【摘要】：黨的十八以來,中共中央正在進行全面深化體制改革,促進政府的職能轉(zhuǎn)變。目前,我國的許多社會組織存在著政社不分、管辦不分的混亂現(xiàn)象。國家進行行業(yè)協(xié)會商會與國家行政機關(guān)的脫鉤改革,體育行業(yè)以中國足球協(xié)會為試點,頒布《中國足球改革發(fā)展總體方案》,展開對體育行業(yè)協(xié)會的脫鉤改革,要求足球協(xié)會與體育局脫鉤。2017年初,中國足球協(xié)會脫鉤改革基本完成。陜西省足球協(xié)會作為其會員單位,其與陜西省足球運動管理中心是“兩塊牌子,一套人馬”,其也必須要進行改革,該如何實現(xiàn)脫鉤改革,將是本文要研究的內(nèi)容。本文以訪談法、比較研究法、邏輯分析法等方法,對陜西省足球協(xié)會管理體制展開調(diào)查,發(fā)現(xiàn)陜西省足球協(xié)會存在的問題,通過對已完成脫鉤改革協(xié)會進行研究,總結(jié)其脫鉤改革經(jīng)驗,并結(jié)合陜西省足球協(xié)會的實際,探索一條屬于陜西省脫鉤改革的路徑。本文通過上述研究得出以下結(jié)論:1、陜西省足球協(xié)會與陜西省足球運動管理中心同構(gòu),管辦不分。存在的問題:陜西省足球協(xié)會缺少內(nèi)部監(jiān)督機構(gòu);陜西省足球協(xié)會與陜西省足球管理中心職能定位不清晰,存在陜西省足球運動管理中心越權(quán)行為;工作人員存在多重身份;對政府財政撥款依賴性大;外事交流活動少;基層黨組織建設缺位。2、陜西省足球協(xié)會脫鉤改革的動力:國家對足球協(xié)會脫鉤的要求;陜西省足球跨越式發(fā)展的需要;以及陜西省承辦十四屆全運會的有利環(huán)境因素。3、陜西省足球協(xié)會脫鉤存在阻力:足球協(xié)會缺乏改革意愿;工作人員的社會分流難;缺少社會經(jīng)費的來源;缺乏場地設施及辦公場所;體育行政主管部門的過度監(jiān)管等方面。4、陜西省足球協(xié)會脫鉤改革的目標是使陜西足球協(xié)會成為獨立法人實體。現(xiàn)階段可以按照分階段分步驟進行,由原來的“一塊牌子,一套人馬”的方式,轉(zhuǎn)變成“兩套牌子,兩套人馬”的方式,并維持到十四屆全運會結(jié)束,最終目標是撤銷足球管理中心。5、陜西省足球協(xié)會脫鉤改革實施方案:陜西省足球協(xié)會優(yōu)化機構(gòu)設置,選舉產(chǎn)生新的領導集體;陜西省足球協(xié)會與陜西省足球運動管理中心,明確各自的職能定位;在工作人員社會分流的基礎上,面向社會公開招聘工作人員;在財務管理上,獨立建賬、采用多元化的資金來源方式實現(xiàn)正常運營,完全適應市場化需求;在外事交流上,加大對青少年外事交流活動;在黨組織建設方面,陜西省足球協(xié)會積極建立自己的黨組織。
