【摘要】：交通運輸業(yè)是經(jīng)濟社會發(fā)展的基礎(chǔ)性產(chǎn)業(yè)和服務性行業(yè),是國家人力資源開發(fā)的重點領(lǐng)域之一。發(fā)展現(xiàn)代交通運輸業(yè),歸根結(jié)底要依靠總量充足、結(jié)構(gòu)優(yōu)化、合理布局、素質(zhì)優(yōu)良的人才隊伍。通過對公路行業(yè)職工的教育培訓,可以提升交通運輸從業(yè)人員隊伍的綜合素質(zhì)和科技文化水平,并提高教育培訓機構(gòu)適應交通和服務交通的能力,為我國交通運輸事業(yè)發(fā)展提供了人才與智力支撐。完善公路行業(yè)職工教育培訓機制,是加快轉(zhuǎn)變交通運輸發(fā)展方式,推進現(xiàn)代交通運輸業(yè)發(fā)展的重要影響因素。 本文首先從國內(nèi)外職工教育培訓現(xiàn)狀入手,分別分析了目前我國職工教育取得的成績和不足之處,并對西方發(fā)達國家職工教育現(xiàn)狀的特點進行了評價,從而為論文研究河南省交通運輸廳公路管理局的職工教育培訓提供了經(jīng)驗借鑒。其次,本文以河南省交通運輸廳公路管理局為例,分析我國公路行業(yè)職工教育培訓機制存在的問題和產(chǎn)生這些問題的深層次的原因,確定需要具有實際操作意義的完備的職工培訓機制,來為職工教育培訓提供實踐性的指導意見。最后,本文從完善培訓過程管理機制和創(chuàng)新培訓內(nèi)容,構(gòu)建學習型組織和職業(yè)生涯管理等方面提出了適合面對現(xiàn)代服務業(yè)的公路行業(yè)實際情況的培訓機制,并且站在全局和未來發(fā)展的高度上,對推進公路職工教育培訓的創(chuàng)新提出了一些有效的建議,著重論述了建立學習型組織和引入職業(yè)生涯管理等措施,力爭為公路職工教育培訓機制提供具有實際操作意義的指導和建議。
[Abstract]:Transportation industry is the basic industry and service industry of economic and social development, and is one of the key areas of national human resources development. In the final analysis, the development of modern transportation depends on the qualified personnel with sufficient quantity, optimized structure, reasonable layout and excellent quality. Through the education and training of the workers in the highway industry, the comprehensive quality and the level of science, technology and culture of the transportation workers can be improved, and the ability of the educational and training institutions to adapt to the traffic and service traffic can be improved. It provides talents and intellectual support for the development of transportation in China. Perfecting the mechanism of education and training for workers in highway industry is an important influencing factor for speeding up the transformation of transportation development mode and promoting the development of modern transportation industry. Starting with the current situation of staff education and training at home and abroad, this paper analyzes the achievements and shortcomings of staff education in China, and evaluates the characteristics of the present situation of staff education in western developed countries. Therefore, this paper provides experience for the study of the staff education and training of the Highway Administration Bureau of Henan Traffic and Transportation Department. Secondly, taking the Highway Administration Bureau of Henan Provincial Traffic and Transportation Department as an example, this paper analyzes the problems existing in the mechanism of education and training of staff and workers in the highway industry in our country and the deep-seated causes of these problems. In order to provide practical guidance for staff education and training, it is necessary to establish a complete staff training mechanism with practical significance. Finally, from the aspects of perfecting the training process management mechanism and innovating the training content, constructing the learning organization and career management, the paper puts forward the training mechanism suitable for the actual situation of the road industry facing the modern service industry. And from the perspective of overall situation and future development, this paper puts forward some effective suggestions to promote the innovation of road workers' education and training, focusing on the establishment of learning organization and the introduction of career management and other measures. Strive to provide practical guidance and suggestions for highway workers' education and training mechanism.
