基于以人為本理念下的校園突發(fā)事件應(yīng)對與處置機(jī)制研究

【摘要】:由于我國正處于社會轉(zhuǎn)型期,政治、經(jīng)濟(jì)、自然、人為等各種不確定因素的存在,,致使近年來我國校園突發(fā)事件頻發(fā),給學(xué)校、家庭、社會造成不同程度的負(fù)面影響。這些校園突發(fā)事件都是以人為主體發(fā)生發(fā)展的。因此,本人認(rèn)為,在校園突發(fā)事件的預(yù)防、預(yù)警、應(yīng)對和處置上,關(guān)注“人”的研究,至關(guān)重要。這有利于預(yù)防校園突發(fā)事件的發(fā)生,降低危害,有利于促進(jìn)師生的全面發(fā)展,有利于學(xué)校的可持續(xù)發(fā)展,還有利于我國教育事業(yè)的發(fā)展。 本文通過對校園突發(fā)事件應(yīng)對與處置機(jī)制研究文獻(xiàn)的梳理,尋找校園突發(fā)事件應(yīng)對與處置機(jī)制的理論根基。在此基礎(chǔ)上,從校園突發(fā)事件的概念、特點(diǎn)、類型以及校園突發(fā)事件應(yīng)對與處置機(jī)制的概念方面進(jìn)行理論描述;通過對國內(nèi)、國外現(xiàn)有的校園突發(fā)事件的應(yīng)對與處置機(jī)制的整理、概括、分析,從理論上分析我國校園突發(fā)事件形成的深層原因和現(xiàn)有校園突發(fā)事件應(yīng)對與處置機(jī)制的現(xiàn)狀與發(fā)展。然后,在“以人為本”理念視角下,討論校園突發(fā)事件應(yīng)對與處置機(jī)制的特征要求和可操作性,提出“以人為本”視角下的校園突發(fā)事件應(yīng)對與處置機(jī)制的基本思路和對策,即通過預(yù)防機(jī)制、處理機(jī)制、善后機(jī)制三個環(huán)節(jié),完善的組織機(jī)制、及時的信息溝通、良好的教育心理環(huán)境、正確的現(xiàn)場處置程序、科學(xué)的處置方法五個方面,實(shí)現(xiàn)“以人為本”理念下校園突發(fā)事件的應(yīng)對與處置機(jī)制的可操作性,促進(jìn)校園突發(fā)事件應(yīng)對與處置從經(jīng)驗(yàn)型管理向科學(xué)型管理轉(zhuǎn)變,更好地解決事件,消除負(fù)面影響,促進(jìn)師生的全面發(fā)展。
[Abstract]:Due to the existence of various uncertain factors, such as politics, economy, nature, man, etc, our country is in the period of social transformation, which leads to the frequent occurrences of campus emergencies in recent years, which causes negative effects to schools, families and society to varying degrees. These campus emergencies all take the person as the main body to take place the development. Therefore, I think, in the campus emergency prevention, early warning, response and treatment, attention to "people" research, is very important. This is conducive to the prevention of campus emergencies, the reduction of harm, the promotion of the all-round development of teachers and students, the sustainable development of schools, and the development of education in China. Through combing the research literature of campus emergency response and disposal mechanism, this paper seeks the theoretical foundation of campus emergency response and disposal mechanism. On this basis, from the campus emergency concept, characteristics, types and campus emergency response and handling mechanism of the concept of theoretical description; through the domestic, This paper summarizes, analyzes and theoretically analyzes the deep causes of the formation of campus emergencies in China and the present situation and development of the existing coping and handling mechanisms of campus emergencies. Then, from the perspective of "people-oriented" concept, this paper discusses the characteristic requirements and maneuverability of campus emergency response and handling mechanism, and puts forward the basic ideas and countermeasures of campus emergency response and disposal mechanism under the "people-oriented" perspective. That is, through the prevention mechanism, the handling mechanism, the rehabilitation mechanism three links, the perfect organization mechanism, the timely information communication, the good educational psychological environment, the correct spot disposal procedure, the scientific disposal method five aspects, To realize the maneuverability of the coping and handling mechanism of campus emergencies under the concept of "people-oriented", to promote the transition from experiential management to scientific management, so as to better solve the incidents and eliminate the negative effects. To promote the all-round development of teachers and students.
