我國(guó)公立高等教育市場(chǎng)化的理論與實(shí)證

【摘要】:進(jìn)入20世紀(jì)70年代以來(lái),全球高等教育領(lǐng)域掀起了此起彼伏的改革熱潮,教育市場(chǎng)化特別是高等教育市場(chǎng)化成為世界上許多國(guó)家教育發(fā)展的主流。西方國(guó)家的改革都反映了新自由主義和新公共管理“大市場(chǎng)與小而能的政府”的理念,也就是由國(guó)家來(lái)協(xié)助市場(chǎng)順利運(yùn)作的市場(chǎng)化趨勢(shì)。自1985年開(kāi)始,我國(guó)高等教育從辦學(xué)體制、投資體制、宏觀管理體制和高校內(nèi)部管理體制等方面進(jìn)行一系列的改革,建立高等教育成本分擔(dān)機(jī)制以緩解教育資源總量不足,在高等教育中引入競(jìng)爭(zhēng)理念以提高高校的辦學(xué)效率和辦學(xué)質(zhì)量,這些改革措施促進(jìn)了我國(guó)高等教育的發(fā)展,也迎合了世界高等教育市場(chǎng)化改革的趨勢(shì);谝陨媳尘,本論文主要研究我國(guó)公立高等教育市場(chǎng)化的進(jìn)程、所遭遇困境及其根源等內(nèi)容。 本文主要采用文獻(xiàn)研究法、統(tǒng)計(jì)分析法和實(shí)證分析法,嘗試分析我國(guó)公立高等教育的市場(chǎng)化進(jìn)程,剖析我國(guó)公立高等教育市場(chǎng)化進(jìn)程中面臨的困境及其根源,進(jìn)而探究促進(jìn)我國(guó)公里高的市場(chǎng)化良性發(fā)展的策略。為此,首先對(duì)國(guó)內(nèi)外高等教育市場(chǎng)化相關(guān)文獻(xiàn)進(jìn)行梳理,界定高等教育市場(chǎng)化的內(nèi)涵,在理論支持下通過(guò)政策解讀和數(shù)據(jù)分析來(lái)展示我國(guó)公立高等教育市場(chǎng)化進(jìn)程。在此基礎(chǔ)上,進(jìn)一步找出我國(guó)高等教育入學(xué)機(jī)會(huì)不公、育人理念淡化、人才培養(yǎng)與科學(xué)研究中的市場(chǎng)短視等一系列社會(huì)問(wèn)題的原因。 通過(guò)以上分析研究,本文認(rèn)為:我國(guó)公立高等教育自1985年開(kāi)始改革以來(lái),在其管理體制、投資體制和內(nèi)部競(jìng)爭(zhēng)機(jī)制等方面已經(jīng)展示出自身的市場(chǎng)化特色。對(duì)于我國(guó)公立高等教育市場(chǎng)化面臨的一系列困境主要是由于競(jìng)爭(zhēng)的無(wú)序性和市場(chǎng)的逐利性導(dǎo)致的,為此應(yīng)該強(qiáng)化政府的責(zé)任,發(fā)揮其對(duì)高等教育的管理和監(jiān)督作用并盡可能的規(guī)范競(jìng)爭(zhēng)機(jī)制以促進(jìn)我國(guó)高等教育的良性發(fā)展。
[Abstract]:Since the 70's of the 20th century, the field of global higher education has set off one after another upsurge of reform. The marketization of education, especially the marketization of higher education, has become the mainstream of the development of education in many countries in the world. The reform in western countries reflects the concept of "big market and small and powerful government" in neo-liberalism and neo-public management, that is, the market-oriented trend of helping the market to operate smoothly by the state. Since 1985, China's higher education has carried out a series of reforms from the aspects of school running system, investment system, macro management system and internal management system of colleges and universities, and has established a mechanism of sharing the cost of higher education in order to alleviate the shortage of the total amount of educational resources. In order to improve the efficiency and quality of higher education, these reform measures have promoted the development of higher education in China and catered to the trend of market-oriented reform of higher education in the world. Based on the above background, this paper mainly studies the process of marketization of public higher education in China, the difficulties encountered and its root causes. This article mainly uses the literature research method, the statistical analysis method and the demonstration analysis method, attempts to analyze our country public higher education marketization process, analyzes our country public higher education marketization process in the predicament and the root cause. And then explore the promotion of our country's km-high market-oriented benign development strategy. Therefore, first of all, the literature about marketization of higher education at home and abroad is combed, the connotation of marketization of higher education is defined, and the process of marketization of public higher education in our country is demonstrated through policy interpretation and data analysis under the support of theory. On this basis, the author further finds out the causes of a series of social problems, such as unfair entrance opportunity of higher education, desalination of educational idea, market shortsightedness in talent training and scientific research and so on. Through the above analysis and research, this paper holds that since the reform of public higher education began in 1985, it has shown its own market-oriented characteristics in the aspects of its management system, investment system and internal competition mechanism. A series of difficulties facing the marketization of public higher education in our country are mainly caused by the disorder of competition and the pursuit of profit by the market. Therefore, the responsibility of the government should be strengthened. In order to promote the healthy development of higher education in our country, the management and supervision of higher education should be brought into play and the competition mechanism should be regulated as much as possible.
