開放教育資源:實現(xiàn)全民教育的有效手段——2007國際開放與遠程教育理事會常設(shè)校長會議綜述

【摘要】:在終身學(xué)習(xí)背景下,把開放教育資源(OER)作為提高和擴大高等教育的參與程度、賦予學(xué)習(xí)者真正自主學(xué)習(xí)的權(quán)利、實現(xiàn)全民教育的有效手段,已經(jīng)成為當前遠程教育領(lǐng)域的新理念和新趨勢,得到了聯(lián)合國教科文組織(UNESCO)、國際開放與遠程教育理事會(ICDE)、休利特基金會(Hewlett Foundation)等機構(gòu)和歐美各國遠程教育界的積極支持。今年在荷蘭開放大學(xué)舉行的國際開放與遠程教育理事會常設(shè)校長會議,就是以此為主題而召開的一次高層論壇,本刊記者有幸隨上海電視大學(xué)校長一行參會,概括并總結(jié)了本次會議的主要內(nèi)容,以期對我國遠程教育工作者有所裨益。
[Abstract]:In the context of lifelong learning, open education resources are regarded as an effective means to improve and expand the participation of higher education, to give learners the right to truly autonomous learning, and to realize education for all.It has become a new concept and trend in the field of distance education, and has been actively supported by UNESCO, the International Council for Open and distance Education, the Hewlett Foundation and other organizations, as well as the European and American distance education circles.This year's meeting of the permanent Presidents of the International Council for Open and distance Education, held at the Open University of the Netherlands, was a high-level forum held on this theme. Our reporter had the honour to attend the meeting with the president of Shanghai Television University and his entourage.The main contents of this conference are summarized and summarized in order to benefit our distance education workers.
