【摘要】：文章的主要構(gòu)思是,在國家宏觀管理和高校法人治理雙重機(jī)制下，如何尋找和構(gòu)建高校的信息公開制度，以發(fā)揮其應(yīng)有的作用，進(jìn)而將依法治校的理念，公開、公平、公正的原則深入到學(xué)校運(yùn)行的各個(gè)環(huán)節(jié)，使社會資源得到更加合法、合理、高效地配置。 文中從詮釋大學(xué)、現(xiàn)代大學(xué)等基本概念入手，以現(xiàn)代大學(xué)管理的特點(diǎn)及現(xiàn)代大學(xué)管理與信息公開的相互關(guān)聯(lián)性為基礎(chǔ)，探討了現(xiàn)代大學(xué)管理中信息公開制度建設(shè)的法律基礎(chǔ)和理論基礎(chǔ)，分析了高校信息公開制度建設(shè)的現(xiàn)實(shí)意義及現(xiàn)狀，并從信息公開原則、實(shí)現(xiàn)平臺、問責(zé)制度等方面加以論述。 創(chuàng)新之處主要體現(xiàn)在：通過分析現(xiàn)代大學(xué)管理與信息公開密不可分的聯(lián)系，針對我國高校信息公開現(xiàn)狀及已有的相關(guān)法律法規(guī)，構(gòu)建高校信息公開制度。
[Abstract]:The main idea of this paper is how to find and construct the information publicity system of colleges and universities under the dual mechanism of national macro management and university legal person governance, so as to bring its due effect into play, and then to open and fair the idea of running a university according to law. The principle of justice goes deep into all aspects of school operation and makes social resources more legal, reasonable and efficient. This paper begins with the interpretation of the basic concepts of university and modern university, and based on the characteristics of modern university management and the interrelationship between modern university management and information disclosure. This paper probes into the legal and theoretical basis of the construction of information publicity system in the management of modern universities, analyzes on the practical significance and present situation of the construction of information disclosure system in colleges and universities, and discusses the principles of information disclosure, the realization platform and the system of accountability. The innovation is mainly reflected in: through analyzing the close relationship between modern university management and information disclosure, and in view of the current situation of information disclosure in colleges and universities in China and the existing laws and regulations, the system of information disclosure in colleges and universities is constructed.
