【摘要】：當(dāng)下，面向突發(fā)事件的高校信息公開(kāi)在現(xiàn)代社會(huì)的重大價(jià)值不言而喻。雖然已經(jīng)有了基本的應(yīng)對(duì)策略，高校信息公開(kāi)也取得了一定的進(jìn)步，但仍尚存許多問(wèn)題，尤其是具體實(shí)踐措施更需予以解決，以期指導(dǎo)高校信息公開(kāi)的發(fā)展。本文以高校突發(fā)事件及高校信息公開(kāi)為兩條進(jìn)路展開(kāi)論述，分別進(jìn)行了相關(guān)問(wèn)題分析。隨后，分別從政治學(xué)、經(jīng)濟(jì)學(xué)、法學(xué)、信息管理學(xué)側(cè)面來(lái)討論理論基礎(chǔ)，從保障公眾知情權(quán)、提高突發(fā)事件治理效率、有利于防治權(quán)力腐敗、實(shí)現(xiàn)善治這四個(gè)方面體現(xiàn)其特有作用。尤其重點(diǎn)探討了面向突發(fā)事件的高校信息公開(kāi)存在的問(wèn)題，對(duì)應(yīng)提出健全高校信息公開(kāi)法規(guī)和制度、加強(qiáng)高校信息公開(kāi)宣傳教育、充實(shí)高校信息公開(kāi)的內(nèi)容、完善高校信息公開(kāi)的渠道、設(shè)立專(zhuān)門(mén)的高校信息公開(kāi)管理部門(mén)和培訓(xùn)機(jī)構(gòu)以及建立有效的激勵(lì)措施的詳細(xì)解決策略。
[Abstract]:At present, university information based on emergency public great value in modern society is self-evident. Although there have been basic coping strategies of university information disclosure also made some progress, but still there are many problems, especially the more specific practice needs to be addressed, in order to guide the development of university information disclosure. This paper University the emergency and university information disclosure for two approaches were discussed, the related problem analysis. Then, from political science, economics, law, information management side to discuss the theoretical basis, from the protection of the public right to know, to improve emergency management efficiency, is conducive to the prevention of corruption, the implementation of these four aspects the special effect of good governance. Especially focuses on the existence of public university information for emergency problems, put forward corresponding perfect university information disclosure laws and regulations, strengthen the The publicity and education of information publicity in Colleges and universities can enrich the contents of information disclosure in universities, improve the channels of information publicity, set up specific information management departments and training institutions, and establish effective solutions for effective incentives.
