【摘要】：隨著經濟發(fā)展，高校的產學合作成為快速培養(yǎng)能夠適應社會發(fā)展的人才的途徑之一。美國作為現今發(fā)達的國家之一，其大學產學合作歷史悠久。美國大學的產學合作為其大學和經濟的發(fā)展做出了重大貢獻。本文對美國大學產學合作運行機制發(fā)展歷程進行介紹，闡述產學合作運行機制的三個要素（政府、大學、企業(yè)）之間的利益關系，并分析產學合作運行機制三要素之間的互動關系。鑒于美國產學合作的成功，對我國政府、企業(yè)和大學之間的合作互動及各方應如何做有著重要的現實意義。 本文以美國大學產學合作運行機制的三個要素（政府、企業(yè)和大學）為研究對象，本文會對產學合作中大學、企業(yè)和政府這三個主體相關行為的細節(jié)進行介紹，以產學合作運行機制三個主體（Who）——三者利益關系（Why）——三者如何做（How）為主線來論述美國大學產學合作的運行及三者間的互動。本文主要采取文獻研究法和比較研究法，圍繞美國大學產學合作發(fā)展歷程、產學合作三要素及其利益關系、產學合作外部保障之政府、產學合作外部保障之企業(yè)、產學合作主體——學校以及產學合作的實際成效進行介紹和分析，主要研究內容有以下幾個方面： 第一章主要對美國大學產學合作發(fā)展歷程進行介紹。這里把美國大學產學合作發(fā)展歷程分為六個階段，其中每個階段產學合作都有各自的特點：第一階段，，美國高校向多樣化發(fā)展，逐漸形成地方分權的管理體制，對產學合作有著重大影響。第二階段，政府與大學初步形成委任——代理式契約關系。第三階段，科研活動規(guī)模小，經費多由慈善機構和社會的捐助，側重應用研究和產品開發(fā)。第四階段，高等教育與國家安全建立聯系，開創(chuàng)大學與聯邦政府簽訂科研合同的新型關系，合作研究領域開始擴大。第五階段，研究型大學快速發(fā)展，國家與企業(yè)側重與研究型大學進行合作。第六階段，產學合作的投入側重經濟和生活品質有關的領域。經過介紹，我們會對美國大學產學合作有個整體了解。 第二章對美國大學產學合作三要素及其利益關系進行介紹。首先對產學合作運行機制三要素進行界定，然后分別對政府、企業(yè)和大學這三個要素為何實行產學合作以及實行產學合作對各自有何利益關系進行分析。這樣我們對美國大學產學合作的主體（Who）和利益關系（Why）有了了解。下面三章就著重對產學合作的三個要素——政府、企業(yè)和大學，分別對其怎么實行產學合作（How）詳細介紹。 第三章對美國大學產學合作外部保障之政府怎樣保障產學合作進行介紹。主要從兩方面介紹，一是政府從立法方面對產學合作提供法律支持，二是對大學提供資金，從而間接對產學合作提供了資金保障。政府通過一系列的措施推進了大學與企業(yè)的產學合作的進程。 第四章對美國大學產學合作運行外部保障之企業(yè)進行介紹。本章主要從三方面進行介紹，首先是對企業(yè)設立的相關部門推進產學合作進行介紹——提供了人員支持，然后對企業(yè)為產學合作提供基金進行介紹——提供了資金支持，最后企業(yè)在產學合作中為學生提供了實踐場所并對教學內容有所影響進行介紹——為學校提供合作動力。 第五章對美國大學產學合作運行主體——大學在產學合作中如何做進行介紹。主要從三方面進行介紹：首先是設立專門的組織結構——為產學合作提供相關服務，其次為了更好地產學合作學校在培養(yǎng)人才方面一些舉措——為產學合作提供所需人才，最后對學校在產學合作中的科學研究進行介紹——為產學合作提供技術支持。 第六章對美國大學產學合作的實際效果進行介紹，本章從三方面——政府、企業(yè)和大學，分別介紹產學合作的實際效果。
[Abstract]:With the development of economy, the scientific and technological cooperation of colleges and universities has become one of the ways to cultivate the talents that can adapt to the development of the society. As one of the most developed countries, the United States has a long history of scientific and technological cooperation. The scientific and technological cooperation of American universities has made a significant contribution to the development of its university and economy. This paper introduces the development of the operational mechanism of the cooperative mechanism of the American university, and expounds the relationship between the three elements (government, university and enterprise) of the operational mechanism of the production and learning, and analyzes the interaction between the three elements of the operational mechanism of the cooperative operation. In view of the success of American production cooperation, it is of great practical significance to the cooperation between the government, the enterprise and the university and how the parties should do so. The paper introduces and analyzes the practical results of the main body _ school and the production and learning cooperation of the industry and the production and learning cooperation. The main contents of this study are as follows: The first chapter mainly focuses on the development of the cooperative development of the American university. This paper introduces the three elements of the operational mechanism of the production and learning cooperation, and then the reasons why the three elements of the government, the enterprise and the university carry out the production and learning cooperation and the application of the production and learning cooperation to their respective interests. It's an analysis. That's why we're the subject of the American Academy of Sciences and the interest relationship. There is an understanding.
