縣域教育和諧發(fā)展指標(biāo)研究

【摘要】: 2002年11月,黨的十六大明確提出了“社會(huì)更加和諧”的發(fā)展要求!昂椭C社會(huì)”的提出,說明我們國家已經(jīng)把追求以人為本、全面協(xié)調(diào)、社會(huì)公平作為社會(huì)經(jīng)濟(jì)發(fā)展的基本要素和目標(biāo)。教育作為社會(huì)的子系統(tǒng),承擔(dān)著重要的歷史使命。教育發(fā)展的不均衡、不公平,必將影響到社會(huì)主義和諧社會(huì)的建設(shè)。在同一個(gè)區(qū)域內(nèi),尤其是在一個(gè)較小的區(qū)域內(nèi),由于其經(jīng)濟(jì)發(fā)展?fàn)顩r,社會(huì)生活習(xí)慣,歷史傳統(tǒng)風(fēng)貌都具有相似性,差異性較小,率先實(shí)現(xiàn)區(qū)域內(nèi)的和諧,是一種較為現(xiàn)實(shí)的舉措?h域是我國基層的一個(gè)行政管理單位,我國基礎(chǔ)教育實(shí)行“以縣為主”的教育行政管理體制,研究縣域教育和諧發(fā)展指標(biāo),具有非常重要的現(xiàn)實(shí)意義。 縣域教育和諧發(fā)展就是縣域范圍內(nèi)教育與社會(huì)經(jīng)濟(jì)環(huán)境之間,以及教育系統(tǒng)內(nèi)部的城鄉(xiāng)之間、各級(jí)各類學(xué)校之間、各種群體之間系統(tǒng)協(xié)調(diào)、公平均衡、科學(xué)合理地發(fā)展,使每一個(gè)學(xué)生獲得健康成長。而指標(biāo)研究有利于為縣級(jí)教育行政部門規(guī)劃、指導(dǎo)和監(jiān)控縣域教育事業(yè)和諧發(fā)展提供借鑒和幫助。 研究中,我們運(yùn)用了文獻(xiàn)研究法、EXCEL軟件統(tǒng)計(jì)分析法、比較研究法和系統(tǒng)分析法。通過對(duì)國內(nèi)外有關(guān)教育發(fā)展指標(biāo)研究的梳理分析,發(fā)現(xiàn)我國教育指標(biāo)研究存在諸多不足,如理論研究和指標(biāo)內(nèi)容框架的不足、宏觀微觀指標(biāo)項(xiàng)目的混亂與繁雜等。通過對(duì)我國縣域教育幾個(gè)代表性指標(biāo)的統(tǒng)計(jì)分析和對(duì)浙江省蘭溪市的個(gè)案研究,發(fā)現(xiàn)我國縣域教育發(fā)展中存在較為嚴(yán)重的不和諧現(xiàn)象。針對(duì)研究中的發(fā)現(xiàn),我們有重點(diǎn)地研究了縣域教育和諧發(fā)展的指導(dǎo)理論和縣域教育和諧發(fā)展指標(biāo)體系的基本框架。 縣域教育和諧發(fā)展指標(biāo)的選擇與設(shè)置是本研究的重中之重。我們以縣域教育和諧發(fā)展理論為指導(dǎo),采用系統(tǒng)分析的方法,從教育外部環(huán)境、教育內(nèi)部系統(tǒng)和受教育者身心和諧發(fā)展三個(gè)維度,構(gòu)建出指標(biāo)體系的子領(lǐng)域和一、二、三級(jí)具體指標(biāo);并對(duì)主要指標(biāo)的選擇進(jìn)行了逐一的研究分析,突出強(qiáng)調(diào)縣域特征與和諧要求。
[Abstract]:In November 2002, the 16th National Congress of the Party clearly put forward the development requirements of "more harmonious society" and "harmonious society", indicating that our country has put the pursuit of people-oriented, comprehensive coordination. As a basic element and goal of social and economic development, education, as a subsystem of society, undertakes an important historical mission, and the development of education is unbalanced and unfair. It will affect the construction of socialist harmonious society. In the same region, especially in a small area, because of its economic development, social life habits, historical traditional style and features are similar. The difference is small, the first to achieve regional harmony, is a more realistic measure. County is an administrative unit at the grass-roots level in our country, the basic education of our country implements a "county-oriented" educational administration system. It is of great practical significance to study the indicators of harmonious development of county education. The harmonious development of county education is the systematic coordination and fair balance between the education and the social economic environment within the county area and between the urban and rural areas within the education system, among all kinds of schools at all levels and among various groups. Scientific and reasonable development can make every student grow up healthily, and the index research can provide reference and help for county-level educational administrative department to plan, guide and monitor the harmonious development of county education. In the research, we use the literature research method excel software statistical analysis, comparative research method and system analysis method. It is found that there are many deficiencies in the study of educational indicators in China, such as the theoretical research and the lack of index content framework. Through the statistical analysis of several representative indicators of county education in China and the case study of Lanxi City in Zhejiang Province. It is found that there is a serious disharmony in the development of county education in China. We focus on the guiding theory of harmonious development of county education and the basic framework of the indicator system of harmonious development of county education. The choice and setting of harmonious development index of county education is the most important part of this study. We take the theory of harmonious development of county education as the guidance, adopt the method of systematic analysis, from the external environment of education. The three dimensions of the internal system of education and the harmonious development of the body and mind of the educatee build up the sub-fields of the index system and the first, second and third levels of specific indicators; The selection of main indexes is analyzed one by one, emphasizing the characteristics of county and the requirement of harmony.
