甘肅省高等教育規(guī)模現(xiàn)狀、問(wèn)題與對(duì)策研究

【摘要】:1999年教育部出臺(tái)了《面向21世紀(jì)教育振興計(jì)劃》,同年召開的第三次全國(guó)教育工作會(huì)議確定了高等教育大發(fā)展的思路,自此,我國(guó)高等教育規(guī)模開始迅速擴(kuò)張。2002年高等教育毛入學(xué)率15%標(biāo)志著我國(guó)高等教育進(jìn)入大眾化階段,到2011年高等教育毛入學(xué)率已達(dá)到26.9%。 甘肅地處偏遠(yuǎn)的西北地區(qū),自然條件制約了經(jīng)濟(jì)發(fā)展的速度。近年來(lái),隨著西部大開發(fā)等一系列政策的提出,甘肅的經(jīng)濟(jì)較從前有了較快的發(fā)展,經(jīng)濟(jì)社會(huì)對(duì)高層次人才的需求與日俱增。 在此大背景下,甘肅的高等教育也得到了前所未有的發(fā)展,取得了很大的成績(jī)。然而,甘肅高等教育在規(guī)模不斷擴(kuò)張的同時(shí)也出現(xiàn)了一些列問(wèn)題,阻礙了高等教育的健康、可持續(xù)發(fā)展。本研究從分析甘肅高等教育規(guī)模現(xiàn)狀入手,找出甘肅高等教育規(guī)模發(fā)展中存在的問(wèn)題以及影響因素,對(duì)甘肅高等教育今后的發(fā)展提出相應(yīng)的對(duì)策。 本研究共分為四個(gè)部分:第一部分,闡述了相關(guān)的研究背景,處理研究的文獻(xiàn),提出研究的問(wèn)題、內(nèi)容、方法及可行性;第二部分,剖析甘肅高等教育規(guī),F(xiàn)狀和存在的主要問(wèn)題;第三部分,從政治、經(jīng)濟(jì)、社會(huì)、技術(shù)四個(gè)維度分析影響甘肅高等教育規(guī)模發(fā)展的各種因素;第四部分,對(duì)甘肅高等教育規(guī)模發(fā)展提出了5點(diǎn)建議:1.充分利用現(xiàn)有教育資源,科學(xué)合理籌措經(jīng)費(fèi),努力改善辦學(xué)條件;2.適度擴(kuò)張教育規(guī)模的同時(shí)注重教育質(zhì)量的提高,培養(yǎng)具有創(chuàng)新能力的高層次人才;3.嚴(yán)格執(zhí)行國(guó)家規(guī)定的高校學(xué)費(fèi)標(biāo)準(zhǔn),進(jìn)一步完善“獎(jiǎng)、貸、助、補(bǔ)、減”資助體系;4.加強(qiáng)師資隊(duì)伍建設(shè),提高教師整體水平:5.注重高等教育科類、層次、空間布局、以及辦學(xué)形式結(jié)構(gòu)的科學(xué)合理。
[Abstract]:In 1999, the Ministry of Education issued the "Plan for the Revitalization of Education for the 21st Century", and the third National Conference on Education held in the same year decided on the ideas for the great development of higher education, and since then, The gross enrolment rate of higher education in China began to expand rapidly in 2002. The gross enrolment rate of higher education in China reached 26.9% in 2011, indicating that China's higher education has entered the stage of popularization in 2002. Gansu is located in the remote northwest region, natural conditions restrict the speed of economic development. In recent years, with the development of the western region and a series of policies, the economy of Gansu has developed faster than before, and the demand for high-level talents is increasing day by day. In this context, Gansu higher education has also been unprecedented development, has made great achievements. However, as the scale of higher education in Gansu is expanding, there are also some problems, which hinder the healthy and sustainable development of higher education. This study begins with the analysis of the current situation of higher education in Gansu Province, finds out the existing problems and influencing factors in the development of higher education scale in Gansu Province, and puts forward corresponding countermeasures for the future development of higher education in Gansu Province. This research is divided into four parts: the first part, elaborated the related research background, dealt with the research literature, proposed the research question, the content, the method and the feasibility; the second part, The third part, from the political, economic, social and technological dimensions of the analysis of the impact of Gansu higher education scale development of various factors; part four, This paper puts forward five suggestions on the development of higher education scale in Gansu Province: 1. Make full use of existing educational resources, raise funds scientifically and rationally, and strive to improve the conditions for running schools. At the same time, we should pay attention to the improvement of education quality, and cultivate high level talents with innovative ability. Strictly implement the standard of tuition fees set by the state, and further improve the "award, loan, aid, supplement, subtraction" funding system. Strengthen the construction of the contingent of teachers, improve the overall level of teachers: 5. 5. Pay attention to the higher education subject category, the level, the space layout, as well as the school form structure scientific and reasonable.
