【摘要】：中國高校大學生志愿服務相對于整個社會來說，是屬于起步較早的志愿服務主體，是中國青年志愿者隊伍中最活躍、最積極、最集中、最有影響力的一個群體，這個隊伍的迅速發(fā)展壯大不是偶然的，，是和高校自身的特點和優(yōu)勢以及高校在社會中的地位和作用分不開的。中國社會主義制度下的高校學生志愿服務活動是根據(jù)社會主義發(fā)展目的的需要和學校對社會發(fā)展人才的高素質(zhì)要求，結(jié)合大學生的身心特點和社會歷史現(xiàn)實，有目的、有計劃、有組織、有針對性地在高校校園內(nèi)或外部現(xiàn)實社會環(huán)境中開展的各種內(nèi)容豐富、形式多樣的志愿者主題活動。大學生志愿服務作為在特定的主體范圍內(nèi)、在特定的社會歷史現(xiàn)實區(qū)域環(huán)境中，在堅持活動主體自覺、自主前提下有計劃、有組織、多層面、全方位地開展的社會公益服務活動，在我國的發(fā)展有著充分的現(xiàn)實基礎和美好的發(fā)展前景。 正是在社會主義的轉(zhuǎn)型期，在諸多機遇和問題并存的復雜社會發(fā)展現(xiàn)狀基礎上，作為提升高校學生思想政治素質(zhì)有效手段的大學生志愿服務事業(yè)提上了日程。 時代的特點與大學生自身的素質(zhì)決定了高校的志愿服務的特質(zhì)，也決定了大學生志愿服務特有的思想政治教育功能。但是，由于各種不同的原因，大學生志愿服務及其思想政治教育功能的發(fā)揮都還面臨著各種各樣的問題。 惟其如此，這就要求我們在社會主義高校志愿服務體系的建設和發(fā)展理念上，必須立足于我國各民族的、特別是傳統(tǒng)思想文化和道德思想的優(yōu)良傳統(tǒng)基礎上，正確對待國外先進的志愿服務建設的理論成果和實踐經(jīng)驗，通過有鑒別的分辨、有分辨的吸收并和中華民族的優(yōu)良傳統(tǒng)相結(jié)合，構建先進的，符合時代要求和社會發(fā)展趨勢的中國特色的社會主義志愿服務理論體系。進一步加強對社會主義的志愿服務的本質(zhì)和內(nèi)涵進行深入的研究，使高校志愿服務事業(yè)的理論認識和理論建設水平達到世界志愿服務事業(yè)建設發(fā)展的先進水平，并把這種影響普及和深入到我國各個領域的各個角落，營造良好的、活躍的、高素質(zhì)、高質(zhì)量的理論認識和創(chuàng)新氛圍。動員并發(fā)展社會的普遍參與和共同建設的熱情，為高校志愿服務體系建設創(chuàng)設良好的社會環(huán)境和提供必備的輿論支持、物質(zhì)資助和政策保障，促進高校志愿服務事業(yè)的進一步發(fā)展，不斷發(fā)揮其思想政治教育的功能。
[Abstract]:Compared with the whole society, the voluntary service of college students in China belongs to the main body of volunteer service which started earlier. It is the most active, active, concentrated and influential group among the Chinese youth volunteers. The rapid growth of this team is not accidental. It is inseparable from the characteristics and advantages of colleges and universities and their position and role in society. The voluntary service activities of college students under China's socialist system are based on the needs of socialist development purposes and the school to society. Will develop the high quality request of the talented person, Combined with the physical and mental characteristics of college students and the social historical reality, the various contents developed in the campus or in the external social environment are rich, purposeful, planned, organized and targeted. The voluntary service of college students is planned, organized and multi-level in the specific subject scope, in the specific social and historical realistic regional environment, under the premise of insisting on the subjective consciousness and independence of the activity subject. The development of social public welfare service in our country has full realistic foundation and bright development prospect. It is in the transition period of socialism, on the basis of the complicated social development situation that many opportunities and problems coexist, that the college students' voluntary service is put on the agenda as an effective means to improve the ideological and political quality of college students. The characteristics of the times and the quality of college students themselves determine the characteristics of voluntary service in colleges and universities, as well as the unique ideological and political education functions of college students' voluntary service. However, for various reasons, College students' voluntary service and the function of ideological and political education are also faced with various problems. However, this requires us to base ourselves on the fine traditions of all ethnic groups, especially the traditional ideology, culture and morality, in the construction and development of the voluntary service system in socialist colleges and universities. To correctly deal with the theoretical achievements and practical experiences of foreign advanced voluntary service construction, to construct advanced ones by discriminating, absorbing and combining with the fine traditions of the Chinese nation. The theoretical system of socialist voluntary service with Chinese characteristics, which conforms to the requirements of the times and the trend of social development, and further strengthens the in-depth study of the essence and connotation of socialist voluntary service, To make the theoretical understanding and theoretical construction level of voluntary service in colleges and universities reach the advanced level of the construction and development of voluntary service in the world, and to popularize and penetrate this kind of influence to every corner of our country, to create good and active, To mobilize and develop the universal participation of society and the enthusiasm of common construction, to create a good social environment for the construction of voluntary service system in colleges and universities, and to provide the necessary public opinion support for the construction of voluntary service system in colleges and universities. Material support and policy guarantee promote the further development of voluntary service in colleges and universities, and give full play to its function of ideological and political education.
