我國高校治理中社會(huì)參與的問題與對(duì)策研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展,社會(huì)聯(lián)系的日益密切,高校已不是完全封閉的組織,這就要求高校積極吸收社會(huì)力量參與高校治理,滿足社會(huì)多元需求。因此高校應(yīng)多層次、全方位開放,為相關(guān)利益主體參與高校治理提供可能。要實(shí)現(xiàn)多元治理,必須調(diào)動(dòng)各利益相關(guān)者的積極性。公共治理和相關(guān)利益者理念的引入,對(duì)我國目前的高校管理方式有著重要的影響,根據(jù)這兩個(gè)理論封閉的高校管理應(yīng)該進(jìn)行變革。此外,從世界范圍來看,高校多元化治理也是大勢所趨。目前我國高校治理社會(huì)參與相對(duì)滯后。本文以公共治理理論和利益相關(guān)者理論為理論基礎(chǔ),通過分析我國高校治理中社會(huì)參與已經(jīng)取得的成就、存在的問題及原因,并在借鑒國外高校治理中社會(huì)參與的實(shí)踐經(jīng)驗(yàn)基礎(chǔ)上,提出了可行的對(duì)策與建議。 文章共分六章,第一章為緒論,主要包括我國高校治理中社會(huì)參與的問題與對(duì)策研究這一選題的目的與意義、國內(nèi)外研究現(xiàn)狀綜述、研究方法和創(chuàng)新點(diǎn)等方面的內(nèi)容。第二章為高校治理中社會(huì)參與的相關(guān)理論,主要包括基本概念的界定、我國高校治理中社會(huì)參與的問題與對(duì)策研究所用到的理論基礎(chǔ)——公共治理理論、利益相關(guān)者理論。第三章為高校治理中社會(huì)參與的現(xiàn)狀與存在問題的原因分析,主要論述了高校治理中社會(huì)參與的現(xiàn)狀、存在的問題、參與存在問題的原因分析等內(nèi)容。第四章為強(qiáng)化高校治理中的社會(huì)參與的對(duì)策,主要論述了強(qiáng)化社會(huì)參與主體意識(shí)、政府適當(dāng)?shù)慕槿牒椭С、探索合理的新型高校治理運(yùn)行機(jī)制、利用現(xiàn)代技術(shù)手段,拓寬社會(huì)參與渠道、大力發(fā)展和完善各種教育中介組織等對(duì)策。 第五章為結(jié)論,是對(duì)本文研究內(nèi)容的集中概括,再次重申了高校治理中社會(huì)參與存在問題的原因分析與對(duì)策,并指出了本文存在的不足,有待深化。 本研究主要采用比較分析法、文獻(xiàn)查閱法等研究方法,在借鑒國外高校治理經(jīng)驗(yàn)的基礎(chǔ)上,并結(jié)合我國的實(shí)際情況,為我國社會(huì)參與高校的良性治理提出了一系列的措施,是本文的創(chuàng)新點(diǎn),對(duì)推動(dòng)高校良性發(fā)展、提高決策質(zhì)量和科學(xué)性有重大意義。
[Abstract]:With the development of economy and the close relationship of society, colleges and universities are not completely closed organizations, which requires colleges and universities to actively absorb social forces to participate in the governance of colleges and universities to meet the diverse needs of society. Therefore, colleges and universities should be multi-level, all-round open, for the relevant stakeholders to participate in the governance of colleges and universities possible. To achieve pluralistic governance, we must mobilize the enthusiasm of all stakeholders. The introduction of the concept of public governance and related stakeholders has an important impact on the current mode of university management in China. According to these two theories, the closed management of colleges and universities should be reformed. In addition, from the world-wide point of view, the diversification of university governance is also the trend of the times. At present our country university governs the social participation to lag behind relatively. Based on the theory of public governance and stakeholder theory, this paper analyzes the achievements, problems and reasons of social participation in the governance of colleges and universities in China. On the basis of drawing lessons from the practical experience of social participation in the governance of foreign colleges and universities, some feasible countermeasures and suggestions are put forward. This paper is divided into six chapters. The first chapter is the introduction, which mainly includes the purpose and significance of the research on social participation in the governance of colleges and universities in our country, the present situation of the research at home and abroad, the research methods and the innovation points and so on. The second chapter is the related theories of social participation in university governance, including the definition of basic concepts, the theoretical basis of the problems and countermeasures of social participation in university governance in China-the theory of public governance, and the theory of stakeholders. The third chapter is the analysis of the present situation and the existing problems of social participation in the governance of colleges and universities. It mainly discusses the present situation of social participation in the governance of colleges and universities, the existing problems, and the analysis of the causes of the problems involved in the governance of colleges and universities. The fourth chapter is to strengthen the countermeasures of social participation in the governance of colleges and universities. It mainly discusses how to strengthen the consciousness of the main body of social participation, the appropriate intervention and support of the government, the exploration of a reasonable new operating mechanism of university governance, and the use of modern technical means. Widen the channels of social participation, vigorously develop and improve various educational intermediary organizations and other countermeasures. The fifth chapter is the conclusion, which summarizes the research content of this paper, restates the causes and countermeasures of the problems of social participation in the governance of colleges and universities, and points out the shortcomings of this paper, which need to be deepened. This research mainly uses the comparative analysis method, the literature consult method and other research methods, on the basis of drawing lessons from the foreign university governance experience, and combining with the actual situation of our country, put forward a series of measures for the society to participate in the benign governance of the university in our country. It is the innovation of this paper, which is of great significance to promote the benign development of colleges and universities and improve the quality and science of decision-making.
