【摘要】：我國從西方引入現(xiàn)代高等教育制度,建立高校已經(jīng)有100多年的歷史。新中國成立后的60多年來,我國的高等教育取得了長足的進步。由于長期的計劃經(jīng)濟的影響,加之我國社會主義初級階段的基本國情,現(xiàn)階段我國高校行政是長期的、客觀存在的。合理高校行政,對高校管理來說,無可厚非。但是過度行政,扭曲、泛化后的行政,不可避免地帶來高校行政化弊端,高校的管理工作應有一定的層級,但形成行政化趨勢,則會阻礙高校的健康發(fā)展。 在對合理高校行政及行政化趨勢進行辯證分析的基礎上,重點是對去行政化進行思考和探索。 本文分五個部分來論述我國高校去行政化： 第一部分緒論,介紹本研究選題依據(jù),研究目的及意義,高校行政化的國內(nèi)外研究現(xiàn)狀,本研究的研究思路及研究方法。 第二部分高校行政化相關概念及理論,第一節(jié)介紹了高校行政化的內(nèi)涵,高校行政化的表現(xiàn)等高校行政化的基本理論；第二節(jié)我國高校去行政化的問題提出背景及意義及高校去行政化的概念；第三節(jié)介紹了高校去行政化的法治理論、大學治理及效益原理等高校去行政化的相關理論。 第三部分我國高校行政化的現(xiàn)狀及成因分析,第一節(jié)對我國高校行政化的現(xiàn)狀進行了具體分析,表現(xiàn)在(1)政府干預過多,高校自主權缺失,(2)校內(nèi)行政權力泛化,學術權力弱化,(3)高校行政化機制體制強勢,學術機構難以發(fā)揮作用,(4)社會力量參與大學治理缺位四個方面；第二節(jié)分析了我國高校行政化的消極影響,主要有：(1)行政化使高校發(fā)展帶有政府意志印跡,(2)行政化滋生“官本位”思想,忽視學術精神的重要性,(3)學術事務受制于行政權力,(4)行政管理體系日趨龐大,人力資源配備問題凸顯四個方面。第三節(jié)我國高校行政化原因分析主要分為外部原因與內(nèi)部原因,外部原因是(1)中國高校管理模式的歷史沿革的影響,(2)中國傳統(tǒng)“官本位”價值觀的影響,(3)現(xiàn)行教育行政管理體制的影響；內(nèi)部原因為(1)學校行政部門服務意識淡薄,(2)內(nèi)部行政權力和學術權力的失衡,(3)內(nèi)部管理體制機制不健全。 第四部分,促進我國高校行政化改革的政策建議,分為高校外部層面的改革路徑與高校內(nèi)部層面的改革路徑。高校外部層面的對策建議為(1)轉變政府職能,改革對高校的管理模式,(2)尊重高校地位,讓辦學自主權回歸高校,(3)健全法規(guī),實現(xiàn)高校管理法制化,(4)調整社會與高校的關系四個方面；高校內(nèi)部層面的對策建議為(1)轉變辦學理念,更新管理體制,(2)改革決策制度,強化民主氛圍,(3)改革運行機制,發(fā)揮監(jiān)督作用,(4)計劃經(jīng)濟模式下的高等教育運行機制,(5)實行市場經(jīng)濟條件下高等教育運行機制五個方面。 第五部分為結論,提出高校如何去行政化要達到的總體目標是：削弱行政權力,增強民主權力和學術權力。中央應主導高校改革。各級教育主管部門“兩管三抓”(管方針、管政策；抓宏觀調控、抓好教育經(jīng)費和教師待遇問題)。高校要擁有完全的辦學自主權,民主權力和學術權力有效制約行政權力,落實教育教學的中心地位,建立現(xiàn)代大學制度。我國高校應全面貫徹黨的教育方針,堅持以辦人民滿意的教育為宗旨,以培養(yǎng)創(chuàng)新型人才為己任,積極推進素質教育,不斷凝練自己的辦學特色,為社會主義建設作出更大、更多貢獻。
[Abstract]:China's introduction of modern higher education system from the west, the establishment of university has a history of over 100 years. After the founding of new China for over 60 years, Chinese higher education has made great progress. Due to the long-term influence of the planned economy, coupled with China's basic national conditions of the primary stage of socialism, the present stage our country university administration is the long-term, objective existence. The reasonable college administration, no ground for blame on university management, but excessive administrative distortions, the generalization of administration inevitably brings disadvantages of the college administration and management work in Colleges and universities should have a certain level, but the formation of administrative tendency, it will hinder the healthy development of colleges and universities.
On the basis of the dialectical analysis of the administrative and administrative trend of reasonable colleges and universities, the emphasis is on thinking and exploring to the administration.
This article is divided into five parts to discuss the administration of colleges and universities in our country.
The first part is the introduction, which introduces the basis of this study, the purpose and significance of the study, the status of the research at home and abroad of the university administration, the research ideas and research methods of this study.
The second part the related concepts and theories, the first section introduces the connotation of the university administration, the administrative performance basic theory of university administration; the concept of second Chinese universities to the chief of the background and significance of this issue and to the administration of the University; the third section introduces the administration the rule of law theory, theory of university governance and benefit principle to the administration of the University.
The third part is the analysis of the status quo and the causes of China's university administration, analyzes the first section of the status of the administration of colleges and universities in China, in (1) excessive government intervention, university autonomy, (2) the generalization of administrative power and academic power is weakened, (3) the administrative system of the strong academic institutions, it is difficult to play a role, (4) social forces to participate in the four aspects of university governance vacancy; the second section analyzes the negative influence of our university administration and the main are: (1) the administrative development of colleges and universities with the will of the government imprinting, (2) administration of the breeding of the idea of "official standard" ignore the importance of academic. The spirit of Academic Affairs (3), subject to administrative power, (4) the administrative system of the increasingly large, human resources issues highlighted four aspects. The causes of our university administration section third is divided into external reason and internal reason, the external reason is (1) The historical evolution of the university management mode China, (2) effects of Chinese traditional "official standard" values, (3) effects of the current education administrative management system; the internal reason is that (1) the school administration service consciousness, (2) the imbalance of internal administrative power and academic power, (3) the mechanism of the internal management system is not perfect.
The fourth part, to promote the reform of university administration in China's policy recommendations, divided into the reform path of the internal level reform path of universities and the external level. The external level's suggestions for (1) the transformation of government functions, reform of management mode of University, high school (2) respect the autonomy of running status, make regression University, (3) improve the regulations, realize the legalization of university management, (4) four to adjust the relationship between the society and colleges; the countermeasures and suggestions for the internal level (1) change educational ideas, update management system, (2) the reform of the decision-making system, strengthen the democratic atmosphere, (3) operation mechanism reform, play the supervisory role, (4) the planned economy under the mode of the operation mechanism of higher education, (5) the five aspects of the implementation of the operation mechanism of Higher Education under the condition of market economy.
The fifth part is the conclusion, puts forward the overall goal of administration is to be reached: the weakening of the administrative power, strengthen democratic power and academic power. The central leading universities reform. The competent authorities at all levels of education two three tube (tube tube grasping "policy, macro-control policies; catch, grasp the education funding and teacher treatment problem) colleges should have complete autonomy, democratic power and academic power restrict administrative power, implement the central position of education, the establishment of modern university system. China's colleges and universities should fully implement the party's education policy, adhere to the people for the purpose of education, to cultivate innovative talent, actively promote quality continuous education, concise own school characteristics, make more and more contribution to the socialist construction.
