借鑒美國國家質(zhì)量獎提高我國高校質(zhì)量的策略研究

【摘要】:卓越績效準則作為教育行業(yè)通用的管理標準,描述了一個卓越學校所必備的全部素質(zhì)。美國國家質(zhì)量獎及其卓越績效評獎標準以其權(quán)威、公正、自愿等特點日益受到學校的關(guān)注和歡迎。該獎項不僅是一個質(zhì)量獎,更可作為一種促進學校自主發(fā)展的質(zhì)量標準而被運用于學校的自我評估。其準則具有覆蓋全面、理論體系完善、深入要求等特點,學?赏ㄟ^參評過程中的參照指標來檢查計劃的執(zhí)行情況、以及改進教育服務(wù)、建立質(zhì)量體系,從而達到改善和提高學校績效及管理水平之目的。 通過對美國國家質(zhì)量教育標準的研究,其獨特的系統(tǒng)框架、指標體系和評價標準,發(fā)現(xiàn)它是促進高校自主發(fā)展、改善學?冃Ш吞岣吖芾硭降挠辛ぞ,值得我們借鑒。通過解析美國2009-2010鮑德里奇國家質(zhì)量教育標準的核心價值觀,對解決我國高校質(zhì)量管理中的各種問題和矛盾,從而提高我國高等教育質(zhì)量管理水平具有重大的理論意義和現(xiàn)實意義。本文首先界定了美國國家質(zhì)量獎的概念和相關(guān)理論基礎(chǔ),,認真分析了教育類卓越績效方面的核心價值觀及主要特點,并從借鑒的角度對美國高等教育管理中的鮑德里奇國家質(zhì)量教育標準進行了全面、深入和系統(tǒng)的研究,以第一個獲得美國鮑德里奇國家質(zhì)量獎的高等教育機構(gòu)威斯康星大學斯托特分校為例對卓越績效教育行業(yè)標準在美國高等教育中的應用情況進行了案例研究,最后對我國高等教育質(zhì)量管理的現(xiàn)狀和所面臨的挑戰(zhàn)進行了分析,提出了建立我國國家質(zhì)量教育標準的創(chuàng)新構(gòu)想。通過以上分析和研究得出了美國鮑德里奇國家質(zhì)量教育標準對我國高等教育的啟示。
