【摘要】：近年來(lái)，現(xiàn)代大學(xué)制度一直是社會(huì)各界普遍關(guān)注的一個(gè)社會(huì)熱點(diǎn)問(wèn)題。隨著我國(guó)高等教育體制改革的深入發(fā)展，許多制約我國(guó)高校發(fā)展的深層問(wèn)題逐漸浮出水面，改革也越來(lái)越直抵根本。2010年7月29日，備受關(guān)注的《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要（2010—2020）》（以下簡(jiǎn)稱《綱要》）全文正式發(fā)布，這是進(jìn)入21世紀(jì)我國(guó)第一個(gè)教育規(guī)劃，是今后一個(gè)時(shí)期的指導(dǎo)中國(guó)教育改革和發(fā)展的綱領(lǐng)性文件。其中《綱要》突出了建立中國(guó)特色現(xiàn)代大學(xué)制度的要求，并突出了落實(shí)學(xué)校辦學(xué)自主權(quán)，完善大學(xué)治理結(jié)構(gòu)等一系列大學(xué)制度建設(shè)的重要內(nèi)容。這為學(xué)者研究現(xiàn)代大學(xué)制度，推進(jìn)大學(xué)制度改革指明了方向。 從何種角度入手，學(xué)術(shù)界眾說(shuō)紛紜，面對(duì)我國(guó)現(xiàn)行大學(xué)制度存在的諸多不足之處，本文立足于自主辦學(xué)的角度，主張?jiān)谶@一理念下推進(jìn)我國(guó)的現(xiàn)代大學(xué)制度建設(shè)�？v觀我國(guó)的現(xiàn)行大學(xué)制度存在的問(wèn)題本文主要從以下四個(gè)方面進(jìn)行論述：（一）政府與大學(xué)之間的關(guān)系尚未理順；（二）社會(huì)與大學(xué)的關(guān)系尚未完善；（三）大學(xué)之間的關(guān)系尚未規(guī)范；（四）大學(xué)內(nèi)部管理機(jī)制尚未健全。針對(duì)這些問(wèn)題，本文試圖提出以下三個(gè)方面提出建議和對(duì)策：（一）社會(huì)機(jī)制的構(gòu)建；（二）依法辦學(xué)機(jī)制建設(shè)；（三）大學(xué)管理機(jī)制的構(gòu)建；（四）注重國(guó)際化與本土化相結(jié)合。希望通過(guò)運(yùn)用自主辦學(xué)理念對(duì)我國(guó)的現(xiàn)代大學(xué)制度的構(gòu)建提出一些新的闡釋。
[Abstract]:In recent years, the modern university system has always been a social hot issue that the whole society pays close attention to. With the deepening development of higher education system reform in China, many deep-seated problems restricting the development of higher education have gradually surfaced, and the reform is becoming more and more fundamental. The full text of the National Medium- and Long-Term Education Reform and Development Program 2010-2020 (hereinafter referred to as "the outline"), which is the first education plan in China in the 21st century, has been officially released. It is the programmatic document guiding China's education reform and development in the future. The outline highlights the requirements of establishing the modern university system with Chinese characteristics, and highlights the important contents of a series of university system construction, such as implementing the autonomy of running a school, perfecting the university governance structure, and so on. This has pointed out the direction for the scholars to study the modern university system and promote the reform of the university system. From what angle, there are different opinions in academic circles. In the face of many shortcomings of the current university system in China, this paper is based on the angle of independent running school and advocates to promote the construction of modern university system in our country under this concept. This paper mainly discusses the following four aspects: (1) the relationship between the government and the university has not yet been straightened out (2) the relationship between the society and the university is not yet perfect and (3) the relationship between the university and the university is not perfect. The internal management mechanism of the university is not yet perfect. In view of these problems, this paper tries to put forward the following three suggestions and countermeasures: (1) the construction of social mechanism; (2) the construction of mechanism of running a school according to law; (3) the construction of management mechanism of universities; (4) the emphasis on the combination of internationalization and localization. The author hopes to put forward some new explanations on the construction of modern university system by using the idea of independent running school.
