【摘要】：當(dāng)前，我國廉政制度文化建設(shè)已然深入人心，黨和國家領(lǐng)導(dǎo)人曾多次強(qiáng)調(diào)要加強(qiáng)黨風(fēng)廉政建設(shè)，這也是廣大領(lǐng)導(dǎo)干部和人民群眾始終關(guān)心的緊迫問題。高校作為培養(yǎng)社會(huì)主義建設(shè)接班人的重要陣地，更應(yīng)加強(qiáng)廉政制度文化建設(shè)，加快廉政文化在高校的蓬勃發(fā)展，為高校改革發(fā)展提供有力保證。 廉政制度文化建設(shè)是廉政文化的主要內(nèi)容，是高校扎實(shí)推進(jìn)廉潔教育的重要環(huán)節(jié)。高校廉政制度文化建設(shè)應(yīng)當(dāng)以廉政教育為核心，樹立牢固的廉政思想理念并引導(dǎo)高校教職員工崇清廉、守法紀(jì)。高校是社會(huì)主義先進(jìn)文化的主要陣地，更是社會(huì)正能量的重要發(fā)源地。在新形勢(shì)下，深入地研究和探索高校廉政制度文化建設(shè)問題，，對(duì)于豐富高校廉政文化建設(shè)的理論體系，推進(jìn)高校實(shí)現(xiàn)又好又快發(fā)展有著重要的理論意義和現(xiàn)實(shí)意義。 近幾年來我國高校廉政制度建設(shè)雖有顯著成效，但高校腐敗現(xiàn)象仍是屢禁不止，廉政制度文化建設(shè)的問題日益凸顯。本文在歸納總結(jié)國內(nèi)外學(xué)者的研究成果的基礎(chǔ)上，通過闡述高校廉政制度文化的基本理論和分析高校實(shí)際情況提出高校廉政制度文化建設(shè)存在的問題及問題產(chǎn)生的原因，繼而根據(jù)存在的問題及原因通過前人先進(jìn)廉政制度文化建設(shè)的借鑒和啟示探索出我國高校廉政制度文化建設(shè)應(yīng)加強(qiáng)高校廉政制度文化建設(shè)教育構(gòu)筑思想道德防線，落實(shí)反腐倡廉教育與制度并重的制度化體系，建立健全廉政制度的監(jiān)督機(jī)制和預(yù)防體系，加強(qiáng)職業(yè)道德和師生行為規(guī)范的制度建設(shè)，健全和完善責(zé)任追究制度和制度保障體系，加強(qiáng)廉政制度文化宣傳營建良好的校園氛圍。
[Abstract]:At present, the cultural construction of clean government system in our country has been deeply rooted in the hearts of the people. Party and state leaders have repeatedly stressed the need to strengthen the building of a clean and honest party, which is also an urgent issue that the broad masses of leading cadres and the people are always concerned about. As an important position for cultivating successors of socialist construction, colleges and universities should strengthen the cultural construction of clean government system and speed up the vigorous development of clean government culture in colleges and universities. The construction of clean government system is the main content of clean government culture and the important link of promoting clean education in colleges and universities. The cultural construction of clean government system in colleges and universities should take clean government education as the core, set up a firm idea of clean government, and guide the teaching staff in colleges and universities to worship honesty and observe the law and discipline. Colleges and universities are the main position of socialist advanced culture and the important birthplace of social positive energy. Under the new situation, to deeply study and explore the cultural construction of clean government system in colleges and universities, to enrich the theoretical system of the cultural construction of clean government in colleges and universities, It is of great theoretical and practical significance to promote the sound and rapid development of colleges and universities. In recent years, although the construction of clean government system in colleges and universities in China has achieved remarkable results, corruption in colleges and universities is still prohibited despite repeated prohibitions. The problem of cultural construction of clean government system is becoming more and more prominent. On the basis of summing up the research results of scholars at home and abroad, this paper expounds the basic theory of the system culture of clean government in colleges and universities and analyzes the actual situation of colleges and universities, and points out the problems and causes of the problems in the construction of the system of clean government system in colleges and universities. Then, according to the existing problems and reasons, through the reference and inspiration of the predecessors' advanced clean government system culture construction, this paper explores that the cultural construction of clean government system in colleges and universities in our country should strengthen the education of the clean government system culture construction in colleges and universities to build the ideological and moral defense line. We should implement an institutionalized system that pays equal attention to education and system in combating corruption and advocating integrity, establish and improve the supervision and prevention system of the clean and honest administration system, strengthen the institutional construction of professional ethics and the norms of conduct of teachers and students, and improve and perfect the accountability system and the system guarantee system. Strengthen the cultural propaganda of clean government system and build a good campus atmosphere.
