【摘要】：針對(duì)我國(guó)"虛高"的專利數(shù)據(jù)和目前專利現(xiàn)狀分析的局限性,論述專利法律狀態(tài)在專利現(xiàn)狀分析中的重要性,設(shè)計(jì)并實(shí)現(xiàn)基于國(guó)家知識(shí)產(chǎn)權(quán)局網(wǎng)站的專利信息采集系統(tǒng)。系統(tǒng)通過網(wǎng)頁(yè)信息抽取技術(shù)獲取有用信息,建立了包括法律狀態(tài)在內(nèi)的本地專利信息數(shù)據(jù)庫(kù),并以高校有效發(fā)明專利為例進(jìn)行實(shí)證研究。結(jié)果表明:專利法律狀態(tài)在反映專利質(zhì)量方面更有說服力,是對(duì)有效專利數(shù)量指標(biāo)的良好補(bǔ)充,能使專利現(xiàn)狀分析更為精確、客觀和全面。
[Abstract]:In view of the limitation of patent data and current patent status analysis in China, the importance of patent legal status in patent status analysis is discussed, and a patent information collection system based on the website of State intellectual property Office is designed and implemented.The system obtains useful information through the technology of web page information extraction, establishes the local patent information database, including the legal status, and takes the effective invention patent of the university as an example to carry on the empirical research.The results show that the legal status of patent is more convincing in reflecting the quality of patent, it is a good supplement to the index of effective patent quantity, and it can make the analysis of patent status more accurate, objective and comprehensive.
