【摘要】：隨著越來越多的國人參與到到戶外運(yùn)動當(dāng)中來,戶外運(yùn)動正在形成一股浪潮席卷中國,但戶外運(yùn)動傷害事故起數(shù)和人數(shù)都逐年上升,安全問題日益突顯,現(xiàn)實(shí)和理論的雙重壓力下迫切需要構(gòu)建和完善我國的戶外運(yùn)動安全保障體系。本文以戶外運(yùn)動的安全保障體系為研究對象,運(yùn)用文獻(xiàn)資料法、專家訪談法、實(shí)地考察法和數(shù)理統(tǒng)計(jì)法等研究方法,結(jié)合近些年山難事故的統(tǒng)計(jì)分析情況,分析提煉我國戶外運(yùn)動安全的影響因素,并提出當(dāng)前適應(yīng)我國戶外運(yùn)動發(fā)展的安全保障體系,得出以下結(jié)論:1.戶外運(yùn)動就是人們利用人力或自然力,基于自然環(huán)境開展的體育活動統(tǒng)稱,當(dāng)前我國開展戶外運(yùn)動的組織形式有AA自助、親友結(jié)伴出行、戶外俱樂部組織、戶外網(wǎng)上論壇等,其中以個(gè)人行為居多。2.2001—2015年,我國登山戶外運(yùn)動事故中失蹤人數(shù)、死亡人數(shù)呈逐年上升趨勢,遇難總?cè)藬?shù)達(dá)386人,呈事故頻發(fā),救援難度大、社會影響大的特點(diǎn)。2015年我國登山戶外運(yùn)動事故總數(shù)和事故受傷人數(shù)均增加,但遇難事故和遇難人數(shù)均有所減少,事故直接原因有迷路、滑墜、被困、高墜、疾病、溺水等,其中個(gè)人行為、AA、親友結(jié)伴等組織形式比俱樂部、社團(tuán)、比賽等組織形式發(fā)生的事故多。3.我國戶外運(yùn)動安全的影響因素包括活動參與者、組織管理、技術(shù)裝備和環(huán)境因素,這四個(gè)方面相互聯(lián)系、相互作用。4.當(dāng)前我國戶外運(yùn)動安全保障已經(jīng)起步,具備了安全保障的基本因子,為戶外運(yùn)動的參與者、組織者提供了一定的安全保障。當(dāng)前我國戶外運(yùn)動安全保障存在的問題有:缺少專門的管理機(jī)構(gòu)和人員;相關(guān)法律法規(guī)和行業(yè)規(guī)章制度不健全;安全教育和專業(yè)技能培訓(xùn)力度不夠;安全預(yù)警缺失;救援基本開展,但仍然存在很多問題;保險(xiǎn)起步,但專項(xiàng)保險(xiǎn)系統(tǒng)不完善,投保狀況不佳;在環(huán)境保護(hù)方面存在問題。5.根據(jù)我國當(dāng)前戶外運(yùn)動安全保障的現(xiàn)狀,結(jié)合影響我國戶外運(yùn)動安全的因素,構(gòu)建適合我國的戶外運(yùn)動安全保障體系應(yīng)當(dāng)包括:成立專門的戶外運(yùn)動安全管理部門、構(gòu)建戶外安全政策法規(guī)系統(tǒng)、戶外安全教育培訓(xùn)系統(tǒng)、戶外安全預(yù)警系統(tǒng)、戶外安全救援系統(tǒng)和戶外安全保險(xiǎn)系統(tǒng)五大系統(tǒng),其中政策法規(guī)系統(tǒng)是基礎(chǔ),教育培訓(xùn)和預(yù)警系統(tǒng)是核心,戶外救援和保險(xiǎn)系統(tǒng)是保障,這五大系統(tǒng)相互作用,實(shí)現(xiàn)我國戶外運(yùn)動的安全保障。
[Abstract]:With more and more people participating in outdoor sports, outdoor sports are forming a wave sweeping China, but the number and number of outdoor sports injury accidents are increasing year by year. Under the dual pressure of reality and theory, it is urgent to construct and perfect the security system of outdoor sports in our country. Field investigation and mathematical statistics, combined with the statistical analysis of mountain accidents in recent years, this paper analyzes and refines the influencing factors of outdoor sports safety in China, and puts forward a safety guarantee system that adapts to the development of outdoor sports in China. We can draw the following conclusion: 1.Outdoor sports means that people use human or natural force to carry out sports activities based on natural environment. At present, the organizational forms of outdoor sports in our country are self-help, family and friends traveling together, outdoor club organization. The number of people missing in outdoor mountaineering accidents in China is increasing year by year, and the total number of deaths has reached 386 people. The number of accidents is frequent and the rescue is very difficult. In 2015, the total number of accidents and injuries in outdoor mountaineering in China increased, but the number of accidents and casualties decreased. The direct causes of the accidents were lost, falling, trapped, high fall, disease, drowning, etc. Among them, there are more accidents in the form of personal behavior, AAand friends and relatives' company than clubs, associations, competitions, etc. The influencing factors of outdoor sports safety in China include activity participants, organization and management, technical equipment and environmental factors. These four aspects are interrelated and interact with each other. At present, the security of outdoor sports in our country has already started, with the basic factors of safety and security, which are participants in outdoor sports. At present, the problems of outdoor sports safety and security in our country are: lack of special management organization and personnel, imperfect related laws and regulations and trade rules and regulations; Safety education and professional skills training is not enough; lack of safety warning; rescue basically carried out, but there are still many problems, insurance started, but the special insurance system is not perfect, insurance condition is not good; According to the current situation of outdoor sports safety and security in our country, combined with the factors that affect the safety of outdoor sports in China, The construction of outdoor sports safety guarantee system suitable for our country should include: establishing special outdoor sports safety management department, establishing outdoor safety policy and regulation system, outdoor safety education and training system, outdoor safety warning system. Among the five systems of outdoor safety rescue system and outdoor safety insurance system, policies and regulations system is the foundation, education, training and early warning system is the core, outdoor rescue and insurance system is the guarantee, and these five systems interact. To achieve the safety of outdoor sports in China.
