【摘要】：近年來(lái)我國(guó)不斷進(jìn)行高等教育改革,其中重要的一點(diǎn)就是要處理好大學(xué)與政府的關(guān)系,它關(guān)系到我國(guó)大學(xué)根本精神地實(shí)現(xiàn),關(guān)系到人才培養(yǎng)、科學(xué)研究、促進(jìn)社會(huì)進(jìn)步等任務(wù)地順利完成。由于過(guò)去我國(guó)受計(jì)劃經(jīng)濟(jì)體制的影響,許多權(quán)力都集中在中央和地方政府,大學(xué)受政府干預(yù)過(guò)多,導(dǎo)致大學(xué)缺乏辦學(xué)自主權(quán),缺乏辦學(xué)積極性和創(chuàng)造性。大學(xué)與政府關(guān)系的核心問(wèn)題就是大學(xué)自治與政府管制之間的矛盾,一方面,政府基于公共利益和政府自身利益不得不對(duì)大學(xué)進(jìn)行管制；另一方面,基于大學(xué)學(xué)術(shù)自治的屬性,大學(xué)必然追求獨(dú)立自主。本文沿著大學(xué)自治與政府管制的“矛盾—失衡—協(xié)調(diào)”為主線來(lái)確立文章邏輯思維,遵循“提出問(wèn)題—分析問(wèn)題—解決問(wèn)題”這一常規(guī)研究思路,以南方科技大學(xué)的教改歷程作為案例分析。深入分析由南方科技大學(xué)所反映的當(dāng)前我國(guó)大學(xué)與政府存在的問(wèn)題及其原因,鑒于外國(guó)教育改革的經(jīng)驗(yàn)以及我國(guó)大學(xué)與政府的關(guān)系沿革,抓住大學(xué)自治與政府管制的相互關(guān)系這個(gè)核心問(wèn)題,最后力求來(lái)構(gòu)建我國(guó)大學(xué)與政府的良好關(guān)系。大學(xué)自治與政府管制是一對(duì)矛盾關(guān)系,必須協(xié)調(diào)好、平衡好自治與管制的關(guān)系,政府要合理使用立法、經(jīng)濟(jì)、信息等手段,加強(qiáng)對(duì)大學(xué)的扶持與監(jiān)督,同時(shí)大學(xué)要在法律法規(guī)的框架下,充分發(fā)揮大學(xué)的主觀能動(dòng)性,最大限度地實(shí)現(xiàn)學(xué)術(shù)自由、大學(xué)自治,促進(jìn)大學(xué)與政府之間的共同合作,以實(shí)現(xiàn)互利共贏。
[Abstract]:In recent years, our country has been carrying out the reform of higher education, among which the important point is to deal well with the relationship between universities and the government, which is related to the realization of the fundamental spirit of universities in our country, to the cultivation of talents, and to scientific research.The task of promoting social progress was successfully completed.In the past, due to the influence of planned economic system, many powers were concentrated in the central and local governments, and the universities were interfered by the government too much, which led to the lack of autonomy, enthusiasm and creativity in running a university.The core problem of the relationship between university and government is the contradiction between university autonomy and government regulation. On the one hand, the government has to regulate the university on the basis of public interest and government's own interest; on the other hand, based on the nature of academic autonomy of university,Universities must pursue independence.Along the main line of "contradiction, imbalance and coordination" between university autonomy and government regulation, this paper establishes the logical thinking of the article and follows the conventional research thought of "posing problems-analyzing problems-solving problems".This paper takes the course of teaching reform of Southern University of Science and Technology as a case study.Deeply analyzing the existing problems and causes of universities and governments in China as reflected by the Southern University of Science and Technology, and considering the experience of foreign education reform and the evolution of the relationship between universities and governments in our country,The core issue of the relationship between university autonomy and government regulation is grasped, and the good relationship between university and government is constructed.University autonomy and government regulation are a pair of contradictory relations. We must coordinate and balance the relationship between autonomy and regulation. The government should make rational use of legislative, economic, information and other means to strengthen the support and supervision of universities.At the same time, under the framework of laws and regulations, the university should give full play to the subjective initiative of the university, maximize academic freedom, university autonomy, and promote the joint cooperation between the university and the government, in order to achieve mutual benefit and win-win.
