農村教育與經濟協(xié)調發(fā)展研究

【摘要】: 我國有13多億人口,其中7億多在農村,農村、農業(yè)和農民問題是事關我國經濟社會發(fā)展的重大問題。“三農”問題的核心是農村經濟發(fā)展問題,而農村經濟發(fā)展的關鍵在于農村的教育。新形勢下,研究農村教育和經濟協(xié)調發(fā)展問題,既是落實科學發(fā)展觀的需要,也是我國農村發(fā)展內在規(guī)律的本質要求。關于農村教育的概念,國內外學者作了大量的研究和討論,目前已基本達成共識,即農村教育是包含了基礎教育、職業(yè)教育和成人教育的框架體系,并被認為是一個歷史的范疇,是城鄉(xiāng)二元結構時期的產物。但是,農村教育也有自己內在的發(fā)展規(guī)律和表現特征,農村教育的發(fā)展既是農村經濟社會發(fā)展的本質要求,也是農村經濟社會發(fā)展的基礎和推動力。人力資本理論的誕生,使人們認識到了人力資源在經濟發(fā)展中的作用,進而促生了人們對教育與經濟發(fā)展關系的研究。國內外的研究表明,人力資本逐漸替代物質資本成為推動經濟發(fā)展的主要力量,因此,發(fā)展教育是保持經濟可持續(xù)發(fā)展的有效手段。農村教育和經濟作為農村社會的兩大主要系統(tǒng),二者之間的協(xié)調發(fā)展既可以推動農村社會不斷發(fā)展進步,也可以促進農村社會功能的增強和結構的優(yōu)化。因此,農村教育和經濟的協(xié)調發(fā)展是解決農村問題的關鍵所在。通過對我國不同地區(qū)之間、城鄉(xiāng)之間教育和經濟發(fā)展協(xié)調性的分析,可以看出,影響我國農村教育與經濟協(xié)調發(fā)展的因素既有外部的(諸如國家和地區(qū)的相關政策等),也有內部的(諸如不同結構的家庭對教育的投入等)。通過對我國農村教育與農村經濟的實證分析驗證了人力資本對經濟的巨大推動作用。農村教育既然是特定歷史時期的產物,那么,對于農村教育與經濟協(xié)調發(fā)展研究的內容,在不同國家的不同發(fā)展時期其發(fā)展的側重點也不同。目前來說,發(fā)達國家更側重于農村職業(yè)教育的研究;發(fā)展中國家側重于農村基礎教育的研究;欠發(fā)達則側重于成人教育的研究。通過對我國農村教育與經濟協(xié)調性的現狀分析和國外農村教育與經濟協(xié)調發(fā)展經驗的借鑒,結合我國的具體實際,大力發(fā)展農村教育是促進我國農村教育與經濟協(xié)調發(fā)展的唯一措施。
[Abstract]:There are more than 1.3 billion people in China, of which more than 700 million are in rural areas. The problems of agriculture and farmers are of great importance to the economic and social development of our country. The core of the problem is the development of rural economy, and the key of rural economic development lies in rural education. Under the new situation, the research on the coordinated development of rural education and economy is not only the need of carrying out the scientific development view, but also the essential requirement of the inherent law of rural development in our country. On the concept of rural education, scholars at home and abroad have done a lot of research and discussion. At present, there is a consensus that rural education is a framework system that includes basic education, vocational education and adult education. And is considered to be a historical category, is the product of the dual structure of urban and rural areas. However, rural education also has its own inherent development rules and characteristics. The development of rural education is not only the essential requirement of rural economic and social development, but also the basis and driving force of rural economic and social development. The birth of the theory of human capital makes people realize the role of human resources in economic development and promote the study of the relationship between education and economic development. Studies at home and abroad show that human capital is gradually replacing material capital as the main force to promote economic development. Therefore, developing education is an effective means to maintain sustainable economic development. Rural education and economy as two main systems of rural society, the coordinated development between the two can not only promote the continuous development and progress of rural society, but also promote the enhancement of rural social function and the optimization of the structure. Therefore, the coordinated development of rural education and economy is the key to solve rural problems. Through the analysis of the coordination of education and economic development between different regions of China and between urban and rural areas, we can see that the factors influencing the coordinated development of rural education and economy in China are external (such as the relevant policies of countries and regions). There are also internal ones (such as investment in education by families with different structures). Through the empirical analysis of rural education and rural economy in China, it is proved that human capital plays an important role in promoting the economy. Since rural education is the product of a specific historical period, the contents of the research on the coordinated development of rural education and economy are different in different countries in different periods of development. At present, developed countries focus more on rural vocational education; developing countries focus on rural basic education; underdeveloped countries focus on adult education. Through the analysis of the current situation of the coordination of rural education and economy in our country and the experience of the coordinated development of rural education and economy in foreign countries, combining the concrete reality of our country, Vigorously developing rural education is the only measure to promote the coordinated development of rural education and economy in China.
