展具有較強(qiáng)的關(guān)聯(lián)性。就聯(lián)系方面來(lái)說(shuō)競(jìng)技體育為全民健身提供體育文化氛圍、民族榮譽(yù)感、物質(zhì)資源以及地區(qū)優(yōu)勢(shì)項(xiàng)目以促進(jìn)全民健身的擴(kuò)大與發(fā)展,而發(fā)展全民健身則為競(jìng)技體育提供群眾基礎(chǔ),是促進(jìn)競(jìng)技體育可持續(xù)循環(huán)發(fā)展的有效途徑。黨的十八大報(bào)告明確指出“廣泛開展全民健身運(yùn)動(dòng),促進(jìn)全民健身與競(jìng)技體育全面發(fā)展”,這說(shuō)明政府及體育部門又一次重新審視我國(guó)體育事業(yè)中全民健身與競(jìng)技體育的發(fā)展關(guān)系問(wèn)題。因此關(guān)于競(jìng)技體育與全民健身協(xié)同機(jī)制的發(fā)展研究正好響應(yīng)目前黨的重要決策,迎合我國(guó)體育事業(yè)可持續(xù)自組織的發(fā)展趨勢(shì)。競(jìng)技體育與全民健身的協(xié)同發(fā)展,有助于解決我國(guó)體育基礎(chǔ)設(shè)施不配套、體育人才資源浪費(fèi)、場(chǎng)地設(shè)施低水平管理及產(chǎn)業(yè)布局不合理等問(wèn)題。因此加深對(duì)競(jìng)技體育與全民健身協(xié)同發(fā)展的認(rèn)識(shí),構(gòu)建有效的協(xié)同發(fā)展機(jī)制成為全面發(fā)展體育事業(yè)的關(guān)鍵。本文在對(duì)競(jìng)技體育與全民健身的相關(guān)資料的整理下,分析競(jìng)技體育與全健身的系統(tǒng)構(gòu)成,闡述兩個(gè)系統(tǒng)的主體要素、客體要素、外部環(huán)境要素及系統(tǒng)自組織特征。梳理兩個(gè)子系統(tǒng)的相互作用關(guān)系。揭示競(jìng)技體育與全民健身相互作用的機(jī)理。分析競(jìng)技體育與全民健身協(xié)同發(fā)展的運(yùn)行機(jī)理,給出兩個(gè)系統(tǒng)發(fā)展的內(nèi)涵,分析兩個(gè)子系統(tǒng)協(xié)同發(fā)展過(guò)程的動(dòng)力與阻力。建立其協(xié)同發(fā)展模型,并對(duì)兩系統(tǒng)之間的協(xié)同機(jī)制進(jìn)行設(shè)計(jì)。根據(jù)競(jìng)技體育與全民健身協(xié)同發(fā)展機(jī)理的分析,構(gòu)建兩系統(tǒng)協(xié)同發(fā)展機(jī)制。提出了四個(gè)協(xié)同發(fā)展機(jī)制:運(yùn)作協(xié)同機(jī)制、戰(zhàn)略目標(biāo)協(xié)同機(jī)制、資源分配協(xié)同機(jī)制及文化協(xié)同機(jī)制。目的在于強(qiáng)化競(jìng)技體育與全民健身協(xié)同發(fā)展動(dòng)力,消減協(xié)同發(fā)展中的阻力,實(shí)現(xiàn)競(jìng)技體育與全民健身的協(xié)同發(fā)展。
[Abstract]:The construction of competitive sports and national fitness has long been regarded as the core problem of the development of our country's sports system. The healthy and sustainable development of competitive sports and national fitness is to realize the all-round development of our country's sports cause and complete the body as soon as possible. The competitive sports system and the national fitness system both belong to the large sports system of our country. There are also two independent systems, both of which are composed of many subsystems, so the development of the two has a strong correlation. In terms of connection, competitive sports provide a sports cultural atmosphere and a sense of national honor for national fitness. Material resources as well as regional advantages to promote the expansion and development of national fitness, while the development of national fitness provides a mass basis for competitive sports, It is an effective way to promote the sustainable development of competitive sports. The report of the 18 National Congress of the Communist Party of China clearly points out that "the national fitness campaign is widely carried out." To promote the overall development of national fitness and competitive sports ", which indicates that the government and the sports department have once again re-examined the relationship between national fitness and competitive sports in our country's sports cause. Therefore, about competitive sports and national fitness. The research on the development of cooperative mechanism is in response to the important decision of the Party at present. In accordance with the development trend of sustainable self-organization of sports in China, the coordinated development of competitive sports and national fitness will help to solve the problem that sports infrastructure is not matched and sports talent resources are wasted. The low level management of venues and facilities and the unreasonable layout of the industry, etc., therefore, deepen the understanding of the coordinated development of competitive sports and national fitness, Building an effective cooperative development mechanism is the key to the overall development of sports. This paper analyzes the system composition of competitive sports and the whole body fitness, and expounds the main elements of the two systems under the arrangement of the relevant materials of competitive sports and national fitness. Objective elements, external environmental elements and system self-organization characteristics, combing the interaction relationship between the two subsystems, revealing the mechanism of the interaction between competitive sports and national fitness, and analyzing the operational mechanism of the coordinated development of competitive sports and national fitness. This paper gives the connotation of the development of the two systems, analyzes the motive force and resistance of the two subsystems' cooperative development process, and establishes the cooperative development model of the two subsystems. According to the analysis of the cooperative development mechanism between competitive sports and national fitness, the cooperative development mechanism of the two systems is constructed. The aim of this paper is to strengthen the motive force of the coordinated development of competitive sports and national fitness, to reduce the resistance in the cooperative development, and to realize the coordinated development of competitive sports and national fitness.
