【摘要】:隨著農(nóng)村改革的不斷深入和新農(nóng)村建設(shè)的繼續(xù)開展,提高農(nóng)民的知識和創(chuàng)業(yè)技能成為當(dāng)前的一個熱點(diǎn)。農(nóng)民培訓(xùn)不同于我們?nèi)粘K佑|到的業(yè)務(wù)、知識、特定內(nèi)容的培訓(xùn),它的特殊性在于它的培訓(xùn)對象,傳統(tǒng)意義上的農(nóng)民知識文化水平不高,經(jīng)濟(jì)收入來源相對單一,對他們的培訓(xùn)效果不明顯,而隨著時代的發(fā)展和社會的進(jìn)步,新時代的農(nóng)民相對于以前來講已經(jīng)有了很大的變化,他們雖然長期居住在農(nóng)村,但他們具有一定的文化素質(zhì)和學(xué)習(xí)創(chuàng)新能力,對新生事物有較強(qiáng)的接受能力,對知識表現(xiàn)出渴望,因此,系統(tǒng)規(guī)范的培訓(xùn)對他們來講有著重要的意義。 當(dāng)前我國對于農(nóng)民培訓(xùn)的探討越來越多,在培訓(xùn)主體上大多數(shù)培訓(xùn)是政府主導(dǎo),其次還有專業(yè)培訓(xùn)機(jī)構(gòu)的培訓(xùn),那么,培訓(xùn)的方式方法是否切合實(shí)際,培訓(xùn)內(nèi)容與農(nóng)民意愿是否一致都成為值得關(guān)注的問題。 本文實(shí)地調(diào)研了遼寧瓦房店市的部分行政村,結(jié)合當(dāng)前國內(nèi)外的研究,采用理論研究和實(shí)證研究相結(jié)合的方法,系統(tǒng)闡述了新形勢下農(nóng)民培訓(xùn)理論,根據(jù)人力資本理論和公共產(chǎn)品理論,結(jié)合實(shí)際調(diào)研數(shù)據(jù),分析了當(dāng)前我國部分地區(qū)農(nóng)民培訓(xùn)的現(xiàn)狀及問題,借鑒其他國家現(xiàn)有的培訓(xùn)模式,對當(dāng)前我國農(nóng)民培訓(xùn)的模式提出了自己的見解,希望本文可以為提高當(dāng)前農(nóng)民培訓(xùn)效果起到積極作用。
[Abstract]:With the deepening of rural reform and the continuous development of new rural construction, improving farmers' knowledge and entrepreneurial skills has become a hot spot. The training of farmers is different from the training of business, knowledge and specific content that we come into contact with everyday. Its particularity lies in its training object. In the traditional sense, the knowledge and culture level of farmers is not high, the source of economic income is relatively single, the training effect on them is not obvious, but with the development of the times and the progress of society, The peasants of the new era have changed a lot compared with the past. Although they have lived in rural areas for a long time, they have a certain cultural quality and ability to learn and innovate, and they have a strong ability to accept new things. Desire for knowledge, therefore, the system of standardized training for them to have an important significance. At present, there are more and more discussions on the training of farmers in our country. Most of the training is government-led in the main body of training, followed by the training of professional training institutions. So, is the method of training practical or not? Whether the content of training is consistent with the will of farmers has become a matter of concern. This paper investigates some administrative villages in Wafangdian City, Liaoning Province. Combining the current domestic and foreign research, the paper systematically expounds the training theory of farmers under the new situation by combining theoretical research with empirical research. According to the theory of human capital and public goods, combined with the actual investigation data, this paper analyzes the current situation and problems of farmers' training in some parts of our country, and draws lessons from the existing training models in other countries. The author puts forward his own opinion on the mode of farmer training in our country at present, and hopes that this article can play a positive role in improving the effect of farmer training at present.
