【摘要】：大學(xué)章程是現(xiàn)代大學(xué)制度重要組成部分。通過(guò)對(duì)我國(guó)7所"985工程"高校章程有關(guān)內(nèi)部政治權(quán)與行政權(quán)、學(xué)術(shù)權(quán)、師生民主管理及監(jiān)督權(quán)進(jìn)行對(duì)比解析發(fā)現(xiàn),我國(guó)大學(xué)內(nèi)部治理存在如下問(wèn)題:黨委政治領(lǐng)導(dǎo)權(quán)與校長(zhǎng)行政權(quán)在現(xiàn)實(shí)運(yùn)行中存在沖突、教師學(xué)術(shù)權(quán)難以充分發(fā)揮、師生民主管理和監(jiān)督權(quán)有待提高。針對(duì)這些問(wèn)題,可以通過(guò)厘清政治權(quán)與行政權(quán)關(guān)系、完善制度保證教師學(xué)術(shù)權(quán)力的行使、創(chuàng)新方式方法保障師生民主管理和監(jiān)督權(quán)的發(fā)揮等措施來(lái)破解我國(guó)大學(xué)內(nèi)部治理的困境。
[Abstract]:The university charter is an important part of the modern university system. Through the comparative analysis of the internal political power, the administrative power, the academic power, the teacher-student democratic management and the supervisory power of the statutes of the "985 Project" of 7 universities in China, the author finds out that, The internal governance of universities in China has the following problems: the conflict between the political leadership of the Party committee and the executive power of the president in reality, the difficulty of giving full play to the academic power of teachers and students, and the need to improve the democratic management and supervision power of teachers and students. In view of these problems, by clarifying the relationship between political power and administrative power, we can improve the system to ensure the exercise of teachers' academic power. Innovative ways and means to ensure democratic management and supervision of teachers and students to solve the difficulties of internal governance of universities in China.
