【摘要】：我國(guó)高校黨委書(shū)記是具有中國(guó)特色的獨(dú)有職務(wù),是高校的高層管理者、黨委的核心領(lǐng)導(dǎo)者。隨著高等教育管理思想的不斷發(fā)展,高校的管理思想逐漸從傳統(tǒng)管理邁向了現(xiàn)代治理。高校治理需要各方面的成員參與其中,其中黨委書(shū)記是非常重要的領(lǐng)頭人。黨委書(shū)記作為高校的重要決策者,對(duì)高校的發(fā)展起到了不可或缺的作用。高等教育法只是宏觀規(guī)定了黨委書(shū)記的主要職責(zé),但是對(duì)于黨委書(shū)記在高校治理中實(shí)際負(fù)責(zé)哪些事務(wù)未有詳細(xì)規(guī)定。在這種形勢(shì)下,黨委書(shū)記的角色研究應(yīng)運(yùn)而生,探究黨委書(shū)記在實(shí)際高校治理中扮演何種角色成為此研究的主要的目的。本文主要采用了調(diào)查問(wèn)卷法和訪談法,通過(guò)查閱黨委書(shū)記相關(guān)文獻(xiàn),分析調(diào)查問(wèn)卷得出黨委書(shū)記的工作內(nèi)容、角色類型以及核心角色,并提出了完善黨委書(shū)記角色的建議。本文主要研究大學(xué)治理視角下的黨委書(shū)記的角色,全文共分為六章：第一章,主要介紹了選題的背景、研究目的和研究意義以及相關(guān)的文獻(xiàn)綜述。第二章到第五章介紹了治理和治理結(jié)構(gòu)的相關(guān)概念,并運(yùn)用因子分析,提取4個(gè)主因子,將黨委書(shū)記角色分為政治權(quán)力代言人、行政管理者、溝通協(xié)調(diào)者以及高校決策者四類。在大學(xué)治理視角下,分析黨委書(shū)記的核心角色和非核心角色,并得出黨委書(shū)記的核心角色是政治權(quán)力代言人以及高校決策者；非核心角色是行政管理者以及溝通協(xié)調(diào)者。最后一章通過(guò)黨委書(shū)記的角色劃分,提出了重視黨委書(shū)記核心角色的體現(xiàn),減少非核心角色扮演的建議。
[Abstract]:The Party Secretary of Chinese universities is a unique position with Chinese characteristics. He is the senior manager of the university and the core leader of the Party committee. With the development of the thought of higher education management. The management thought of colleges and universities has gradually moved from the traditional management to the modern governance. The university governance needs the participation of members from various aspects, among which the Party committee secretary is a very important leader. The party secretary is an important decision maker in colleges and universities. It plays an indispensable role in the development of colleges and universities. The higher Education Law only stipulates the main duties of the Party secretary. However, there is no detailed regulation on what the Party secretary is actually responsible for in the administration of the university. In this situation, the role of the party secretary came into being. The main purpose of this study is to explore what role Party secretary plays in the administration of colleges and universities. This paper mainly adopts questionnaire and interview method to consult the relevant documents of Party committee secretary. This paper analyzes the questionnaire to get the job content, role type and core role of party secretary, and puts forward some suggestions to improve the role of party secretary. This paper mainly studies the role of party secretary from the perspective of university governance. The full text is divided into six chapters: the first chapter mainly introduces the background of the topic the purpose and significance of the research as well as the related literature review. Chapter II to 5th introduces the governance and governance structure related concepts. Using factor analysis, four main factors are extracted, and the role of party secretary is divided into four categories: spokesman of political power, administrative manager, communication coordinator and decision maker. This paper analyzes the core role and non-core role of Party committee secretary, and concludes that the key role of party secretary is the spokesman of political power and the decision maker in colleges and universities. The last chapter puts forward some suggestions on how to pay attention to the core role of the Party secretary and reduce the non-core role through the division of the role of the Party secretary.
