【摘要】： 一、選題目的和意義 實施西部大開發(fā)，加快中西部地區(qū)發(fā)展，是黨中央面向新世紀作出的重大決策，是西部地區(qū)經(jīng)濟和社會發(fā)展的歷史轉(zhuǎn)折點。西部地區(qū)是我國少數(shù)民族聚居地區(qū)，人口平均素質(zhì)比較低，文盲、半文盲的比例相當高，缺乏一支符合要求的科學技術隊伍與經(jīng)濟管理隊伍，以及具有較高素質(zhì)的普通勞動者，人才問題成為了制約西部大開發(fā)的瓶頸因素。因此，西部開發(fā)的關鍵環(huán)節(jié)是人才資源的大開發(fā)，而西部的人才資源開發(fā)很大程度上是少數(shù)民族的人才資源開發(fā)。人才資源開發(fā)的一個重要手段就是發(fā)展教育，要通過發(fā)展教育提高人的素質(zhì)。 民族教育是我國整個教育事業(yè)的重要組成部分，是實現(xiàn)民族地區(qū)現(xiàn)代化、建設小康社會的基礎，也是增強中華民族凝聚力的重要手段。發(fā)展民族教育是培養(yǎng)少數(shù)民族人才的關鍵，它能促進民族地區(qū)人們觀念的現(xiàn)代化，能促進民族地區(qū)科技開發(fā)和技術創(chuàng)新，并帶動民族地區(qū)經(jīng)濟和社會的全面發(fā)展，實現(xiàn)小康目標。西部少數(shù)民族地區(qū)要通過發(fā)展民族教育，提高國民整體素質(zhì)，調(diào)整和完善勞動者的知識結(jié)構，成為了西部大開發(fā)的關鍵所在。 云南是我國的一個重要的少數(shù)民族聚居區(qū)，其世居民族就有彝族、白族、納西族、哈尼族、傣族、傈僳族、佤族、拉祜族、景頗族、布朗族、阿昌族、普米族、怒族、德昂族、獨龍族、基諾族等20多個。發(fā)展民族教育，開發(fā)云南民族地區(qū)的人才資源同樣是促進云南經(jīng)濟和社會持續(xù)發(fā)展的重要手段。怎樣發(fā)展西部少數(shù)民族地區(qū)特別是云南民族地區(qū)的民族教育，已經(jīng)成為學術界研究的重要課題。民國時期，云南民族教育有一定程度的發(fā)展，同時也存在很多問題。本課題的目的就是在綜合研究云南民國時期的民族教育實踐的基礎上，總結(jié)其經(jīng)驗和教訓，為當今發(fā)展民族教育提供有益的借鑒。 二、研究思路和方法 1、研究思路 本課題將從五個方面對云南民國時期的民族教育進行綜合研究。首先是對民族教育以及民國時期云南民族教育的有關方面進行簡單介紹。然后是研究民國各級政府發(fā)展云南民族教育的政策及其云南近代學校教育的發(fā)展情況和存在的問題，并且將它作為本課題的主要內(nèi)容進行研究。然后研究云南少數(shù)民族傳統(tǒng)文化教育的情況，它主要包括民族家庭教育、民族社會教育和民族宗教教育。民族傳統(tǒng)文化教育是民國時期云南民族 教育的主體形式，在民族教育中占有重要地位。當然，在當今 的時代條件下，民族傳統(tǒng)教育的很多功能已經(jīng)被現(xiàn)代學校教育 所取代，但它仍然是整個民族教育系統(tǒng)的重要組成部分。接下 來研究基督宗教在云南少數(shù)民族地區(qū)的傳播概況特別是舉辦 教會教育的情況及其對云南民族教育的影響，因為，在民國時 期的云南，教會學校系統(tǒng)是教育大系統(tǒng)中的重要組成部分，在 一些偏遠的山區(qū)，教會學校的影響超過了政府辦的學校。最后， 在前面研究的基礎上，進行綜合分析，總結(jié)出民國時期云南民 族教育的經(jīng)驗教訓，以及在當前西部大開發(fā)進程中對發(fā)展西部 特別是發(fā)展云南民族教育的借鑒意義。 2、研究方法 本課題以歷史唯物主義為指導，綜合運用歷史學、人類學、 宗教學、教育學和社會學等學科的方法，，進行研究。 三、基本觀點和新的創(chuàng)解 1、本課題是在學術界第一次將云南民國時期的民族教育 作為一個整體進行綜合研究，它包括由各級政府舉辦的近代學 校教育、民族傳統(tǒng)文化教育和教會教育三個部分。 2、民國時期，各級政府對發(fā)展云南少數(shù)民族近代學校教 育是比較重視的，采取了一系列措施，也取得了一定的成績。 但是，由于社會性質(zhì)等因素的制約，近代學校教育是措施多而 成效有限，還存在很多問題。 3、本課題比較系統(tǒng)地對教會學校的有關方面進行了研究。 認為，西方傳教士本著傳教的目的，在云南民族地區(qū)建立了教 會學校，在客觀上傳播了部分近代西方科學技術和文化知識及 其觀念，開闊了人們的視野，提高了少數(shù)民族地區(qū)民眾一定的 文化水平，促進了云南少數(shù)民族地區(qū)文化教育事業(yè)的發(fā)展;當 然它也存在致命的局限性，帶來了比較嚴重的消極影響。 4、云南民族傳統(tǒng)教育特別是民族家庭教育和民族社會教 育作為民族教育的重要組成部分，在當今民族教育中仍然發(fā)揮 著不可缺少的作用。 5、民國時期云南民族教育對當前發(fā)展云南的民族教育， 促進西部大開發(fā)具有重要的借鑒意義。
