陜西省高校師資隊(duì)伍建設(shè)中長(zhǎng)期發(fā)展研究

【摘要】:百年大計(jì),教育為本,高校師資隊(duì)伍建設(shè)作為高校發(fā)展的重要部分和核心環(huán)節(jié),是實(shí)現(xiàn)“人才強(qiáng)國(guó)、人才強(qiáng)校”戰(zhàn)略的關(guān)鍵所在,也是提高高等教育事業(yè)水平的重中之重。陜西省是我國(guó)高等教育大省,高校眾多,“十一五”期間,陜西省高校師資隊(duì)伍建設(shè)成效顯著,但仍存在著或多或少的問(wèn)題,如:師資隊(duì)伍總量的增長(zhǎng)仍跟不上高等教育發(fā)展的步伐,師資隊(duì)伍的結(jié)構(gòu)還不能滿足師資隊(duì)伍建設(shè)的要求,師資隊(duì)伍的管理體制還不夠健全等,與東部地區(qū)等省、市相比,高校師資隊(duì)伍建設(shè)水平還存在著一定的差距。 隨著我國(guó)高等教育改革的不斷發(fā)展,陜西省高等教育外延擴(kuò)張已基本完成,已逐步實(shí)現(xiàn)高等教育的大眾化,逐步進(jìn)入內(nèi)涵式發(fā)展的關(guān)鍵階段。因此,能否把握這一戰(zhàn)略機(jī)遇期對(duì)于陜西省高校而言顯得尤為重要。本文結(jié)合馬克思主義關(guān)于人的全面發(fā)展學(xué)說(shuō)以及人力資源相關(guān)理論,在突出強(qiáng)調(diào)作為主體的高校教師在整個(gè)師資隊(duì)伍建設(shè)中的重要性的同時(shí),通過(guò)對(duì)上海、江蘇高校師資隊(duì)伍建設(shè)現(xiàn)狀的分析,總結(jié)出好的經(jīng)驗(yàn)做法,對(duì)陜西省高校師資隊(duì)伍建設(shè)起到積極的借鑒作用,并針對(duì)陜西省高校師資隊(duì)伍建設(shè)發(fā)展?fàn)顩r,結(jié)合實(shí)際,指出影響陜西省高校師資隊(duì)伍建設(shè)的主要因素及存在問(wèn)題,提出改進(jìn)陜西省高校師資隊(duì)伍建設(shè)的對(duì)策和建議,如,多渠道拓展師資來(lái)源、提高師資隊(duì)伍整體素質(zhì)、增加經(jīng)費(fèi)投入、加大國(guó)際交流合作、創(chuàng)新機(jī)制改革等措施和方法,為陜西省高校師資隊(duì)伍建設(shè)更好更快的發(fā)展提供一定的參考。
[Abstract]:As an important part and core link of the development of colleges and universities, the construction of teaching staff in colleges and universities is the key to the realization of the strategy of "strengthening universities with strong talents and strong schools by talented people". Shaanxi Province is a big province of higher education in China, and there are many colleges and universities. During the Eleventh Five-Year Plan period, the construction of teachers in colleges and universities in Shaanxi Province has achieved remarkable results, but there are still more or less problems. For example, the growth of the total number of teachers has not kept pace with the development of higher education, the structure of the teaching staff has not yet been able to meet the requirements of the construction of the contingent of teachers, and the management system of the contingent of teachers has not been perfect enough, compared with provinces and cities in the eastern region, There is still a certain gap in the construction level of teachers in colleges and universities. With the continuous development of higher education reform in China, the extension of higher education in Shaanxi Province has been basically completed, the popularization of higher education has been gradually realized, and gradually entered the key stage of connotation development. Whether or not we can grasp this strategic opportunity period is particularly important for colleges and universities in Shaanxi Province. While stressing the importance of college teachers as the main body in the construction of the teaching staff, through the analysis of the current situation of the construction of teachers in Shanghai and Jiangsu colleges and universities, good experience and practices have been summed up. It can be used as a reference for the construction of teachers in colleges and universities in Shaanxi Province. In view of the development situation of teachers in colleges and universities in Shaanxi Province and the actual situation, this paper points out the main factors and existing problems affecting the construction of teachers in colleges and universities in Shaanxi Province. The countermeasures and suggestions to improve the construction of teachers in colleges and universities in Shaanxi Province are put forward, such as expanding the sources of teachers through multiple channels, improving the overall quality of teachers, increasing the investment of funds, increasing international exchange and cooperation, and innovating the reform of the mechanism, and so on. It provides a certain reference for the construction of teachers in colleges and universities in Shaanxi Province.
