【摘要】：在高校實(shí)行收費(fèi)制和高校并軌的條件下,貧困生的認(rèn)定越來越成為學(xué)生資助工作的核心工作和校園和諧的焦點(diǎn)。筆者在多年從事“獎(jiǎng)勤助貸”的學(xué)生工作中發(fā)現(xiàn),我國高�，F(xiàn)有的貧困認(rèn)定的程序和制度在實(shí)踐中有著許多的缺陷和不足,無法客觀地評(píng)定和反映申請(qǐng)者的困難程度。從各高校的貧困認(rèn)定實(shí)踐來看,也是花樣百出,沒有統(tǒng)一的標(biāo)準(zhǔn)和模式,更缺乏可比性。但從社會(huì)經(jīng)濟(jì)條件分析出發(fā),我國高校迫切需要操作性強(qiáng)、符合實(shí)際情況的貧困生認(rèn)定的方法來解決貧困生認(rèn)定出現(xiàn)的問題,為后續(xù)的學(xué)生資助工作做好前期工作。因此,研究貧困生認(rèn)定具有重要的現(xiàn)實(shí)意義和社會(huì)價(jià)值。 本文主要借鑒現(xiàn)有高校貧困生認(rèn)定的程序和制度的文獻(xiàn),在不考慮收入指標(biāo)的前提下,研究貧困生認(rèn)定的指標(biāo)體系的構(gòu)成要素,并且找到在實(shí)踐中可直接判定申請(qǐng)者貧困等級(jí)的方法。從貧困生資助的思想淵源出發(fā),由歷史發(fā)展來看待現(xiàn)有貧困生認(rèn)定的問題和完善的途徑,運(yùn)用層次分析法和模糊評(píng)價(jià)法構(gòu)建貧困生認(rèn)定的數(shù)學(xué)模型,給出具有操作性的判定程序和方法。筆者研究認(rèn)為：第一,必須考慮本校學(xué)生的實(shí)際情況和所處的歷史環(huán)境和社會(huì)經(jīng)濟(jì)條件發(fā)展的階段。本文的指標(biāo)體系及評(píng)價(jià)的參考近年有關(guān)國民經(jīng)濟(jì)生產(chǎn)生活的統(tǒng)計(jì)年鑒數(shù)據(jù),數(shù)據(jù)具有可靠性和可操作性。第二,對(duì)評(píng)價(jià)流程進(jìn)行了革新,由原來的從班級(jí)到院系和學(xué)校的層級(jí)評(píng)價(jià)方式,轉(zhuǎn)化為由所在院系的學(xué)生工作評(píng)議組以及計(jì)算小組、以班級(jí)干部和同學(xué)組成的學(xué)生代表團(tuán)等幾方人員組成的評(píng)價(jià)小組,一次性地評(píng)定出結(jié)果,供所有的學(xué)生資助工作查詢。不需要再把評(píng)定結(jié)果公之于眾,簡化了評(píng)價(jià)程序,維護(hù)了貧困生的隱私。第三,提出了今后學(xué)生資助和貧困生認(rèn)定的依據(jù),以期補(bǔ)充日后高校學(xué)生資助的制度建設(shè)。
[Abstract]:Under the condition that the charge system is carried out in colleges and universities, the identification of poor students has become the core work of student aid and the focus of campus harmony. The author has found that the existing procedures and systems for the identification of poverty in colleges and universities in our country have many defects and deficiencies in practice, and can not objectively evaluate and reflect the degree of difficulty of the applicants. From the practice of poverty determination in colleges and universities, there is no uniform standard and model, and lack of comparability. However, from the analysis of the social and economic conditions, it is urgent for colleges and universities in our country to solve the problems arising from the identification of poor students and to do a good job in the preparatory work for the subsequent student aid work. Therefore, the study on the identification of poor students has important practical significance and social value. This article mainly draws lessons from the existing university impoverished student identification procedure and the system literature, under the premise which does not consider the income index, studies the impoverished student to identify the index system constituent factor, And find out in practice can directly determine the applicant poverty grade method. Starting from the ideological origin of financial aid for poor students, this paper looks at the existing problems and ways of perfecting the identification of poor students from the perspective of historical development, and constructs a mathematical model of identification of poor students by means of analytic hierarchy process and fuzzy evaluation. The operating procedure and method are given. The author thinks that: first, we must consider the actual situation of the students and the stage of the development of the historical environment and social and economic conditions. The index system and evaluation of this paper refer to the statistical yearbook data of national economy production and life in recent years. The data are reliable and operable. Second, the evaluation process has been innovated, from the original hierarchical evaluation method from class to department and school, to the student work evaluation group and the calculation group of the school or department. The evaluation group composed of student delegation composed of class cadres and classmates evaluates the results once for all students to inquire about the financial aid work. The evaluation results need not be made public, the evaluation procedure is simplified and the privacy of poor students is maintained. Thirdly, it puts forward the basis of student financial aid and identification of poor students in the future, in order to supplement the system construction of college student aid in the future.
