【摘要】：2003年,黨中央國(guó)務(wù)院召開了新中國(guó)成立以來(lái)第一次全國(guó)人才工作會(huì)議,提出了新世紀(jì)新階段的人才強(qiáng)國(guó)戰(zhàn)略。而在我國(guó)由人力資源大國(guó)向人才強(qiáng)國(guó)轉(zhuǎn)變的過(guò)程中,高端人才是決定勝負(fù)成敗的重中之重。高端人才是決定社會(huì)文明進(jìn)步、人民富裕幸福、國(guó)家繁榮昌盛的重要推動(dòng)力量,是當(dāng)代綜合國(guó)力競(jìng)爭(zhēng)的首要條件,是我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的第一資源。因此,本文從高校內(nèi)部管理的角度出發(fā),利用文獻(xiàn)研究法、個(gè)案研究法、數(shù)理統(tǒng)計(jì)方法進(jìn)行系統(tǒng)研究。通過(guò)以遼寧省的兩所研究型大學(xué)-東北大學(xué)和大連理工大學(xué)為例,對(duì)研究型大學(xué)高端人才隊(duì)伍的建設(shè)進(jìn)行個(gè)案研究,旨在為我國(guó)其他研究型大學(xué)高端人才隊(duì)伍的建設(shè)提供可借鑒的對(duì)策和建議。本文共分五個(gè)部分：第一章,主要闡述本研究的目的和意義。對(duì)現(xiàn)有研究成果進(jìn)行梳理與總結(jié)；第二章,主要介紹研究型大學(xué)的高端人才,研究其基本概念內(nèi)涵、理論基礎(chǔ)、指導(dǎo)意義以及衡量的指標(biāo)和標(biāo)準(zhǔn)；第三章,主要以遼寧省為例對(duì)研究型大學(xué)高端人才隊(duì)伍建設(shè)的現(xiàn)狀進(jìn)行具體的案例分析并指出其存在的問(wèn)題及產(chǎn)生的原因；第四章,針對(duì)我國(guó)研究型大學(xué)高端人才隊(duì)伍建設(shè)提出改進(jìn)與加強(qiáng)的對(duì)策建議；第五章,為本研究的結(jié)論部分及研究的不足之處。本文的主要?jiǎng)?chuàng)新之出在于：首先,從高校內(nèi)部管理的角度入手,探索遼寧省研究型大學(xué)高端人才隊(duì)伍的建設(shè),選題角度立足學(xué)術(shù)前沿；其次,在界定研究型大學(xué)高端人才基本內(nèi)涵的基礎(chǔ)上,以人力資本理論及人才金字塔理論作為本研究的重要理論基礎(chǔ),探究了遼寧省研究型大學(xué)高端人才隊(duì)伍建設(shè)現(xiàn)狀、提出了遼寧省研究型大學(xué)高端人才隊(duì)伍建設(shè)的對(duì)策建議,體現(xiàn)研究?jī)?nèi)容的創(chuàng)新；再次,采用案例分析的方法,以遼寧省研究型大學(xué)為個(gè)案進(jìn)行研究,實(shí)現(xiàn)了研究方法創(chuàng)新。
[Abstract]:In 2003, the CPC Central Committee and the State Council held the first national talent work conference since the founding of the people's Republic of China. This paper puts forward the strategy of strengthening the country by talents in the new century and new stage, and in the process of our country's transition from a large country of human resources to a powerful country of talent. High-end talent is the key to success or failure. High-end talent is an important driving force that determines the progress of social civilization, people's prosperity and happiness, national prosperity and prosperity, and is the primary condition for the competition of modern comprehensive national strength. It is the first resource of our country's economic and social development. Therefore, from the point of view of internal management of colleges and universities, this paper makes use of the literature research method and the case study method. Through the two research universities in Liaoning Province-Northeast University and Dalian University of Technology as examples, the construction of high-end research university talent team was studied. The purpose of this paper is to provide some countermeasures and suggestions for the construction of high-end talents in other research universities in China. This paper is divided into five parts: chapter one. The purpose and significance of this study are expounded, and the existing research results are summarized. The second chapter mainly introduces the high-end talents of the research university, studies its basic concept connotation, the theoretical foundation, the guiding significance, as well as the measurement index and the standard; The third chapter mainly takes Liaoning Province as an example to carry on the concrete case analysis to the research university high-end talented person troop construction present situation and points out its existence question and the reason; Chapter 4th, aiming at our country research university high-end talented person troop construction puts forward the improvement and the enhancement countermeasure suggestion; The main innovation of this paper lies in: first of all, from the perspective of internal management of colleges and universities, explore the construction of high-end talent team of research universities in Liaoning Province. The angle of selecting the topic is based on the academic frontier; Secondly, on the basis of defining the basic connotation of high-end talents in research universities, the theory of human capital and the theory of talent pyramid are taken as the important theoretical basis of this study. This paper probes into the present situation of the construction of high-end talents in the research universities of Liaoning Province, puts forward the countermeasures and suggestions for the construction of the high-end talents in the research universities of Liaoning Province, and embodies the innovation of the research contents. Thirdly, using the case analysis method, taking Liaoning research university as the case study, realized the research method innovation.
