【摘要】：“211工程”作為國家“九五”、“十五”、“十一五”期間教育領域惟一的國家重點建設項目,也是建國以來直接投資最大的高等教育建設項目,自1995年正式啟動建設,到目前三期建設即將完成,已有十六年；“211工程”建設是否達到了初衷,以及在建設過程中出現(xiàn)了哪些偏差、應如何改正,到了該總結的時候。回顧和反思“211工程”的建設過程,為今后教育政策的制定和實施提供借鑒,對于政策實施過程中出現(xiàn)的一系列問題的解決積累經(jīng)驗,于整個國家經(jīng)濟建設大有裨益。 ‘211工程”的基本建設單位是高校。在本研究中,對“211工程”建設實踐的評價指標選用的是：上海交通大學世界大學學術排名指標,英國《泰晤士報·高等教育增刊》世界大學排名指標,國內大學評價與排名指標,教育部學科評估指標,中國高等學�？冃гu價指標。前三個指標是對“211工程”建設過程的動態(tài)評價,第四、第五個指標是對“211工程”靜態(tài)結果的評價。此外,本研究還分析了“211工程”的相關政策文本。 借助以上指標進行評價,得出結論：在學術水平上,“211工程”高校近年來名次上升迅速,但排名在200名左右,與世界一流大學的學術水平存在差距；在綜合競爭力水平上,美國和英國無疑是教育強國的模板,中國大陸大學不及香港地區(qū)�！�211工程”院校的進入機制不合理,實際可遴選的院校范圍窄；管理機制不完善,資源利用率不高；評價機制不健全,缺少過程管理。因此,“211工程”不應“關閉大門”,需要做的是：進一步厘清概念,嚴格進入機制,使“211工程”建設真正滾動起來；完善管理機制,提高資源利用效率；健全評價機制,實行過程和結果的雙重監(jiān)控。
[Abstract]:As the only national key construction project in the field of education during the "Ninth Five-Year Plan", "15" and "11th Five-Year Plan", the "15 Project" is also the largest direct investment project in higher education since the founding of the people's Republic of China. Since 1995, the project has been officially launched. Up to now, the third phase of construction is about to be completed, and it has been 16 years since; whether the construction of the "211 Project" has achieved its original intention, what deviations have occurred in the construction process, how to correct it, and when the conclusion has been made, the construction process of the "211 Project" has been reviewed and reflected. To provide reference for the formulation and implementation of educational policy in the future, to accumulate experience in solving a series of problems in the process of policy implementation, and to benefit the economic construction of the whole country. In this study, the evaluation index of the construction practice of the "211 project" is selected as the academic ranking index of the World University of Shanghai Jiaotong University. The World University ranking Index, the domestic University Evaluation and ranking Index, the Ministry of Education discipline Evaluation Index, The first three indexes are the dynamic evaluation of the construction process of the "211 project", the fifth index is the static result evaluation of the "211 project", the fifth index is the evaluation of the static result of the "211 project". This study also analyzes the relevant policy texts of the 211 Project. With the help of the above indexes, it is concluded that, in academic level, the ranking of the "211 Project" universities has risen rapidly in recent years, but the ranking is about 200, which is different from the academic level of the world-class universities, and the level of comprehensive competitiveness. There is no doubt that the United States and Britain are the models of a powerful educational country, and universities in mainland China are not as good as Hong Kong. The entry mechanism of the "211 Project" institutions is unreasonable, the scope of the actual selectable institutions is narrow, the management mechanism is not perfect, and the utilization rate of resources is not high. Therefore, the "211 Project" should not "close the door". What needs to be done is to further clarify the concept, strictly enter the mechanism, make the construction of the "211 Project" really roll up, and perfect the management mechanism. Improve the efficiency of resource utilization, improve the evaluation mechanism, and implement dual monitoring of process and results.
