高等學(xué)校內(nèi)部“學(xué)術(shù)特區(qū)”建設(shè)研究

【摘要】:我國(guó)高等學(xué)校承擔(dān)著科教興國(guó)和人才強(qiáng)國(guó)的雙重使命,是國(guó)家創(chuàng)新體系的重要組成部分,在建設(shè)創(chuàng)新型國(guó)家中具有不可替代的作用。“學(xué)術(shù)特區(qū)”建設(shè)作為我國(guó)高等學(xué)校內(nèi)部管理體制改革、科研組織創(chuàng)新的新路徑,對(duì)我國(guó)建設(shè)世界一流大學(xué)、引進(jìn)和培養(yǎng)領(lǐng)軍人才有著重要的意義。 通過借鑒設(shè)立“經(jīng)濟(jì)特區(qū)”促進(jìn)了中國(guó)經(jīng)濟(jì)騰飛的經(jīng)驗(yàn),將其理論依據(jù)移植到“學(xué)術(shù)特區(qū)”的建設(shè)上來,歸納了“學(xué)術(shù)特區(qū)”的定義、特點(diǎn)、功能定位及運(yùn)行機(jī)制,我們了解到:將“學(xué)術(shù)特區(qū)”建設(shè)的“試驗(yàn)性”、“示范性”和“帶動(dòng)性”功能來影響我國(guó)高校管理體制改革的創(chuàng)新,,把握了學(xué)校自身的特色優(yōu)勢(shì)學(xué)科與新興學(xué)科的交叉,建立起一種能讓引進(jìn)的高層次人才充分發(fā)揮作用的體制機(jī)制,從而使得他們一直保持處于學(xué)術(shù)前沿的研究狀態(tài)。 在高校深入貫徹落實(shí)科學(xué)發(fā)展觀、引領(lǐng)高水平學(xué)科發(fā)展、培養(yǎng)高水平科研團(tuán)隊(duì)及提升高校學(xué)術(shù)研究影響力的推動(dòng)下,我國(guó)高校內(nèi)部“學(xué)術(shù)特區(qū)”建設(shè)取得了比較顯著的成效,引進(jìn)和培養(yǎng)了一大批高層次學(xué)術(shù)人才,取得了一些高水平、高效率的研究成果。但與此同時(shí),我們也應(yīng)該清醒的認(rèn)識(shí)到,高校在“學(xué)術(shù)特區(qū)”建設(shè)的過程中也存在著許多不容忽視的問題,如“學(xué)術(shù)特區(qū)”建設(shè)的總體規(guī)劃有待加強(qiáng)、管理機(jī)制有待完善、成員的團(tuán)隊(duì)協(xié)助意識(shí)缺乏、建設(shè)環(huán)境有待優(yōu)化等。 以美國(guó)洛斯阿拉莫斯國(guó)家實(shí)驗(yàn)室和英國(guó)劍橋大學(xué)卡文迪許實(shí)驗(yàn)室這兩個(gè)國(guó)際領(lǐng)先的學(xué)術(shù)研究機(jī)構(gòu)作為案例研究對(duì)象,為我國(guó)高校新型的科研組織“學(xué)術(shù)特區(qū)”的建設(shè)提供了參考與借鑒:在運(yùn)行管理模式上,給予更多的自主權(quán);在交叉學(xué)科研究上,形成多方聯(lián)合的局面;在人才培養(yǎng)方式上,構(gòu)建學(xué)習(xí)型組織文化;在對(duì)外交流與科研合作上,形成虛擬組織。 最后,對(duì)我國(guó)高校內(nèi)部“學(xué)術(shù)特區(qū)”建設(shè)路徑做了一些探索,分析認(rèn)為:要以“學(xué)術(shù)特區(qū)”建設(shè)為載體和紐帶,創(chuàng)新科研組織結(jié)構(gòu)和管理方式,將有限資源集中在具有輻射效應(yīng)和應(yīng)用前景的“學(xué)術(shù)特區(qū)”上。
[Abstract]:Colleges and universities in our country undertake the dual mission of rejuvenating the country through science and education and strengthening the country by talents, and are an important part of the national innovation system. The construction of "academic special zone", as a new way to reform the internal management system and the innovation of scientific research organization, is an irreplaceable role in the construction of an innovative country. It is of great significance to introduce and train leaders. By drawing lessons from the experience that the establishment of "special economic zones" promoted China's economic development, the theoretical basis was transplanted to the construction of "academic special zones", and the definition, characteristics, functional orientation and operation mechanism of "special economic zones" were summarized. We have learned that the "experimental", "exemplary" and "belt" functions of the construction of the "academic special zone" will affect the innovation of the reform of the management system of our country's universities, and grasp the intersection between the special advantages of the school itself and the emerging disciplines. An institutional mechanism should be set up to enable the high-level talents to play their full role, so that they can keep their research status at the forefront of the academic field. With the promotion of carrying out the scientific development concept, leading the development of high-level disciplines, cultivating high-level scientific research teams and promoting the influence of academic research in colleges and universities, the construction of "academic special zones" in colleges and universities in China has achieved remarkable results. A large number of high-level academic talents have been introduced and trained, and some high level and high efficiency research results have been achieved. But at the same time, we should also be soberly aware that, There are also many problems that can not be ignored in the process of the construction of "academic special zones" in colleges and universities. For example, the overall planning of the construction of "academic special zones" needs to be strengthened, the management mechanism needs to be improved, and the members' sense of team assistance is lacking. The construction environment needs to be optimized. Taking Los Alamos National Laboratory in the United States and Cavendish Laboratory of Cambridge University in the United Kingdom as the case study subjects, It provides a reference for the construction of "academic special zone", a new type of scientific research organization in colleges and universities in our country: giving more autonomy in the mode of operation and management, forming a situation of multi-party union in the research of interdiscipline, and the way of training talents. Construct learning organization culture and form virtual organization in foreign exchange and scientific research cooperation. Finally, this paper makes some explorations on the construction path of "academic special zone" in colleges and universities in our country. The author thinks that the construction of "academic special zone" should be regarded as the carrier and link, and the organizational structure and management mode of scientific research should be innovated. Concentrate the limited resources on the "special academic zone" with radiation effect and application prospect.
