【摘要】：我國高等教育已經(jīng)步入了大眾化時代,高校人數(shù)在不斷的增加,高校的規(guī)模也越來越大,高校越來越受到社會的高度重視。然而,我國高校在發(fā)展的同時卻面臨著眾多的問題,而其中最為突出的問題就是高等教育辦學(xué)經(jīng)費短缺的問題。 我國高校規(guī)模在不斷擴(kuò)大,但是我國高等教育財政撥款卻相對不足,遠(yuǎn)遠(yuǎn)不能夠滿足高校辦學(xué)所需經(jīng)費,在這種情況下,高校不能夠單一的只依靠政府撥款來辦學(xué),高校怎樣去籌措更多的經(jīng)費,是高校所要思考的重要問題。 本文以學(xué)者們現(xiàn)有的研究成果為基礎(chǔ),進(jìn)而對高等教育經(jīng)費籌措方式的變遷進(jìn)行了詳細(xì)的闡述。由于高等教育體制的變化,導(dǎo)致政府撥款模式的變遷,進(jìn)而高校從單一的依靠政府財政撥款為主的經(jīng)費籌措方式轉(zhuǎn)變?yōu)槎嘣慕?jīng)費籌措方式。據(jù)此,本文分析了高校要建立多元化的經(jīng)費籌措格局并將自己置身于市場經(jīng)濟(jì)中的必然性,以及我國公立高校經(jīng)費籌措引入市場化制度的必然性。最后,針對公立高校經(jīng)費籌措現(xiàn)在和未來可能面臨的一些問題,就我國公立高校經(jīng)費籌措的具體措施提出了一些建議。 本文的創(chuàng)新之處在于通過對高校經(jīng)費籌措問題的分析,提出解決高校經(jīng)費籌措方式的措施,通過引入國內(nèi)外高校經(jīng)費籌措案例來為這些措施提供一些理論和實踐的支撐,努力提高所提建議與措施的可操作性。高校經(jīng)費籌措是一個長期的活動,需要國家、高校和社會的共同協(xié)調(diào),才能夠緩解高校經(jīng)費籌措的困境。
[Abstract]:China's higher education has entered a popular era, the number of colleges and universities is increasing, the scale of colleges and universities is becoming larger and larger, and colleges and universities are being paid more and more attention by the society. However, our universities are facing many problems at the same time of development. The most prominent problem is the shortage of funds for higher education. The scale of higher education in our country is constantly expanding, but the financial allocation for higher education in our country is relatively insufficient, and it is far from being able to meet the needs of running a university. In this case, colleges and universities cannot only rely on government funds to run a school. How to raise more funds is an important problem that colleges and universities should think about. Based on the existing research results of scholars, this paper expounds in detail the changes in the way of raising funds for higher education. As a result of the changes in the higher education system, it leads to the changes in the pattern of government funding. Then the university changes from a single way of raising funds based on the government's financial appropriation to a diversified way of raising funds. This paper analyzes the inevitability that colleges and universities should establish a diversified pattern of raising funds and place themselves in the market economy, as well as the necessity of introducing the financing of public colleges and universities into the market-oriented system. In view of some problems that public universities may face in the present and future, this paper puts forward some suggestions on how to raise funds for public colleges and universities in China. The innovation of this paper is to put forward some measures to solve the problem of raising funds in colleges and universities, and to provide some theoretical and practical support for these measures by introducing the cases of raising funds in colleges and universities at home and abroad. To improve the maneuverability of the suggestions and measures, the financing of colleges and universities is a long-term activity, which needs the coordination of the state, universities and the society to alleviate the predicament of raising funds in colleges and universities.
