山東航天電子技術(shù)所EMC試驗(yàn)室建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:電磁兼容性檢測(cè)技術(shù)是近年來(lái)的新興技術(shù),在航天、航空及武器裝備等高端領(lǐng)域電子產(chǎn)品上需求大,由于它擁有起點(diǎn)高、標(biāo)準(zhǔn)高、技術(shù)含量高、對(duì)管理人員要求高的四大特點(diǎn),而且建設(shè)投資較大,是檢測(cè)領(lǐng)域重中之重的建設(shè)項(xiàng)目。山東航天電子技術(shù)研究所2015年6月開始建設(shè)EMC試驗(yàn)室,此建設(shè)項(xiàng)目要耗費(fèi)大量資金、物力和人力等寶貴資源,且一旦建成,難于更改,項(xiàng)目建成投入運(yùn)行后在確保滿足科研生產(chǎn)研制需的同時(shí),在經(jīng)濟(jì)領(lǐng)域?qū)嵤┰擁?xiàng)目可以得到巨大的效益回饋,項(xiàng)目管理成功的很重要的一條原因就是對(duì)風(fēng)險(xiǎn)進(jìn)行有效、全面的識(shí)別并采取了現(xiàn)實(shí)可行的措施,因此對(duì)項(xiàng)目的風(fēng)險(xiǎn)管理研究尤為重要。本文遵循全面風(fēng)險(xiǎn)管理理論對(duì)山東航天電子技術(shù)研究所EMC試驗(yàn)室建設(shè)項(xiàng)目進(jìn)行了風(fēng)險(xiǎn)管理研究,通過(guò)定性定量分析,識(shí)別出本項(xiàng)目的風(fēng)險(xiǎn)分為技術(shù)風(fēng)險(xiǎn)、投資風(fēng)險(xiǎn)、合法性風(fēng)險(xiǎn)、人員風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、資金風(fēng)險(xiǎn)、安全風(fēng)險(xiǎn)、質(zhì)量風(fēng)險(xiǎn)、腐敗風(fēng)險(xiǎn)、責(zé)任風(fēng)險(xiǎn)、成本風(fēng)險(xiǎn)等,評(píng)估出本項(xiàng)目整體風(fēng)險(xiǎn)水平為一般,項(xiàng)目可以按計(jì)劃實(shí)施,確定出關(guān)鍵風(fēng)險(xiǎn)因素并提出了防范對(duì)策,具有能夠使項(xiàng)目管理者能夠比較清楚地了解項(xiàng)目整體風(fēng)險(xiǎn)水平、了解影響項(xiàng)目的關(guān)鍵風(fēng)險(xiǎn)因素、從而實(shí)施有效的風(fēng)險(xiǎn)管理的現(xiàn)實(shí)意義。提出了建立專門的管理機(jī)構(gòu)、將風(fēng)險(xiǎn)點(diǎn)納入項(xiàng)目流程、增強(qiáng)管理人員的風(fēng)險(xiǎn)意識(shí)、啟動(dòng)項(xiàng)目風(fēng)險(xiǎn)保險(xiǎn)、加強(qiáng)試驗(yàn)室專家人才的培養(yǎng)、建立風(fēng)險(xiǎn)管理信息系統(tǒng)、對(duì)建設(shè)方案比較論證和評(píng)審、加強(qiáng)試驗(yàn)室文件的管理、建立問(wèn)題快速響應(yīng)機(jī)制等具體的防范建議,對(duì)于確保本項(xiàng)目的高效、健康運(yùn)行,有著重要的促進(jìn)和保證作用。本文共分為七個(gè)部分。第一部分前言,闡述了本文的選題背景、研究意義以及研究的技術(shù)路線:第二部分,梳理了建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理的內(nèi)涵、基本程序等,并對(duì)風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)價(jià)使用的各類工具的基本原理和優(yōu)缺點(diǎn)進(jìn)行了比較,重點(diǎn)介紹了專家調(diào)查打分法和模糊綜合評(píng)判的基本原理和步驟;第三部分,對(duì)本建設(shè)項(xiàng)目的背景概況進(jìn)行了說(shuō)明;第四部分和第五部分是本文的主體部分,分析本項(xiàng)目的風(fēng)險(xiǎn)來(lái)源,采用工作結(jié)構(gòu)分解法和德爾菲法相結(jié)合的方法識(shí)別出各階段項(xiàng)目風(fēng)險(xiǎn)因素,構(gòu)建了項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)的指標(biāo)體系,利用專家調(diào)查打分法和模糊綜合評(píng)價(jià)法對(duì)識(shí)別出來(lái)的風(fēng)險(xiǎn)因素進(jìn)行了定性和定量評(píng)價(jià),對(duì)項(xiàng)目整體的風(fēng)險(xiǎn)進(jìn)行判定,并找出關(guān)鍵風(fēng)險(xiǎn)因素。第六部分,在風(fēng)險(xiǎn)識(shí)別和評(píng)價(jià)的基礎(chǔ)上,針對(duì)項(xiàng)目各階段的關(guān)鍵風(fēng)險(xiǎn)因素制定了實(shí)際可行的應(yīng)對(duì)策略;第七部分,總結(jié)全文,提出展望。
[Abstract]:Electromagnetic compatibility (EMC) testing technology is a new technology in recent years. It has a high demand for electronic products in high-end fields such as aerospace, aviation and weaponry. Because of its high starting point, high standards, high technology content and high requirements for management personnel,And the construction investment is big, is the most important construction project in the inspection field.In June 2015, Shandong Aerospace Electronics Technology Research Institute began to build the EMC laboratory. This construction project will cost a lot of valuable resources, such as money, material resources and manpower, and once completed, it will be difficult to change.After the project is completed and put into operation, the project can be implemented in the economic field at the same time to ensure that it meets the needs of scientific research and production research and development. One of the important reasons for the success of project management is to effectively carry out the risk.Comprehensive identification and practical measures have been taken, so the risk management research of the project is particularly important.According to the comprehensive risk management theory, this paper studies the risk management of the EMC laboratory construction project of Shandong Aerospace Electronics Technology Research Institute. By qualitative and quantitative analysis, the risk of the project is identified as technical risk and investment risk.Legitimacy risk, personnel risk, management risk, capital risk, safety risk, quality risk, corruption risk, responsibility risk, cost risk, etc.It is of practical significance to identify the key risk factors and put forward preventive measures, which can enable the project manager to understand the overall risk level of the project clearly and the key risk factors that affect the project, so as to implement effective risk management.It is proposed to establish a special management organization to incorporate risk points into the project process, to enhance the risk awareness of managers, to start project risk insurance, to strengthen the training of laboratory experts, and to establish a risk management information system.The concrete preventive suggestions, such as comparing and evaluating the construction scheme, strengthening the management of laboratory documents and establishing the quick response mechanism of problems, play an important role in promoting and ensuring the efficient and healthy operation of the project.This paper is divided into seven parts.The first part introduces the background of the topic, the significance of the research and the technical route of the research: the second part, combing the connotation of construction project risk management, basic procedures, etc.The basic principles, advantages and disadvantages of all kinds of tools used in risk identification and risk assessment are compared, and the basic principles and steps of expert investigation scoring method and fuzzy comprehensive evaluation are emphatically introduced.The background of the construction project is described. The fourth and fifth parts are the main part of this paper, the risk source of the project is analyzed.The project risk factors are identified by the combination of work structure decomposition method and Delphi method, and the index system of project risk evaluation is constructed.By using the expert survey scoring method and fuzzy comprehensive evaluation method, the identified risk factors are evaluated qualitatively and quantitatively, the overall risk of the project is judged, and the key risk factors are found out.The sixth part, on the basis of risk identification and evaluation, formulates practical and feasible coping strategies for key risk factors in each stage of the project; the seventh part summarizes the full text and puts forward the prospect.
