上海普通高校申請(qǐng)入學(xué)制度改革研究

【摘要】:目前,上海高等教育已進(jìn)入普及化階段,上海地區(qū)的考生擁有更多接受高等教育的機(jī)會(huì),上海考生及家長(zhǎng)對(duì)高等教育的訴求轉(zhuǎn)向好大學(xué)與滿意的大學(xué)層面,在普及化背景及新的高等教育訴求下,建立與之相應(yīng)的高校招生考試制度勢(shì)在必行,基于對(duì)上海實(shí)際情況的分析,本研究提出了在上海普通高校實(shí)行申請(qǐng)入學(xué)制度的改革設(shè)想。本研究嘗試回答以下問題:申請(qǐng)入學(xué)制度在各個(gè)發(fā)展階段的特點(diǎn)及形成的社會(huì)環(huán)境基礎(chǔ)?申請(qǐng)入學(xué)制度的本質(zhì)性特點(diǎn)是什么?上海是否具備了實(shí)行申請(qǐng)入學(xué)制度的社會(huì)環(huán)境基礎(chǔ)?在上海實(shí)行申請(qǐng)入學(xué)制度將會(huì)面臨怎樣的障礙? 研究發(fā)現(xiàn),申請(qǐng)入學(xué)制度經(jīng)歷了開放入學(xué)制度、資格考試制度、綜合選拔制和開放入學(xué)制度并存的發(fā)展歷程,在前兩個(gè)發(fā)展階段具有開放性特點(diǎn),而在第三階段呈現(xiàn)多元與雙向選擇性,每個(gè)發(fā)展階段的特點(diǎn)又和當(dāng)時(shí)的社會(huì)環(huán)境休戚相關(guān)。通過對(duì)實(shí)行申請(qǐng)入學(xué)制度國家的對(duì)比與分析,發(fā)現(xiàn)申請(qǐng)入學(xué)制度具有學(xué)生評(píng)價(jià)的多元化與過程化、高校擁有高度的招生自主權(quán)、注重學(xué)生選擇機(jī)會(huì)三個(gè)本質(zhì)特點(diǎn)。通過與實(shí)行申請(qǐng)入學(xué)制度國家的社會(huì)環(huán)境進(jìn)行對(duì)比分析,力證了上海已具備實(shí)行該入學(xué)制度的基礎(chǔ)條件,并且上海市民對(duì)高等教育提出了新的訴求,對(duì)高校招生考試制度改革的呼聲日益強(qiáng)烈。在對(duì)上海現(xiàn)行高校招生考試制度分析的基礎(chǔ)上,提出了實(shí)行申請(qǐng)入學(xué)制度是解決當(dāng)前問題的最佳選擇。最后,本研究立足于上海實(shí)際,提出三階段的申請(qǐng)入學(xué)招生方案,并針對(duì)遭遇的文化障礙、經(jīng)費(fèi)投入不足、高校招生自主權(quán)受限等問題提出了解決策略。
[Abstract]:At present, Shanghai's higher education has entered the stage of popularization, and the candidates in Shanghai have more opportunities to receive higher education. The demands of Shanghai examinees and their parents for higher education have shifted to the level of good universities and satisfactory universities. Under the background of popularization and the new demand of higher education, it is imperative to establish the corresponding college enrollment examination system, which is based on the analysis of the actual situation in Shanghai. This study puts forward the reform idea of applying for admission system in Shanghai's ordinary colleges and universities. This study tries to answer the following questions: the characteristics of the application system in each stage of development and the social environmental basis formed? What are the essential characteristics of the admission system? Does Shanghai have the social environment foundation for implementing the application system? What obstacles will the application system face in Shanghai? It is found that the application system has experienced the development of the open entrance system, the qualification examination system, the comprehensive selection system and the open admission system, and has the characteristics of openness in the first two stages of development. In the third stage, there is pluralism and bidirectional selectivity, and the characteristics of each stage of development are closely related to the social environment at that time. It is found that the system of applying for admission has the diversity and process of student evaluation, that universities have a high degree of autonomy in recruiting students, and pay attention to the three essential characteristics of students' choice of opportunities. This paper makes a comparative analysis with the social environment of the countries in which the application for admission system is implemented. It has proved that Shanghai already has the basic conditions for implementing the admission system, and that the citizens of Shanghai have put forward new demands for higher education. On the basis of the analysis of the current university enrollment examination system in Shanghai, the author puts forward that the application system is the best choice to solve the current problems. Based on the reality of Shanghai, this study puts forward a three-stage enrollment scheme, and puts forward some strategies to solve the problems such as cultural obstacles, insufficient investment and limited autonomy of college enrollment.
