從理念到實踐:我國“學(xué)分銀行”制度建設(shè)的模式與策略選擇

【摘要】:"學(xué)分銀行"制度的本質(zhì)是終身學(xué)習(xí)背景下學(xué)習(xí)成果認(rèn)證、轉(zhuǎn)換與積累制度。"學(xué)分銀行"制度建設(shè)的核心理念是終身學(xué)習(xí)、以學(xué)習(xí)者為中心和學(xué)習(xí)成果導(dǎo)向的理念。進(jìn)入21世紀(jì),隨著我國終身學(xué)習(xí)的發(fā)展和學(xué)習(xí)型社會的構(gòu)建,"學(xué)分銀行"制度建設(shè)從理念走向?qū)嵺`,我國不同區(qū)域開展了"學(xué)分銀行"制度建設(shè)的實踐探索。國際上在開展此項制度建設(shè)時,使用的名稱和建設(shè)的重點雖各不相同,但是主要有兩種模式,即基于國家資格框架的制度模式和非國家資格框架的制度模式。基于國際經(jīng)驗和我國的實踐,我國宜采用綜合模式,即從國家層面建立學(xué)習(xí)成果框架和標(biāo)準(zhǔn)體系,鼓勵機(jī)構(gòu)間通過協(xié)議開展學(xué)習(xí)成果認(rèn)證、積累與轉(zhuǎn)換。
[Abstract]:The essence of "credit bank" system is the system of attestation, transformation and accumulation of learning achievement under the background of lifelong learning, and the core idea of "credit bank" system construction is the idea of lifelong learning, learner-centered and learner-oriented. In the 21st century, with the development of lifelong learning and the construction of learning society, the construction of credit bank system has changed from concept to practice, and the practice exploration of credit bank system has been carried out in different regions of our country. In the international construction of this system, the names and emphases of the construction are different, but there are two main models, namely, the institutional model based on the national qualification framework and the system model based on the non-state qualification framework. Based on the international experience and the practice of our country, we should adopt the comprehensive model, that is, to establish the framework and standard system of learning results at the national level, and to encourage the institutions to carry out the certification, accumulation and transformation of learning results by agreement.
