【摘要】：本文就西部地區(qū)地方高�？萍几�(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)體系的選擇原則展開(kāi)研究,對(duì)西部地區(qū)地方高校科技競(jìng)爭(zhēng)力與科技評(píng)價(jià)體系諸因素進(jìn)行多元分析,初步構(gòu)建西部高�？萍荚u(píng)價(jià)體系,使其更加專業(yè)化、規(guī)范化。在本文的研究過(guò)程中根據(jù)西部地區(qū)地方高校的科技競(jìng)爭(zhēng)力水平及科研現(xiàn)狀,結(jié)合案例實(shí)證檢驗(yàn),有針對(duì)性的從體制創(chuàng)新、機(jī)制創(chuàng)新、環(huán)境建設(shè)及校園文化建設(shè)、管理體制改革與創(chuàng)新等宏觀層面,開(kāi)展以西部地區(qū)地方高校為主體的科技競(jìng)爭(zhēng)力提升對(duì)策研究,初步構(gòu)建西部地區(qū)地方高�？萍几�(jìng)爭(zhēng)力評(píng)價(jià)及其評(píng)價(jià)指標(biāo)體系。 本論文在結(jié)構(gòu)上一共分為四個(gè)部分。第一部分由兩章構(gòu)成,第一章詳細(xì)介紹了本論文寫作的背景意義以及在調(diào)查研究和寫作上使用的方法思路,第二章重點(diǎn)針對(duì)相關(guān)的概念進(jìn)行深入的解釋,并且歸納總結(jié)了國(guó)內(nèi)外學(xué)者在高�？萍几�(jìng)爭(zhēng)力方面研究取得的成果。第二部分主要探討了高�？萍几�(jìng)爭(zhēng)力的評(píng)價(jià)體系,講述了評(píng)價(jià)的意義、標(biāo)準(zhǔn)、方法等相關(guān)問(wèn)題。第三部分主要分析了我國(guó)西部地區(qū)高校在科技競(jìng)爭(zhēng)力方面所面臨的現(xiàn)狀,重點(diǎn)剖析了影響我國(guó)西部高校科技競(jìng)爭(zhēng)力的限制因素。第四部分針對(duì)前邊提出的影響我國(guó)西部地區(qū)高校科技競(jìng)爭(zhēng)力的因素,提出建議性的解決措施。 西部大開(kāi)發(fā)是我國(guó)現(xiàn)階段前進(jìn)發(fā)展的重要組成部分,然而發(fā)展西部的要害卻在于教育科技的不斷進(jìn)步。提高西部地區(qū)高�？萍几�(jìng)爭(zhēng)力,不權(quán)僅關(guān)系到我國(guó)西部地區(qū)省份的經(jīng)濟(jì)不斷進(jìn)步發(fā)展,更關(guān)系到我國(guó)宏觀經(jīng)濟(jì)整體規(guī)劃的成敗,不斷提高我國(guó)西部高校的科技競(jìng)爭(zhēng)力,對(duì)我國(guó)綜合國(guó)力的提升有舉足輕重的意義。
[Abstract]:This paper studies the selection principles of the evaluation index system of the scientific and technological competitiveness of local universities in the western region, and makes a multi-element analysis on the factors of the scientific and technological competitiveness and the scientific and technological evaluation system of the local colleges and universities in the western region. Construct the western university science and technology appraisal system preliminarily, make it more specialized, standardized. In the course of this study, according to the level of scientific and technological competitiveness of local colleges and universities in the western region and the status quo of scientific research, combined with the empirical test of cases, this paper aims at the system innovation, mechanism innovation, environmental construction and campus culture construction. At the macro level, such as management system reform and innovation, the countermeasures of scientific and technological competitiveness promotion with local universities in the western region as the main body are studied, and the evaluation and evaluation index system of the scientific and technological competitiveness of local colleges and universities in the western region are preliminarily constructed. This thesis is divided into four parts in structure. The first part is composed of two chapters. The first chapter introduces the background significance of this thesis and the methods and ideas used in the research and writing in detail. The second chapter focuses on the in-depth explanation of the related concepts. And summarized the domestic and foreign scholars in the university scientific and technological competitiveness research achievements. The second part mainly discusses the evaluation system of scientific and technological competitiveness of colleges and universities, and describes the significance, standards and methods of evaluation. The third part mainly analyzes the current situation of the scientific and technological competitiveness of colleges and universities in the western region of China, and focuses on the restrictive factors that affect the scientific and technological competitiveness of universities in the western part of China. In the fourth part, the author puts forward some suggestions on the factors that affect the scientific and technological competitiveness of universities in the western part of China. The development of the western region is an important part of the development of our country at the present stage. However, the key to the development of the western region lies in the continuous progress of educational science and technology. To improve the scientific and technological competitiveness of colleges and universities in the western region is not only related to the economic progress and development of the provinces in the western region of China, but also to the success or failure of the overall macroeconomic planning of our country, and to the continuous improvement of the scientific and technological competitiveness of colleges and universities in the west of China. To our country's comprehensive national strength promotion has the pivotal significance.
