【摘要】：上海市高校�？茖哟巫灾髡猩圏c(diǎn)政策是上海市教委按照黨中央對(duì)上海的“四個(gè)率先”的要求和上海市教育工作會(huì)議精神,開展的重大高校招生考試和錄取改革試驗(yàn),在上海教育領(lǐng)域和社會(huì)各界都產(chǎn)生了積極的反響,受到了各地各方的關(guān)注,在全國(guó)高校招生考試制度改革進(jìn)程中也產(chǎn)生了一定的影響。但如所有新政策出臺(tái)時(shí)一樣,上海市高校�？茖哟巫灾髡猩圏c(diǎn)政策也遇到不少疑難問(wèn)題,使得政策發(fā)展無(wú)法達(dá)到預(yù)期成效。本文主要運(yùn)用文獻(xiàn)研究法、比較研究法、政策分析法,以上海市高校�？茖哟巫灾髡猩圏c(diǎn)政策為研究對(duì)象,回顧了上海市高校�？茖哟巫灾髡猩圏c(diǎn)政策的出臺(tái)背景和主要內(nèi)容,探討高校專科層次自主招生政策的主要成效和存在問(wèn)題,并在此基礎(chǔ)上討論今后改革方向,提出改進(jìn)和完善的對(duì)策,以期為下一輪改革提供有利借鑒。文章分為三個(gè)部分： 第一部分：對(duì)高校�？茖哟巫灾髡猩圏c(diǎn)政策制定的背景與基本內(nèi)容進(jìn)行表述。 第二部分：總結(jié)上海市高校�？茖哟巫灾髡猩圏c(diǎn)政策取得的成績(jī),并對(duì)存在問(wèn)題進(jìn)行分析。實(shí)施高校專科層次自主招生試點(diǎn)政策后,社會(huì)反映積極,輿論反響良好,也贏得了教育部、市委、市政府領(lǐng)導(dǎo)和考生、家長(zhǎng)及社會(huì)的信任,但同時(shí)也暴露出招生成本增加,高校缺乏自主權(quán),及缺乏監(jiān)督機(jī)制的問(wèn)題。 第三部分：提出完善高校�？茖哟我婪ㄗ灾髡猩母镌圏c(diǎn)的對(duì)策思考。以期通過(guò)轉(zhuǎn)變招生管理理念,改變招生管理體制,減少高校及學(xué)生的招生成本,建立學(xué)業(yè)水平考試制度,進(jìn)一步擴(kuò)大高校招生自主權(quán),做好配套政策等作為完善高校專科層次自主招生的對(duì)策,以此推動(dòng)高校�？茖哟巫灾髡猩男乱惠啺l(fā)展。
[Abstract]:The pilot policy of independent enrollment of colleges and universities in Shanghai is the spirit of the Shanghai Education Commission in accordance with the Party Central Committee's requirement of "four pioneers" for Shanghai and the spirit of the Shanghai Education work Conference. The major college enrollment examination and admission reform test, in the field of education in Shanghai and all walks of life have produced a positive response, has been concerned by all parties. In the process of the reform of the national college entrance examination system, it also has a certain impact. However, as with all the new policies, the pilot policy of independent enrollment at the college level in Shanghai has encountered many difficult problems. The policy development can not achieve the expected results. This paper mainly uses the literature research method, comparative research method, policy analysis method, to Shanghai colleges and universities independent enrollment policy as the research object. This paper reviews the background and main contents of the experimental policy of autonomous enrollment at the college level in Shanghai, and probes into the main effects and problems of the policy of autonomous enrollment at the level of colleges and universities. On the basis of this, the paper discusses the direction of future reform, and puts forward some countermeasures for improvement and perfection in order to provide beneficial reference for the next round of reform. The article is divided into three parts: The first part describes the background and basic content of independent enrollment policy in colleges and universities. The second part: summarizes the achievements of the experimental policy of autonomous enrollment of colleges and universities in Shanghai, and analyzes the existing problems. After implementing the experimental policy of autonomous enrollment at the specialized level of colleges and universities, the society reflects positively. Public opinion resonated well and won the trust of the leaders of the Ministry of Education, the municipal party committee, the municipal government and the examinees, parents and society, but also exposed the problems of increasing enrollment costs, lack of autonomy of colleges and universities, and lack of supervision mechanism. The third part: put forward the countermeasures to improve the experimental reform of independent enrollment in colleges and universities in accordance with the law, in order to change the concept of enrollment management, change the enrollment management system, and reduce the enrollment costs of colleges and students. The establishment of the academic level examination system, the further expansion of the autonomy of college enrollment, and the making of supporting policies are taken as the countermeasures to perfect the independent enrollment of colleges and universities at the specialized level, so as to promote the new development of autonomous enrollment at the specialized level in colleges and universities.
